San Juan: who represents it, and who is running

Puerto Rico general election (Governor, Resident Commissioner, Legislative Assembly, mayors and municipal legislatures) votes on 2028-11-07. It elects nothing in 2026. There is NO 2026-11-03 election in Puerto Rico: no U.S. Senate seats exist, and the Resident Commissioner, Governor, Legislative Assembly, Mayor and Legislatura Municipal are all elected every four years (last 2024-11-05, next 2028-11-07). The CEE home page lists only one 2026 special election, in Cataño (a different municipality); none in San Juan..

Notes on this record

How the lists were read, and what could not be.

  • Official lists: (1) Comisión Estatal de Elecciones (CEE) "Certificación de resultados finales, Elecciones Generales y Plebiscito 2024" — the Gobernador/Comisionado Residente/Cámara/Senado volume and the Alcaldes y Legisladores Municipales Tomos 1 and 2, all certified 2024-12-31 (data stamp "Dec 31 2024 12:15AM"), found via the CEE Certificaciones page (ww2.ceepur.org/Home/Certificaciones and its own data file /Data/.Certificaciones.json). The PDFs are image scans with no text layer, so the pages were read visually. (2) Senado de Puerto Rico "Senadores — Vigésima Asamblea Legislativa" and member pages, read 2026-10-22. (3) Cámara de Representantes "Representantes" and member pages, read 2026-10-22. (4) house.gov directory of representatives. (5) La Fortaleza press release of 2026-10-14. (6) Municipal ordinances 25 and 30 (Serie 2025-2026) for the current Legislatura Municipal roll.
  • Status: everyone is "elected" (in office). Nobody is "running": Puerto Rico holds no general election in 2026 (next 2028-11-07; last 2024-11-05), and the CEE shows no 2026 special election in San Juan (only Cataño 2026; Gurabo 2025). counts.running = 0.
  • Federal: Puerto Rico has no U.S. Senators and no congressional districts; its one federal elected official is the Resident Commissioner, a non-voting House member with a 4-year term. Pablo José Hernández Rivera is listed on house.gov as Puerto Rico Resident Commissioner, party "D"; his 2024 ballot party was the PPD (CEE certificate shows the PPD emblem). Party for the Governor and Resident Commissioner is read from the party emblem printed beside their names on the CEE certificate (the page prints emblems, not party names, for those two offices).
  • State ("provincial"): the Governor, the two senators of Senate District I – San Juan, the House District 1 – San Juan representative (the Census geocoder at the Alcaldía, 18.4654 N, -66.1166 W, returns State Senate District 1 and State House District 1, barrio San Juan Antiguo), and all at-large members: 11 senators por acumulación and 13 representatives por acumulación as the chambers list them today. The House list shows 13 at-large members although the at-large ballot fills 11 seats; Adriana Gutiérrez Colón and Nelie Lebrón Robles (PIP) are listed at large but were not among the top 11 on the CEE at-large tally — presumably additional minority seats, not verified. Five House districts cover parts of San Juan per the Cámara list (1, 2, 3, 4 — San Juan; 5 — Aguas Buenas, San Juan y Guaynabo); only District 1 is listed here.
  • Party changes since the election: Senator Joanne M. Rodríguez Veve was elected under Proyecto Dignidad (PD) and is now listed by the Senate as "Independiente". Senator Eliezer Molina Pérez (Independiente, at large) is not a printed candidate on the CEE at-large page; the Senate lists him as an at-large senator. Keren Riquelme (PNP), 11th on the CEE at-large senate tally, is not on the Senate list.
  • Municipal: the Mayor (Alcalde) Miguel Romero (PNP) from the CEE 2024 final certification (Tomo 1). The Legislatura Municipal has 17 members: the CEE San Juan tally (Tomo 2, total 1,447,960 votes) lists 14 PNP candidates, and all 14 sit, together with Ingrid C. Colberg Rodríguez (PPD) and Norma Devarie Díaz and Daisy Sánchez Collazo (MVC). Who sits comes from the Secretaria's certification on Ordenanza 25 (31 Oct 2025), which names all 17 and the presidenta Gloria I. Escudero Morales, and was checked again against Ordenanza 30 (18 Nov 2025). Parties come from the CEE certificate. These ordinances were read as republished by LexJuris de Puerto Rico (lexjuris.com, a private legal publisher; no robots.txt). The ordinance text is OCR, so names are recorded with the CEE spelling, and the ordinance form is kept in nameOnRoll.
  • Not reached: no official website for the Municipio de San Juan could be found. The long-standing domain sanjuanciudadpatria.com now serves an unofficial tourism page that carries casino advertising, so it was not used; sanjuan.pr.gov does not resolve. As a result there are no municipal photos or emails, and the mayor's current status rests on the 2024 CEE certificate. La Fortaleza pages carry no photo or party label. No phone numbers or street addresses were copied (member pages print office phones, which were left out).
  • robots.txt: ceepur.org, ww2.ceepur.org, www.ceepur.org, lexjuris.com and geocoding.geo.census.gov return 404 (no rules); senado.pr.gov disallows only /cgi-bin/ and /cms/ (not used); camara.pr.gov disallows only /wp-admin/ (not used); house.gov disallows /core/, /profiles/, /search/ and admin paths (not used); fortaleza.pr.gov lists a sitemap only. No blocks were met. Every request used the User-Agent "ResearchUpon-politics/1.0 (civic research; +https://researchupon.com)".
  • Terms: the CEE has no readable terms page. senado.pr.gov states no terms. camara.pr.gov has the footer "© 2025. Todos los derechos" [reservados], which applies to the linked photos (linked, not copied). No standsFor was recorded: there was no 2026 campaign, and none of the official pages carries a platform statement in the person's own words beyond biographies.
