Washington, District of Columbia
The District of Columbia publishes the owner, assessment and last sale price of every one of its 221,667 tax lots as CC BY 4.0 open data, while the Recorder of Deeds lets registered users view deed images free and charges $4 to download one.

Title in Washington, DC passes by deed recorded with the Recorder of Deeds, part of the Office of Tax and Revenue, which keeps 'all official records about land and property' and collects recordation and transfer tax (1.45% each on most transfers) when deeds are filed. The OTR tax roll, the Integrated Tax System Public Extract, names the owner, assessment and last sale price and date for every tax lot, and DC republishes it as open data under CC BY 4.0. Deed images back to 1921 are on a private portal where registered users search and view free and pay $4 to download a document.

REBusinessOnline (2014) calls it 'a public-private partnership between the District of Columbia and Hoffman-Madison Waterfront LLC', led by PN Hoffman & Associates and Madison Marquette. The roll records no sale price. The ground-lease terms were not read. |

| Capital One Arena 601 F Street NW (Square 455, lot 47) 217,957 sq ft lot (roll) |
Civic | District of Columbia The roll names the District of Columbia as owner, with land at $232.7M and improvements at $295.5M, for a current assessment of $524.2M. The deed date is 1 Apr 1999, and no sale price is recorded. Bisnow (21 Oct 2024) reported legislation letting the District 'purchase Capital One Arena in Chinatown from Monumental Sports & Entertainment, then lease it back to the sports group through at least 2050', with $87.5M 'allocated to purchase the arena' inside a $515M deal, and the arena would be exempt from property and leasehold taxes. The roll does not record that price, so none is given here, and Monumental's lease does not appear as a lot. |

| Nationals Park 1500 South Capitol Street SE (Square 705, lot 804) 847,636 sq ft lot (19.5 acres) |
Civic | District of Columbia The roll names the District of Columbia as owner, with land at $630.6M and improvements at $425.5M, for a current assessment of $1.06B and no sale on record. That makes it the second most valuable District-owned lot after the convention center. Events DC, 'the official convention and sports authority for Washington, DC', lists the ballpark as one of its venues (opened 2008, 41,418 seats). The roll does not name Events DC, and the Washington Nationals' tenancy is not recorded as a lot. The District built the ballpark, so there is no purchase price. |

Lew Place, after Mount Vernon Place was renamed. On the roll, Events DC's statutory names ('Washington Convention Center Authority' and 'Washington Convention and Sports Authority') hold only 13 small lots worth $16.4M. |

A separate possessory-interest lot still lists Union Station Investco LLC ($74.3M), and Washington Terminal Company holds the adjoining lot 0717-0815 ($59.0M). Haynes Boone (11 Mar 2025) says Rexmark Holdings obtained '$505 million settlement from Amtrak for its acquisition of the leasehold interest', ending condemnation proceedings Amtrak began in April 2022. The extract has not caught up with that change. |
Government | $505,000,000 2025-03 Settlement Amtrak paid for the leasehold interest (the $250M deposit plus $255M), court-approved, per the seller's counsel. B |

No document opened here says who holds the CCDC entities today. |

BDT & MSD had taken the Waldorf Astoria leasehold at an August 2024 foreclosure auction, as lender, after CGI Merchant Group bought the lease in 2022. Land | United States of America (administrative jurisdiction transferred to the District of Columbia) Federal title; District jurisdiction for not less than 99 years The roll names the United States of America as owner, with tax bills mailed to 1350 Pennsylvania Ave NW. The current assessment is $137.3M, and the proposed land value is $599.9M. Public Law 118-274 (6 Jan 2025) directs the Interior Secretary to 'transfer administrative jurisdiction over the Robert F. Kennedy Memorial Stadium Campus to the District of Columbia'. The transfer runs 'for a term of not less than 99 years' for uses 'including residential and commercial development' and a stadium, but no federal funds may be used for the stadium. It says the transfer 'does not change the status' of ownership. Title stays federal, and it was not a sale. |

Office | Melrose Washington Holdings LLC Bisnow (5 Jan 2024): 'TA Realty sold a 13-story office building near the McPherson Square Metro station to Melrose Solomon for $18.2M'. It had bought it for $61.75M at the end of 2017, so the new price was 'less than a third of its 2017 sale price'. The roll's owner is Melrose Washington Holdings LLC, with a current assessment of $30.1M. The same roll shows other downtown offices selling far below assessment: 1201 Maryland Ave SW for $57.6M (Jul 2024, assessed $145.1M), 1325 G St NW for $28.7M (Oct 2025, assessed $92.6M), and 1030 15th St NW for $46.9M (Dec 2024, assessed $100.6M). |

The core land
The most valuable ground in the city, and what the public record says about it.
Washington's most valuable ground is federal and civic: the Capitol, the Mall's museums, the convention centre and the ballpark. Downtown's private office land is assessed at around $1,700 per sq ft. Figures are current assessed values (land plus improvements) from the OTR Integrated Tax System Public Extract read 14 Oct 2026 (latest extract date 13 Oct 2026), summed by this research.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Washington is a federal city, and the roll shows it. Lots titled to the United States cover about 13,000 of the 33,000 acres of surveyed lot area, about two-fifths, and are assessed at $64.4B of the city's $380.2B. The District of Columbia is the second landholder, followed by the universities. Most federal rows give no agency, so the split between GSA, the National Park Service, the Architect of the Capitol and Defense cannot be measured from the roll. Figures are current assessments from the ITSPE extract read 14 Oct 2026, grouped across every spelling of each name. Acreage is the surveyor's lot area, excluding possessory-interest and condominium lots.

| United States of America (GSA, National Park Service, Architect of the Capitol, Defense and others) The roll's most valuable lot is the US Capitol grounds ($2.12B, 59.1 acres). Next come 1000 Constitution Ave NW ($1.26B) and 1100 Ohio Dr SW ($1.24B, 373 acres). Only a minority of rows carry an agency in the care-of field: GSA on 53 lots ($1.67B), the National Park Service on 17 (877 acres), the Navy, the Air Force (357 acres) and the State Department. Another 29 lots ($968.1M), including the Georgia Ave and Judiciary Square sites, are titled jointly to 'United States of America & District of Columbia'. |

| The George Washington University The largest private landholder by value. Besides the Foggy Bottom campus (817 23rd St NW, $338.4M), the roll names GWU as owner of the 2100 Pennsylvania Ave ($262.6M) and 2200 Pennsylvania Ave ($243.0M) office lots. BXP's 10-K lists both buildings in its own portfolio, so the University owns the ground beneath a REIT's towers. In 2024-2026 it also bought 2001 Pennsylvania Ave NW ($35.0M) and 2300 M St NW ($51.4M) (roll). |
Institution | 120 lots, $4.52B, 65.7 acresA |

PHI Service Company bought its headquarters at 701 9th St NW on 15 Apr 2025 for $175,000,000 (roll), the largest office sale in the city since 2024. |
Public company | 76 lots, $760.3M, 182.3 acresA |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Washington builds apartments, not houses. Census permit files count 4,740 new units in 2021, 7,705 in 2022, 3,020 in 2023, 1,737 in 2024 and 1,591 in 2025. In 2025 that was 181 single-family units and 1,372 in buildings of five or more, so more than eight in ten new homes are in apartment blocks. Tract homebuilders barely register. The table counts what the roll shows in each builder's own name. The large rental developers hold each building in a separate LLC, and the roll rarely names who stands behind it. The roll names private individuals as owners of most homes, and none is reproduced.

| Toll Brothers, Inc. ('Toll DC' entities, apartment living) Toll DC II LP holds 200 K St NE in NoMa ($196.3M, land bought 12 Apr 2013 for $30.15M), and Toll DC Phase III Owner LLC holds 1010 Half St SE ($132.9M). Both mail to 1140 Virginia Drive, which EDGAR gives as Toll Brothers' business address. Toll DC LP's 1011 1st St SE ($106.9M) changed its record on 17 Jun 2026 and now mails to a Newark, NJ address. No document opened here says who holds it now. |
Public company | 3 apartment lots, $436.1MB |
| District of Columbia Housing Authority The largest holder of rental housing on the roll. Its estates are the sites of the District's mixed-income redevelopments, and the private partners on each redevelopment were not established here. |
Government | 978 lots, $1.92BA |
Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Downtown Washington's office market is owned largely through single-asset LLCs, and the roll names only the LLC. Since 2024 the roll has recorded a run of sales far below assessment, and the buyers include universities, foreign governments and the local utility as well as investors. Only landlords that file accounts or carry self-identifying entity names are counted here. Wharf and CityCenterDC leaseholds are under the marquee entries.

| BXP, Inc. (formerly Boston Properties) BXP's 2025 10-K property table lists 901 New York Ave (524,021 sq ft), 2100 Pennsylvania Ave (475,849), 2200 Pennsylvania Ave (460,039), 1330 Connecticut Ave (253,375), 500 North Capitol St (230,900 sq ft, 30% interest), Sumner Square (208,797) and Capital Gallery (176,909). In 2025 it bought vacant 2100 M St for about $55.9M including costs, and sold its stake in Market Square North. On the roll, BXP- and BP/-named entities mail to 2200 Pennsylvania Ave NW. The 2100 and 2200 Pennsylvania lots are titled to George Washington University. |
REIT | 7 in-service office properties, 2,329,890 sq ft, plus 725 12th St (320,000 sq ft) in redevelopmentA |
| Douglas Development-linked entities (shared name prefix and address) 127 LLCs whose names share one prefix, mostly mailed to 655 New York Ave NW Suite 830 or 701 8th St NW Suite 620. They include 1155 F St NW ($189.7M), the former Woodward & Lothrop store at 1025 F St NW ($168.5M), 950 F St NW ($148.5M) and 99 M St SE (bought 1 Jun 2026 for $93.25M). This is the largest private portfolio on the roll by count. The roll does not name the parent company, and no filing opened here does, so the grouping rests on the shared name and addresses. |
Private company | 395 lots, $2.26B, 114 acresB |

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Whether the District's purchase of Capital One Arena from Monumental Sports & Entertainment ($87.5M in the 2024 legislation) has closed, and on what date. The roll names the District as owner but records no sale.
- The Wharf and CityCenterDC ground-lease terms, and who stands behind the 'Wharf … REIT Leaseholder' and 'CCDC' entities today. A REIT structure is implied by the entity names, but no filing opened here names the investors.
- Who stands behind 2600 Virginia Avenue 1 and 2 LLC, Watergate Hotel LLC and Watergate 600 NHA LLC.
- That the entities sharing one name prefix are Douglas Development's. The grouping rests on the shared name and mailing addresses, not on a document.
- Union Station: the roll still lists Union Station Investco LLC on the possessory-interest lot after Amtrak's 2025 settlement, and the post-settlement owner of the leasehold was not read from a deed.
- The split of federal land between GSA, the National Park Service, the Architect of the Capitol and the Department of Defense. Most federal rows on the roll carry no agency.
- 1030 15th Street NW's earlier price. CommercialSearch's article (Cloudflare-blocked) gives $552.07 per sq ft for a sale in an unstated year, so no prior price or discount is claimed.
- No deed image was read, because the Recorder of Deeds portal requires registration and robots.txt disallows it. Prices here are the roll's 'most recent sale price' or a cited document's.
- The roll names private individuals as owners of most homes and condominium units, and a few office lots. None is reproduced.
