Williamsburg, Virginia

Williamsburg is a town of 4,700 parcels where two institutions, the Colonial Williamsburg Foundation and the College of William & Mary, hold more than 2,100 of its roughly 4,700 acres, and the City's own published parcel layer names every owner.

Can you find out who owns it?

Virginia records title by deed. Williamsburg is an independent city, but it shares one Circuit Court and Clerk with James City County, at the joint courthouse on Monticello Avenue, and that Clerk keeps the deeds. Remote access to those land records is sold by subscription only; the Clerk's own pages are behind Cloudflare and the price was not read. The City Real Estate Assessor values every parcel each year, and the City publishes its parcel layer on ArcGIS Online free: owner of record, values, last sale date and price, and deed number. Virginia law will not record a deed unless its consideration is stated on the first page.

The core land

The most valuable ground in the city, and what the public record says about it.

The City Assessor reassesses every parcel each year; the City's assessment page, seen only in search results, says 2026 values are effective 1 January 2026. The figures below come from the City's own published parcel layer with 2024 values - the newest open edition; the 2026 roll lives only in the Assessor's disclaimer-gated property search, which was not used. Values include exempt property, so totals are larger than the taxable land book.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Williamsburg is owned, to a degree unusual even for a small city, by two institutions. In the City's 2024 parcel layer (4,727 rows, about 4,675 stated acres), the Colonial Williamsburg Foundation holds 279 parcels and 1,312 acres, and the College of William & Mary holds another 800 acres in its own name - more than 1,086 acres in the 2021 layer, which still carried the 293.6-acre main campus. In the 2021 layer the two together held 2,462 of 5,141 deeded acres, 48% of the city. The City itself is third. No railway or electric-utility parcel appears on the roll: none is named as an owner. Acres are as the roll states them (Total_Acres); condominium units carry 0.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Williamsburg is nearly built out, so new homes come a few dozen at a time. The Census Building Permits Survey counts 126 new units authorised in 2021-2025: 33 in 2021 (12 single-family, 12 in 3-4 unit buildings, 9 in one 5+ building), 46 in 2022 (30 single-family, 16 in two 5+ buildings), then 15, 10 and 22 single-family units in 2023-2025 (s8). Most new ownership housing on the roll is at Quarterpath (Village Green North) and Holly Hills; the big rental blocks (Midtown Row, High Street View, Attain @ Quarterpath) sit with single-purpose owners (see commercial). No league table covers the city, so builders are counted from parcels they hold on the City roll (s1, s2).

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Commercial Williamsburg is the Foundation's Historic Area and Merchants Square, a hotel strip on Richmond Road and Capitol Landing Road, and three newer mixed-use districts - Midtown (Monticello Ave), High Street and Quarterpath. Outside the Foundation, the largest commercial owners are single-asset LLCs; only one, Broad Street Realty, files with the SEC, and it entered Chapter 7 in March 2026. Timeshare operators are a local speciality. Figures are 2024 values from the City roll unless stated.
