Stockton, California

San Joaquin County sells Stockton's roll with owners' names but does not publish it. The City's audited report lists its ten largest taxpayers, led by warehouse owners PW Fund A/B, Prologis and IDI Stockton Logistics. Bankruptcy filings show the City gave up 400 E. Main Street to Assured Guaranty but kept its arena, ballpark, parks and golf courses.

Can you find out who owns it?

California has no public title register: ownership is proved by deeds recorded with the County Recorder, and the County Assessor keeps the roll. In San Joaquin County both sit with the Assessor-Recorder-County Clerk. Its fee schedule sells 'Basic Search Roll Data with Ownership Info' for $70 plus $0.05 a parcel on CD, the annual secured roll for $600 and a sales transfer journal for $450 a year. Deeds can be searched at the Stockton office and copied at $1 a page. The County's map server is closed to crawlers by robots.txt. Because Proposition 13 resets a parcel's value to its purchase price on sale, the City's audited report, which reprints the ten largest taxpayers, tracks what owners paid.

Adventist Health Arena (Stockton Arena until 2023)

Civic City of Stockton
Wikipedia's infobox gives the owner as City of Stockton and the operator as ASM Global; renamed from Stockton Arena in 2023, opened Dec 2005, cost $68M. The City's FY2024 ACFR counts one arena among its capital assets and says ASM Global manages the Events Center for the City, so ASM operates but does not own it. The FY2015 CAFR says $47M of 2004 Redevelopment Agency bonds financed part of it, with the City as lessee and the Successor Agency as lessor. Under the bankruptcy plan's NPFG settlement the debt was cut and repaid from West End tax increment, not by giving up the arena. Tier B: no deed read.

Civic City of Stockton
Wikipedia's infobox names City of Stockton as owner, operated by SMG (now ASM Global), opened 28 Apr 2005 at a cost of $22M. The City's FY2024 ACFR lists one ballpark among its parks capital assets in each of the last five years, and its facilities agreement with ASM Global covers 'a baseball park' within the Events Center. No bankruptcy-plan transfer of the ballpark appears in the FY2015 CAFR notes read. Tier B: the owner field is Wikipedia's; the City's own report confirms the asset count, not a deed.

Port of Stockton (East Complex and Rough and Ready Island West Complex)
Stockton Ship Channel, Stockton, CA
about 7M sq ft of warehouse space; 4,000+ acres
Industrial Stockton Port District
The Port's FY2025 ACFR: the Stockton Port District, a public corporation under the Harbors and Navigation Code, 'owns and operates' docks, transit sheds and warehouses and leases land to tenants. It states the City and County 'do not hold title to any of the District's assets'. Its FY2026-27 budget says its real-estate department manages 'more than 4,000 acres of land, approximately 7 million square feet of warehouse space' and 125+ tenants, with about 400 acres still to develop. The ACFR dates the Navy's Rough & Ready Island conveyance to 2000; the Port's history page says 1996. Land at cost $28.5M.

a paid title search would answer it
The City bought this office building and garage with $40.8M of 2007 lease revenue bonds to replace City Hall. Creditors took possession in 2012 after default. Under the plan of adjustment (effective 25 Feb 2015) the City 'surrendered the property... to Assured' and took an eight-year lease with four one-year options. It retired $1.4M of land, saying it 'retains only title'. Assured's Q2 2015 10-Q says it swapped $40M of bonds for 'the irrevocable option to take title' and collects net rent. Assured's filings stop mentioning the building after its FY2015 10-K. Whether it exercised the option is on the County record only.

Civic City of Stockton
The City's FY2018 CAFR says capital outlay rose by $19.8M 'due to $13.7 million spent on the acquisition of Waterfront Office Towers building'. The budget was amended by $8.8M for the purchase, and the General Fund took rent from the towers. Later ACFRs reserve money to 'relocate many City operations to the Waterfront Towers location'. They carry 'Waterfront Towers New City Hall' as the largest capital commitment: $43.8M at June 2022 and $17.7M at June 2024. In FY2024 the City Hall address for reports was still 425 N El Dorado St.

Wikipedia: opened 1910 with 252 rooms, City Hall 1912-1926, and 'in 1976... San Joaquin County purchased the building as office space for its Public Administration Department'. On the National Register since 1981. It is now known as an apartment building, but no source read names its current owner or any sale after 1976. It is not in the City's ten-largest-taxpayer list, and no SEC filing was found. The owner of record is on the San Joaquin roll, which the County sells but does not publish. The 1976 County purchase is history, not proof of today's owner, so the owner is left blank.

The core land

The most valuable ground in the city, and what the public record says about it.

No free file of San Joaquin County owners exists online. The Assessor sells the roll with owners' names ($70 + $0.05/parcel), and the County's map server is closed to crawlers. The figures below come from the City's audited FY2024 ACFR, which reprints the County Auditor-Controller's roll totals and the Assessor's ten largest taxpayers. Under Proposition 13 a sale resets value to price, so the logistics owners at the top of the list largely reflect recent purchases and new construction.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

In Stockton the big holders are public bodies and warehouse owners. The Port District alone manages more than 4,000 acres, and State agencies own the fairgrounds, a re-entry facility and a CSU centre inside the city. The City keeps 625 acres of parks and its arena, ballpark and golf land. Private holdings are visible only through the City's ten-largest-taxpayer list, which gives assessed value, not acreage. In FY2024 eight of the ten were logistics or industrial names; in FY2015 they included an ethanol plant, a walnut cooperative and a corn processor. Every spelling is grouped under one entity; no link between differently named LLCs is claimed.

The ACFR says the City and County hold no title to District assets. Its boundaries match the City's plus an eight-mile strip along the Ship Channel, so some acreage may lie outside city limits.

The bankruptcy plan let the City keep Oak Park and the Swenson and Van Buskirk golf courses that secured the Franklin-held 2009 bonds. Its parking structures moved to the City's Parking Authority under the NPFG settlement. 400 E. Main went to Assured. Successor Agency land is a further $12.1M.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Stockton's permits are almost all detached houses. Census place files (12 months reported) show 491 single-unit homes in 2023 ($176.0M), 527 in 2024 ($214.3M) and 333 in 2025 ($141.6M), with no units in 2-4 or 5+ unit buildings in any of those years; January-August 2026 shows 214 single-unit permits ($89.9M). Neither the City's permits nor the County roll were read builder by builder, so no Stockton home count per builder exists. National builders report only regional segments; local master developers appear only as taxpayers.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Stockton's largest taxpayers are warehouse owners, mostly private LLCs and funds (see landowners). Among SEC filers, the biggest Stockton exposure is Blackstone's BREIT across housing, cold storage, industrial and self storage, followed by Ares Industrial REIT's distribution centres. Healthcare and office REITs hold single assets. Figures are gross carrying amounts from Schedule III, cost on the books, not prices. First Industrial's 6201 S.
