Toms River, New Jersey
New Jersey publishes every Toms River parcel's assessed value, deed date and sale price as open data but strips owners' names under Daniel's Law, so the township's big holders can only be read from where their tax bills go.

New Jersey records title by deed, filed with the county clerk: Toms River's deeds are recorded by the Ocean County Clerk, whose online search did not answer from here. The State's tax list (MOD-IV) is published as open data with each of Toms River Township's parcels, its assessed value, the owner's mailing address, deed book, page and date and the sale price, but the owner-name field is empty under Daniel's Law (P.L. 2020, c. 125). Every deed pays a realty transfer fee on its consideration, 'the entire compensation paid or to be paid for the transfer of title'.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

The core land
The most valuable ground in the city, and what the public record says about it.
Toms River's most valuable ground is the Ocean County Mall, then the county college, the 530-unit Fairways at Bey Lea and the hospital. Figures are net assessed values on the State's MOD-IV tax list in the NJOGIS composite (s1), whose latest deed is 2 Dec 2024 (the 2025 list).
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
With owner names stripped from the published tax list, Toms River's large holders can only be counted by where their tax bills go, and named where an opened page ties that address to them. Public bodies dominate the exempt land: 1,248 of the township's 42,732 tax-list parcels are exempt (class 15), assessed at $1.30B of the $21.75B total. The Township is the largest holder by count, nearly all of it vacant land, beaches and drainage lots. Acreage is the composite's computed acres, which sometimes repeats a whole-lot figure across split rows, so treat it as approximate.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Toms River is built out with single-family houses and builds few new ones: Census permits for the township were 464 units in 2021 (237 single-family, 227 in 11 buildings of five or more), 206 in 2022, 138 in 2023, 115 in 2024 and 204 in 2025, almost all single-family (s13). Because the published tax list carries no owner names, builders could not be counted from it, and no builder league table covers the township. Condominium units held by individuals are not named.
Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Toms River's commercial roll is retail strips along Routes 37 and 9 and Hooper Avenue, plus garden-apartment complexes. Commercial (class 4A) parcels total 1,477 assessed at $2.32B and apartments (4C) 38 at $448.7M (s1). Only landlords whose own filings or pages tie them to a billing address are named; the largest local billing addresses (952 Lakewood Rd, 18 commercial parcels, $93.4M; PO Box 908, Toms River, 8 parcels, $39.8M) could not be tied to a named company.

The 10-K does not list either property by name, so tier B. |
