INCOG's free Tulsa County parcel service names the owner, value and last recorded sale of every parcel in Tulsa's Tulsa County part. Owners and many prices here come straight from that roll; the County Clerk's own deed images sit behind a paid subscription.

Can you find out who owns it?

Oklahoma records title by deed with the County Clerk; there is no state title register. Tulsa spans Tulsa, Osage, Wagoner and Rogers counties, and this record covers only the Tulsa County part, which holds downtown and most of the city. INCOG, the regional council of governments, publishes the Tulsa County Assessor's parcel roll as a free map service: owner, mailing address, market and land value, acreage and the last recorded sale with its price and deed type. The Assessor's own search sits behind a disclaimer we did not accept. Reading the County Clerk's deed images online needs a subscription from $10 a day. Deeds carry a documentary stamp tax of $0.75 per $500 of the price. A sale of the company that owns a building leaves no price on any of these records.

The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

BOK Tower (One Williams Center)
101 E 2nd St (One Williams Center), Tulsa
1,298,531 sq ft (county roll building record) · 52 floors

No sale is recorded on the account. Williams' FY2025 Exhibit 21 (s6) lists Williams Resource Center, L.L.C. (Delaware). Its 10-K (s7) gives One Williams Center as its address and says Williams 'is the lessor' of office space in its headquarters building. BOK Financial's 10-K (s8) says its principal offices are 'leased premises in the Bank of Oklahoma Tower'. The bank's name is on the tower; it does not own it.

Both towers (R00500920135430 and R00500920135540) are held by CHEROKEE NATION PROPERTY MANAGEMENT LLC, mailing to 777 W Cherokee St, Catoosa. 2026 market values are $17.5M and $24.5M, $42.0M together, the same as the price. The roll's exclusion code 'Assumption/Short Sale' means the deed was not treated as an open-market sale; it does not say which. A procurement notice of June 2026 (s11) has Cherokee Nation Businesses and Cherokee Nation Property Management seeking contractors for work in 'Williams Tower II'. No filing we opened states who owns the LLC, and the previous owner and price are not on the roll.
Private company $42,000,000

No filing we opened names the LLC's members. The same mailing address receives notices for 320 S Boston LLC (the 24-storey 320 S Boston Building); a shared address is not proof of common ownership.

The only deed on the account is a warranty deed of Dec 1996 at $105,000 for the land. Public Radio Tulsa (s25, 2009) says the $60 million project 'will be owned by a public trust' and 'the city of Tulsa is the trust's only beneficiary'; a 2025 report (s26) says the trust's funds include 'lease payments from the Drillers'. So the private team is the lessee and the public trust holds title. ONEOK's naming rights are not ownership.

The core land

The most valuable ground in the city, and what the public record says about it.

All figures are market values on the Tulsa County Assessor's roll as INCOG publishes it (loaded 3 Oct 2026), summed by this research with each account counted once. 'Tulsa' means accounts the roll tags with site city TULSA, which covers only the city's Tulsa County part; its Osage, Wagoner and Rogers county parts are not counted. Exempt public land is carried at market value here, unlike in Oklahoma County. Sale prices are the last recorded sale on each account; the roll keeps no earlier sales.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

The largest landholder in Tulsa's Tulsa County part is the City itself: Tulsa International and Riverside airports, Mohawk Park, the reservoirs and treatment plants. The State (mostly highway land), Tulsa Public Schools, Tulsa County and the River Parks Authority follow. Two tribal nations hold notable ground inside the city. The Muscogee (Creek) Nation's casino and hospital stand on land the United States holds in trust for it, and the Cherokee Nation's property company bought the Williams Center towers in 2025. Counts take every spelling of a name on the roll ('INDEPENDENT SCHOOL DIST NO 1', 'TULSA PUBLIC SCHOOLS' and four more for the school district). Acres are the roll's own figures; no account exceeds 514 acres, and we found no obvious keying errors. 'Tulsa' means accounts the roll tags with site city TULSA; city land the roll leaves untagged is not counted (for the City, 44 more accounts and about 850 acres with a Tulsa address).

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Tulsa permitted 865 new homes in 2025: 385 single-family, 88 in duplexes, 4 in a 3-4-unit building and 388 in 19 buildings of 5+ units, $175.3M in all (Census Building Permits Survey, s15; the place figure covers all of Tulsa's counties). The suburbs build more: Broken Arrow permitted 661 single-family homes and unincorporated Tulsa County 280, and Tulsa County as a whole 2,153 single-family (s16). No city league table exists. The figures below count accounts held in each builder's own name on the county roll inside Tulsa's Tulsa County part. They are lots and unsold homes, not closings. Pulte, Taylor Morrison, Century and Meritage hold no account in their own name anywhere in Tulsa County.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Downtown office in Tulsa is owned by the energy companies that occupy it (Williams, ONEOK), by single-purpose LLCs (First Place LLC and its sister LLCs care of Kanbar Properties, 2011 Mid-Con Acquisition LLC, 110 W 7th LLC), and since December 2025 by Cherokee Nation Property Management LLC. None is a listed REIT. Listed REITs hold the regional mall, the Hillcrest hospital campus and net-leased stores. The biggest private holdings sit in single-asset vehicles: FC TULSA OK LANDLORD DST owns the 2.69M sq ft Amazon fulfilment centre at 4040 N 125th E Ave ($184.0M, 81.8 acres; no sale on the roll), and YSA INVESTMENTS 1 LLC holds nine apartment complexes on 23 accounts ($194.6M), bought 2018-2022 for between $8.25M and $33.5M each. Prices come from the roll's last-sale field. Distress shows in its exclusion codes: RCG-TULSA PM LLC bought four Southroads accounts (Reasor's, AMC Southroads 20) on 20 Mar 2025 for $58,270,000, flagged 'Mortgage Exceeds Sale Price'.

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who stands behind the LLCs that own downtown towers: First Place LLC and its sister LLCs (care of Kanbar Properties), 2011 Mid-Con Acquisition LLC, 320 S Boston LLC, 110 W 7th LLC and NW Utica Property Owner LP. No filing we opened names their members.
  • Who owns Cherokee Nation Property Management LLC, which bought Williams Center Towers I and II for $42.0M in Dec 2025. The procurement notice pairs it with Cherokee Nation Businesses but does not state ownership; the earlier owner and price are not on the roll, and the roll's 'Assumption/Short Sale' flag does not say which of the two applied.
  • What the deed code RECD on Mid-Continent Tower's 2011 sale means. The roll does not define it and the deed sits behind the Clerk's paid subscription (s4).
  • The Cityplex central (60-storey) and west towers. The roll's only Cityplex account is the East Tower under Oral Roberts University; how the other towers are assessed and who holds them was not established.
  • Earlier sales of every building. The roll keeps only the last recorded sale, so a 'far below prior price' test was not possible from it; County Clerk instruments and documentary-stamp amounts were not read.
  • Sheriff's sales: the roll codes 590 Tulsa accounts with deed type 'SHD S' as their last sale (90 in 2025-26, 85 of them residential), and 69 of those rows carry the exclusion reason 'Sheriff Sales'. The Sheriff (s23) sells foreclosed properties weekly; we did not read its current auction list.
  • Who the lessees are behind other public-trust titles: Tulsa Public Facilities (City Hall, One Technology Center, $49.2M deed in 2007), Tulsa Authority for Economic Opportunity (5 downtown garages) and Land Office Trust (BOK Place at Southern Hills). No account on the roll is held as 'Tulsa Industrial Authority'.
  • Tulsa in Osage, Wagoner and Rogers counties is not covered, nor is public land the roll leaves without a site city.
  • Anything from the Assessor's own site (s3): its search, map and account pages sit behind a disclaimer we did not accept, so Assessor building sketches, value histories and exemption detail were not read. The Assessor also takes open-records requests (s24); none was sent.
