Tampa, Florida

Florida publishes the owner of every Tampa parcel and the price of every sale, read off the deed's documentary stamps, in a free state download — and the roll shows a city whose most valuable ground is public: the airport, the port, the stadium and the arena.

Can you find out who owns it?

Florida records deeds rather than registering title, and its public-records law makes the result unusually open. The Hillsborough County Property Appraiser keeps the roll for the whole county, including the City of Tampa: owner name and mailing address, land and building value, and recent sales. The state Department of Revenue republishes that roll free as downloadable files, and each sale carries 'the sale price indicated by documentary stamps on the deed' — Florida taxes deeds at 70 cents per $100 of consideration, so the price is effectively public. The limits are entity opacity (the roll names an LLC, cut to 30 characters) and owners whose records s. 119.071 exempts from disclosure.

The core land

The most valuable ground in the city, and what the public record says about it.

The City of Tampa is one of four tax districts on the Hillsborough County roll; this research takes the parcels the Property Appraiser codes 'TA' (with Plant City 'PC', Temple Terrace 'TT' and unincorporated 'U'), whose site addresses are overwhelmingly Tampa. Figures are 2026 just (market) values from the state's copy of the 2026 preliminary roll (Florida DOR, posted 27 Jul 2026), summed by this research; the final roll was not yet posted. Two quirks: the highest values in the city are public land, and the downtown office towers carry a nominal $100 land value on the roll, so their whole value sits in the building column.

Highest-valued parcel in the City$944,308,730
Tampa International Airport, 5020 W Tampa Bay Blvd — roll owner Hillsborough County Aviation Authority, 1,916 acres, exempt. Highest taxable: 2223 N West Shore Blvd, also in the Aviation Authority's name, taxable at $411.7M (a taxed leasehold on authority land). Highest private: 101 E Kennedy Blvd (Bank of America Plaza), $190.9M. Florida DOR NAL, Hillsborough 2026 preliminary.
All real property in the City of Tampa$94.63 billion
137,134 parcels coded TA, 2026 just value; $63.66B taxable for non-school levies. Whole county: 527,636 parcels, $263.73B. Florida DOR NAL, Hillsborough 2026 preliminary.
Downtown office core$1.48 billion
183 parcels in the Property Appraiser's neighbourhood 30500300, which holds Bank of America Plaza, Truist (ex-SunTrust) Financial Centre, 100 North Tampa and Tampa City Center — 8.5M sq ft of building area. The downtown apartment-and-hotel neighbourhood beside it (50500100, including Water Street's towers) is worth more: 116 parcels, $3.57B. 2026 preliminary roll.
Downtown land benchmark$190–$406 per sq ft
Roll land value on downtown (ZIP 33602) commercial parcels that carry one: 505 E Tyler St (parking) $405.79, City of Tampa's 606 E Harrison St $240.49, 940 Channelside Dr $236.22, the Expressway Authority's 134 S Tampa St $193.48; Amalie Arena's land $110.40. 396 downtown parcels worth over $1M carry land at exactly $100. 2026 preliminary roll.
Recorded arm's-length sales, 2025$5.03 billion
5,768 transfers of City parcels the Property Appraiser qualified as arm's length (codes 01, 02 and 05; multi-parcel sales counted once), from the Sale Data File; prices are those 'indicated by documentary stamps on the deed'. Countywide: 21,733 transfers, $13.90B. Largest in the City, Jan 2025–Jun 2026: 3101 W Dr Martin Luther King Jr Blvd office, $145,000,000 (Feb 2025, to BayCare Properties LLC); Rivergate Tower, 400 N Ashley Dr, $94,000,000 (Apr 2026).
Largest distressed transfer, 2025–26$40,300,000
One North Dale Mabry office building, 1 N Dale Mabry Hwy (602,342 sq ft building area, built 1985): sold Nov 2025 to One North TPA LLC (Dallas address), which the Property Appraiser coded 38 — 'transfer that was forced or under duress; transfer that was to prevent foreclosure'. Its 2026 just value is $53.7M, a third above the price. No earlier price for the building is on the file. Among non-residential City parcels, only one other 2025–26 transfer coded 12 or 38 exceeded $2M ($3.04M, 1010 E Busch Blvd). Sale Data File, 2026 preliminary.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Tampa's biggest landholders are public. Measured by land area on the roll, the federal government (MacDill Air Force Base), the Port Authority (most of it submerged bay bottom), the Aviation Authority and the City itself each hold thousands of acres; the state holds the University of South Florida campus. Among private holders, utilities (Tampa Electric) and CSX hold rights-of-way and plant sites. Acres are each parcel's land square footage on the 2026 preliminary roll ÷ 43,560; every spelling of an owner's name is grouped; family trusts and individuals are left out.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

The City of Tampa is largely built out, and most new houses in Hillsborough County go up in its unincorporated south and east (Riverview, Wimauma, Ruskin, Plant City). Census permit data for 2025: the City of Tampa issued 948 single-family permits and 2,818 units in all, 1,856 of them in 16 buildings of five or more units. Hillsborough County as a whole issued 4,295 single-family and 8,696 units, and the Tampa–St. Petersburg–Clearwater metro 13,596 single-family and 22,747 units. No builder league table for Tampa is published. The figures below count parcels in each builder's own name on the 2026 preliminary roll — lots, land and unsold homes, not closings — tied to the parent through its SEC Exhibit 21. Inside the City, local infill builders lead, all privately held: Domain Homes (47 parcels), Mobley Homes (41), Palori Homes (37), Weekley Homes (32) and Cigar City Builders (29). Finished houses increasingly end up with single-family rental landlords (see commercial).

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Tampa's office market is held by two listed office REITs, Highwoods and Cousins, alongside private owners of the downtown towers (see marquee). Apartments belong to the listed apartment REITs and a large set of private syndicates. The fastest-growing landlord class is single-family rental: across Hillsborough County the roll shows Progress Residential borrower entities with 2,370 houses, Invitation Homes 1,368, AMH 1,163, Tricon/SFR JV entities 1,086 and FirstKey (FKH) 798 — most of them outside the City limits. Market figures below are from each REIT's FY2025 10-K and cover its whole Tampa market, not only the City.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The 2026 final roll. Hillsborough's final NAL/SDF were not posted on 13 or 14 Oct 2026, so every value is from the preliminary roll the Property Appraiser submitted on 1 Jul 2026, before Value Adjustment Board changes.
  • Who stands behind Florman and Lewisohn LLC (Bank of America Plaza) and when it took title. Search snippets describe a 2015 purchase by a Banyan Street Capital / Oaktree Capital venture for about $195M and a 2022 refinancing; none of that was opened in a form that names the buyer or ties it to the present owner of record.
  • Tampa City Center, 201 N Franklin St ($167.4M on the roll, owner Banyan Street GAP TCC Owner LLC, Miami) has a separate land parcel in the name 'Terra Funding Tampa City Cente…' ($6.0M). That suggests a ground-lease or financing structure, but no document opened explains it, so the tower is not in the marquee.
  • The 2015 Highwoods figure for SunTrust Financial Centre is a 'total investment' that includes planned improvements, not a recorded deed price; the deed's stamp price predates the state's two-year sale file.
  • Rivergate Tower, 400 N Ashley Dr — $94,000,000 to Rivergate Property LLC (Apr 2026, code 01) — and 3101 W Dr Martin Luther King Jr Blvd — $145,000,000 to BayCare Properties LLC (Feb 2025) — are on the sale file; their buyers' principals were not researched.
  • The leaseholder at 2223 N West Shore Blvd, the Aviation Authority's fully taxable $411.7M parcel. The roll names only the authority; the operator's 10-K was not opened, so the parcel is not named as a shopping centre here.
  • The tax-district code 'TA' is read as the City of Tampa because its parcels' site addresses are Tampa and the other codes match Plant City (PC), Temple Terrace (TT) and unincorporated (U). The Property Appraiser defines its own codes, and its Taxing Authorities page does not print them.
  • Owners whose records s. 119.071, F.S. exempts (law enforcement, judges and other listed officers) are removed from the public files, per DOR, so their holdings cannot be counted.
  • Builder counts are parcels on the roll in each builder's own name, not starts or closings. Land banks (Millrose) and option entities hold land under other names.
  • Progress Residential (2,370 Hillsborough parcels), Tricon/SFR JV (1,086) and FirstKey (798) — sponsors and market totals not taken from any document opened; only the roll counts are given.
  • Distress beyond the sale file's qualification codes. The Clerk's foreclosure and certificate-of-title records were not searched, so foreclosures of the downtown towers before 2025 are not covered.
