White Plains, New York

White Plains publishes its whole 2026 final assessment roll as a free PDF naming the owner of every one of its 14,046 parcels; the State's parcel layer carries the same data, and sale prices sit on deeds at the Westchester County Clerk.

Can you find out who owns it?

New York records title by deed. White Plains deeds are recorded with the Westchester County Clerk, whose online index of deeds back to 1680 is free; the Clerk keeps no list of sale prices, which appear on the State form (RP-5217) filed with each deed. The City Assessor publishes the full final assessment roll as a free PDF: owner, mailing address, property class, assessed value and full market value for every parcel. White Plains assesses at about 2% of value (a uniform percent of 2.09 on the 2026 roll), so only the full market values are comparable. Where the County IDA holds title under a tax deal, the roll names the agency.

The core land

The most valuable ground in the city, and what the public record says about it.

White Plains assesses at a small fraction of value (uniform percent of value 2.09 on the 2026 roll), so the roll's full market values are the comparable figures. The top of the roll is public and non-profit ground: the County's court and office parcels, White Plains Hospital, the City's parking and library sites, a 215-acre hospital campus and the Housing Authority. All figures are from the City's 2026 final roll (s1), roll print date 25 Feb 2026, read 1 Nov 2026.

Whole roll$19.39B full market value across 14,046 parcels (assessed value $405.2M)

s1. The highest land parcel is White Plains Hospital, 41 E Post Rd, 6.21 acres, $409.8M; then the County's two parcels at 110-111 Dr. Martin Luther King Jr. Blvd, $740.4M together.
Highest-valued private commercial parcels$248.8M, The Westchester (Westchester Mall, LLC), 6.44 acres

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Public bodies and non-profits hold the most valuable ground. The City holds the most parcels and land, including a 469-acre water-supply parcel at 333 Hall Ave and the downtown parking lots. The County holds the court and office complex on Martin Luther King Jr. Blvd. The hospitals are large owners in their own right. Where the County IDA holds title under a tax deal (a PILOT), the roll names the agency. Figures group the name variants on the City's 2026 roll; acres are the roll's own field and leave out streets.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

New building in White Plains is downtown rental towers, and most of it runs through the Westchester County IDA: the developer leases its site to the agency and pays PILOTs instead of full tax. The State's IDA project data is therefore the best public list of who is building. Figures are IDA project amounts (latest fiscal year reported, mostly FY2024), not units. Company names only; no league table exists.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who holds the other 60% of The Westchester. Simon's 10-K gives only its own 40%.
  • Who stands behind Argent Ventures, Gateway I Group, 360 Hamilton Plaza LLC and the 1133 Westchester Ave LLCs. The roll gives only names and mailing addresses.
  • Whether Farallon Capital Management (Wikipedia's infobox) still controls Galleria City Holding Company LLC, now addressed c/o Cappelli Org, and the price of any sale behind the deed at book 65157 page 3132.
  • How Royal Charter Properties-Westchester, Inc. (21 Bloomingdale Rd, 215 acres) relates to NewYork-Presbyterian. No source opened states it.
  • The former Ritz-Carlton towers at 1 and 5 Renaissance Square: 369 condominium units, mostly individual owners (not named here). The hotel parcel at 3 Renaissance Square ($31.6M) is owned by Renaissance Hotel Partners, LLC, addressed 'Opus West. Hotel'; Wikipedia's The Westchester page calls it the Opus Westchester Hotel, formerly the Ritz-Carlton.
  • Sale prices. The roll has none, the County Clerk keeps no price list, and the State's Sales Web sits behind a CAPTCHA. No sale price in this record comes from a deed.
  • Westchester County Airport is not in White Plains (it is in Harrison and Rye), so it is left out, although IDA data lists 184 Airport Road under a White Plains address.
