Tempe, Arizona
Tempe's assessment roll names the owner of every parcel and the sworn price of most deeds, free in bulk — and shows a city where Arizona State University and the City itself hold the most valuable ground, and where the City holds title to downtown towers under GPLET leases.
9 buildings · 9 with an owner established · 19 sources · 3 tier B · 6 tier A · prepared 2026-10-14
Arizona has no state title register; ownership is a county record. The Maricopa County Assessor names the owner of record, mailing address, deed and value of every parcel in Tempe and publishes the whole roll free as downloadable files (the 'Secured Master', updated twice a month). Arizona is a full-disclosure state: every deed must carry an affidavit of value stating the price paid, and the Assessor publishes those affidavits — buyer, seller, address and price — except where a deed is exempt, such as a quitclaim for no consideration or a transfer to which a city is a party. Deeds are recorded by the County Recorder for $30 per instrument.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.
| Building | Use | Owner | Owner type | Last price paid |
|---|---|---|---|---|
| Marina Heights (State Farm operations centre) 300–600 E Rio Salado Parkway, Tempe (Marina Heights Condominium) 2 million sq ft, five buildings on 20 acres (AZ Big Media); roll components up to 16 storeys, built 2015–2017 (Commercial Master) |
Office | Arizona Board of Regents (title); buildings held by Corporate Properties Trust III LP under a ground lease Every Marina Heights condominium unit is on the roll in the name Arizona Board of Regents for ASU — eight condominium parcels worth $699.2M of full cash value, deed of 4 Dec 2017 — so the private owner never appears. AZ Big Media (Dec 2017): 'Corporate Properties Trust III LP, a partnership between TIG and JDM Partners LLC, acquired Marina Heights' in a sale-leaseback with State Farm Auto Insurance Co. AZ Big Media (May 2018): 'Arizona State University, which owns the land there' collects ground rent, and a development agreement with the City gave a gradual property-tax abatement over 15 years. |
Government | $928,000,000 2017-12 Sale-leaseback from State Farm; price as reported by AZ Big Media (May 2018). No affidavit: the parcels stand in the Regents' name, so no price is on the county file. B |
| 100 Mill 100 S Mill Avenue, Tempe 288,000 sq ft rentable (Cousins 10-K); roll components 1,862,347 sq ft incl. parking, 18 storeys, built 2022 · 18 floors |
Office | City of Tempe (title); Cousins Properties holds a 90% interest in the building Cousins: 90%, consolidated Owner of record 'Tempe City of', special warranty deed of 8 Sep 2022, full cash value $193.0M — the highest-valued parcel in Tempe not held by ASU. City title over a privately built office tower is the GPLET pattern: the lessee pays an excise tax instead of property tax, and the roll shows only the City. Cousins Properties' 2025 10-K lists '100 Mill 288,000 Consolidated 90%', 98.1% leased, in its Phoenix office portfolio, and Schedule III carries it at $185.1M gross cost, acquired and built 2022. The other 10% holder is not named in the filing. |

Schedule III gross cost $388.1M, acquired 2016. The condominium towers beside it (Bridgeview, Edgewater) are owned unit by unit, mostly by individuals, and are not named. |

The City holding title to a private shopping centre is the GPLET structure; the roll shows the City as owner and the operator's interest only where it took a deed. The 2015 affidavit records the $358M transfer between two Vestar entities; the CPT partner behind the second is not named in any record opened here. |

Its components include a 2022 arena of 182,040 sq ft, matching Mullett Arena (opened 12 Oct 2022, owner Arizona State University, home of the Arizona Coyotes 2022–24), and 1974–1997 stadium-era components. Wikipedia gives the stadium (renamed Mountain America Stadium in 2023; $304M renovation completed 2019) as ASU-owned at 500 E Veterans Way, an address the roll does not carry; that the stadium sits on this parcel is inferred from the component years, not stated. |

The core land
The most valuable ground in the city, and what the public record says about it.
Tempe's most valuable ground belongs to Arizona State University: the Regents hold the three highest-valued parcels in the city and $6.07B of full cash value, 11.5% of the whole roll, on under 5% of its land. The City of Tempe is second at $3.79B, much of it title to privately built towers and shopping held under GPLET leases. All figures are summed by this research from the Maricopa County Assessor's Secured Master (files dated 2 Oct 2026) and Sales Affidavits (5 Oct 2026), taking parcels whose tax-area code carries Tempe's city digits (16) — the code on 99.8% of parcels with a Tempe situs address.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Tempe is landlocked and almost fully built, and its biggest holders are public. Arizona State University (the Arizona Board of Regents) and the City of Tempe together hold $9.86B — 18.7% of the roll's value. Both hold title to land that private companies build on: the City under Government Property Lease Excise Tax (GPLET) leases, where the developer pays an excise tax in place of property tax and the roll names only the City; ASU under ground leases at Marina Heights and Novus. The Salt River Pima-Maricopa Indian Community borders Tempe to the north-east but holds no parcel inside its tax area — reservation trust land is not on the county roll. Acreages are the roll's land-area field summed by this research for tax-area code 16; streets, canals and the Town Lake basin that carry no parcel are not counted.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Tempe is landlocked and built out, so new housing here means apartments, not subdivisions. Census Bureau permit data for 2025 show the City issued 1,287 new housing units: 84 single-family houses (valued at $17.6M), 14 units in duplexes and 1,189 units in 15 buildings of five or more ($207.8M). There is no builder league table; the list below names the owners of the largest apartment complexes completed since 2019 according to the Assessor's Apartment Master, and the two entities that sold the most new single-family homes on the affidavit file since 2022. Owners of record are not always the developers, and parent companies are named only where a filing says so.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Tempe's commercial landlords are a mix of listed REITs on the lake (Cousins' entire Phoenix office portfolio is in Tempe), owner-occupiers such as JPMorgan Chase and Salt River Project, and student-housing investors along Apache Boulevard, where eight of the ten largest recorded sales since 2015 took place. Much of the newest office and retail stands on City or ASU title, so the operator does not appear on the roll; those are in the buildings above. Figures are summed by this research from the Maricopa roll inside the City (tax-area code 16), with the owner's own filing cited where it names a Tempe property.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Licence and commercial use. The Assessor grants no licence; its Data Downloads page says commercial users must comply with Arizona law on the commercial use of public records and offers a Commercial Purpose Public Record Request form. No such request was filed: this record uses only the freely downloadable files, quotes single facts and reproduces no rows; republish stays false.
- Tempe Town Lake: the City holds a run of large unaddressed parcels along the Salt River bed (e.g. 129.9 acres and 55.4 acres, PUC 9705/9700), but which parcels form the lake was not confirmed because www.tempe.gov blocks automated access; it has no building entry.
- GPLET lessees. The City's GPLET lease list was not readable (tempe.gov Akamai block), so for City-titled buildings other than 100 Mill (Cousins, from its 10-K) and Tempe Marketplace (Vestar) the private lessee is not named: Pier 202 at 1306 E Vista del Lago (City deed Aug 2026), Watermark offices at 410/430 N Scottsdale Rd, 2100 Rio Salado Business Park, '999 Playa', and apartments at 750 S Ash Ave and 707 S Farmer Ave.
- Marina Heights: the $928M price rests on AZ Big Media, not on an affidavit (none is filed where the Regents hold title); any later sale of the leasehold was not checked.
- Mountain America Stadium: the roll carries no 500 E Veterans Way situs; placing the stadium on the 64.6-acre 201 S Packard Dr parcel is inferred from component years.
- 1150 E Vista del Lago: Springbrook Development LLC holds a $155.7M parcel beside the City's Pier 202 parcel (2019 deed, no price); what it is and who stands behind the LLC were not established.
- Carvana and Insight Enterprises: neither holds a Tempe parcel in its own name on the roll; their offices were not tied to an owner and were not pursued further.
- City boundary. 'Inside the City' means parcels whose Assessor tax-area code carries 16 in the city digits; inferred from the roll (99.8% of Tempe-addressed parcels carry it), not from a published code table.
- Builder figures count only each parcel's latest recorded sale; apartment owners of record are not necessarily the developers.
- GPLET leases are public in principle: A.R.S. 42-6202 requires the City to record a memorandum of lease naming the parties with the County Recorder and to keep a public database of its leases. The City's database is on www.tempe.gov (Akamai block) and the Recorder's documents were not searched here, so those names remain unestablished.
