Syracuse, New York
The City of Syracuse publishes its whole assessment roll, with the owner of record and assessed value of all 41,360 parcels, free on Open Data Syracuse; sale prices are on the State's Sales Web, which sits behind a CAPTCHA.
11 buildings · 10 with an owner established · 17 sources · 5 tier B · 6 tier A · prepared 2026-10-14
New York records title by deed. In Syracuse the deeds are filed with the Onondaga County Clerk, and the City's Department of Assessment keeps the tax roll. The City publishes each year's final roll free on Open Data Syracuse: owner of record, mailing address, property class, assessed value and exemptions, for every parcel. The roll has no sale price. The price is on the State form (RP-5217) filed with each deed, which New York's Sales Web shows for ten years of sales, and the State charges a transfer tax of $2 per $500 of price. Where the Syracuse or Onondaga County Industrial Development Agency holds title under a tax deal (a PILOT), the roll names the agency, not the business using the building.

- kbra.com — “'You may not use any robot, spider, scraper, crawler, data extraction tool, automated script, bot, or other automated means to access, monitor, copy, or collect information or content from the Service.' Its CMBS release on the Destiny USA loans was therefore not read.”
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.
| Building | Use | Owner | Owner type | Last price paid |
|---|---|---|---|---|
| State Tower Building 109 S Warren St (roll: 201-19 Genesee St E & Warren St), Syracuse |
Mixed use | State Tower Building LLC The 2026 final roll names STATE TOWER BUILDING LLC as owner of the parcel at E Genesee and S Warren streets: an office building assessed at $13.42M, mailing to 333 W Washington St Ste 600. Two more owners share that address: Washington/Walton RE Co Inc and 500 Plum St SPE LLC. Wikipedia (s10) calls the 1928 tower the tallest building in Syracuse, at about 23 floors and 312 ft. It says a developer bought it in 2016 for $5.4 million and turned the upper floors into 61 apartments. That source does not name the buyer, so the price is not given as this owner's. No source opened names who is behind the LLC. |

| Equitable Towers (formerly AXA Towers) 100 Madison St (at S Warren St), Syracuse |
Office | Towers Realty LR, Ltd. The roll names TOWERS REALTY LR, LTD (mailing to 250 Broadway, New York) as owner of 100 Madison St: an office building on 1.95 acres, assessed at $30.0M. It is the most valuable private office parcel on the 2026 roll. The State's IDA data (s7) lists a Syracuse IDA project for Towers Realty LR Ltd. at 100 Madison Street: approved 20 Nov 2018, $19.4M project, the IDA took title on 28 Dec 2018, PILOT payments of $1,313,933 in FY2024. The 2026 roll lists the company, not the IDA, as owner, with no IDA exemption. Wikipedia (s9) describes the two 19-floor towers, built 1966 and 1971 and renamed Equitable Towers in 2020. Equitable is a tenant. No source opened says who owns the company. |

| One Lincoln Center 110 W Fayette St, Syracuse 305,594 sq ft (REBusinessOnline, 2017) · 17 floors |
Office | Baruch Lincoln LLC The 2026 roll names BARUCH LINCOLN LLC as owner of 110 Fayette St W & Clinton St: an office building on 0.47 acres, assessed at $17.1M. Its mail goes care of a property-tax service in Dallas. REBusinessOnline (s15, 12 May 2017) reported HFF's $25.3 million sale of One Lincoln Center, a 17-story office tower, to Zamir Equities. The roll's owner name differs from the buyer named in 2017, and no source opened connects the two. So the 2017 price is reported here only as a sale of the building, not as this owner's purchase price. |

| Destiny USA 1 Destiny USA Dr and 306 Hiawatha Blvd W, Syracuse |
Retail | Syracuse Industrial Development Agency (title); Pyramid Company of Onondaga, Inc. (IDA project applicant) The mall stands on two parcels titled to the SYRACUSE INDUSTRIAL DEVELOPMENT AGENCY: 1 Destiny USA Dr (93.93 acres, $88.0M, care of Carousel Mgmt Co LLC) and 306 Hiawatha Blvd W (33.32 acres, $41.0M, care of Destiny USA Holdings). Destiny USA Land Co LLC holds 13 more parcels ($22.25M). The State's IDA data (s7) says the IDA took title on 28 Dec 2005. It names Pyramid Company of Onondaga, Inc. as applicant on the $785M project ($654,257 PILOT paid in FY2024), and lists 2016 PILOT bonds of $198.94M and $10.6M for Carousel Center Co LP. This is a PILOT lease-back. Any mortgage default was not established (see unverified). |

| JMA Wireless Dome 900 Irving Ave (roll parcel: 100 University Pl to Irving Ave), Syracuse |
Civic | Syracuse University The Dome's location falls within roll parcel 050.-04-01.3, checked by a point query on the City's parcel map (s6). The parcel is SYRACUSE UNIVERSITY, 100 University Pl to Irving Ave: 60.62 acres, college class, assessed at $439.0M with an educational exemption. That makes it the most valuable parcel in Syracuse. The roll does not value the Dome separately. Wikipedia (s14) places the stadium on the University's campus and gives the cost of its recent renovation as $118 million. JMA Wireless holds naming rights only. |
Institution | —B |
| Upstate University Hospital (SUNY Upstate Medical University) E Adams St, Irving Ave and Monroe St campus, Syracuse |
Institutional | State of New York (including NYS Housing Finance Agency titles) The roll names NEW YORK STATE (mailing to 110 State St, Albany) as owner of the main campus parcels: 700-86 Adams St E ($70.4M), 701-809 Adams St E ($61.7M) and 505 Irving Ave ($38.1M). Hospital-class parcels at 149 Monroe St (2.28 acres, built 1965, $79.4M) and 601-07 Almond St ($14.7M) stand in the name of the NYS HOUSING FINANCE AGENCY. Three more parcels, including 801-49 Fayette St E ($9.6M), are titled 'State of NY Upstate Medical'. The roll gives no building names, so which parcel holds the main hospital tower was not established. Every campus parcel opened is in a State name. |

| Oncenter Convention Center 800 S State St, Syracuse |
Civic | County of Onondaga The roll names the COUNTY OF ONONDAGA as owner of 800 State St S & Harrison St (auditorium class, $40.0M) and 200 Madison St ($6.29M). Both are mailed care of 'SMG/The Oncenter', the operator named on the roll. The Oncenter garage at 817-35 State St S ($8.49M) is held jointly by the City and the County. |

Hotel | Syracuse Community Hotel Restoration Company 1, LLC The roll names 'Syr Comm Hotel Resoration Co' (the roll's own spelling) as owner of 100-08 Onondaga St E: assessed at $16.35M, with an IDA exemption. The City-owned garage at 601-77 Warren St S ($3.9M) is mailed care of Syracuse Community Hotel. The State's IDA data (s7) lists the Syracuse IDA project of Syracuse Community Hotel Restoration Company 1, LLC: approved 5 Mar 2015, $56.89M, with the IDA not taking title, and $45,904 PILOT paid in FY2024. Wikipedia (s11) gives 100 E. Onondaga St. as the address of the 1924 hotel, restored in 2016 with 261 rooms as the Marriott Syracuse Downtown. |

| NBT Bank Stadium 300 NBT Bank Pkwy (1 Tex Simone Dr), Syracuse |
Civic | County of Onondaga The roll names the COUNTY OF ONONDAGA as owner of 300 NBT Bank Pkwy: stadium class, 9.9 acres, built 1994 per the parcel map, assessed at $8.93M, with a County exemption. Wikipedia (s12) says the 10,815-seat stadium is 'owned and at times operated by Onondaga County'. It says lawmakers approved a $25 million renovation and a 25-year lease with the Mets in 2019. The team is a tenant. |

| Syracuse Hancock International Airport 1000 Col Eileen Collins Blvd, Town of DeWitt (outside the city) |
Civic | Syracuse Regional Airport Authority The airport is not on the City of Syracuse roll: Wikipedia (s13) puts half of it in the Town of DeWitt and the rest in Salina and Cicero. On DeWitt's 2026 final roll (s8), parcel 015.-01-01.0 'Syracuse Intl Airport' stands in the name of the SYRACUSE REGIONAL AIRPORT AUTH: 689.98 acres, air transport class, assessed at $58,127,550 (full market value $61,186,895), and fully exempt. The authority holds 25 parcels on the DeWitt roll, about 1,190 stated acres and $68.6M assessed. The Salina and Cicero rolls were not read. |

| I-81 viaduct corridor Interstate 81 through downtown Syracuse |
Land | Not established the register is open, but this building was not matched Highway right-of-way is not carried as parcels on the City roll, so the roll does not name an owner for the viaduct. The State's own parcels in the city are titled 'New York State' or 'People of the State of NY'. The latter are 23 small vacant lots worth $120,900 in all, along Midland Ave and Onondaga Creek, not the viaduct. The State DOT's website disallows all automated agents in its robots.txt, so its project pages were not read. No acquisition prices for the corridor were established. |

The core land
The most valuable ground in the city, and what the public record says about it.
The top of the Syracuse roll is institutions and public plant: the University, the County's sewage works, the hospitals and the federal hospital. The most valuable private building is the Destiny USA mall, which is on IDA title. Downtown's office towers are assessed between $13M and $30M. All values are from the City's 2026 final roll as published on Open Data Syracuse.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Syracuse University is by far the largest holder by value: one-eighth of the whole roll stands in its name. Behind it come the County (mostly sewage plants, jail and government buildings), the State (the SUNY Upstate medical campus), the City, and two hospital systems. The holder with the most parcels is the City's land bank, with 875 low-value lots taken through tax foreclosure. Where an industrial development agency holds title for a private user under a PILOT deal, the roll names the agency. Figures group the name variants found on the City's 2026 final roll. The roll does not state acreage, and the parcel map's acreage field does not add up to the city's area, so no acre totals are given.
| Name | Type | City of Syracuse 2026 final roll |

| Syracuse University Includes the 60.62-acre main campus parcel with the Dome ($439.0M, the most valuable parcel in the city) and further campus parcels at 1315 Colvin St E ($62.2M) and 123 College Pl ($55.0M). It also owns student apartments at 727 Crouse Ave S ($24.2M, 147 units, built 2018), 1700 Colvin St E ($20.8M) and 1800 Colvin St E ($20.5M). One parcel, 417 Comstock Ave ($14.2M), carries an IDA exemption. |
Institution | 110 parcels, $1.10BA |
| County of Onondaga The sewage treatment plant at 650 Hiawatha Blvd W ($252.0M) is the second most valuable parcel in the city. Government | 673 parcels, $452.4MA |
| Greater Syracuse Property Development Corporation (Greater Syracuse Land Bank), recorded as 'GSPDC' The most parcels of any owner on the roll, nearly all low-value vacant lots and houses. Their addresses match parcels the roll names GSPDC, which is how that abbreviation was matched to the corporation. |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
New homes in Syracuse are mostly apartments: student blocks near the University Hill campus, and subsidised projects built through housing development fund companies (HDFCs). The City's 2025 Q4 parcel map records 2,004 residential units on parcels with a construction year from 2018 to 2025, including 548 units in 2018, 546 in 2023 and 317 in 2024. National homebuilders are absent. The owners below are the owners of record of the new buildings, by unit count on the parcel map. An owner of record is not always the builder, and no league table exists. Company names only.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
No institutional landlord owns a large share of Syracuse. Apart from the University and the hospitals, the biggest commercial holding by far is Pyramid's Destiny USA. After it come single office towers in the names of out-of-town companies, and local developers who hold each building through its own LLC. The groups below add up commercial-class parcels (property classes 400-499, excluding apartments, class 411) on the 2026 roll by their shared mailing address. A company is named only where the roll names it. Otherwise the group is described by its address.

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Destiny USA's debt position. Search results describe about $714 million of debt: a mortgage of about $464 million and PILOT bonds of about $250 million. They also describe a missed deal, a going-concern warning from the auditors, and an August 2026 report that the owner agreed to buy back the mortgage at a discount. The pages that carry these reports (CNY Central, KBRA, CoStar) forbid automated reading or are paywalled, so none of it is stated here as fact.
