St. Paul, Minnesota
Ramsey County publishes the owner, value and last sale price of every St. Paul parcel free, and it shows downtown office towers reselling in 2026 for 5% to 10% of their 2014-15 prices.

Minnesota records title at the county, under both the abstract system and the Torrens (registered) system; Ramsey County's Recorder is also its Registrar of Titles. The county publishes its tax-parcel layer free, naming the owner, the taxpayer, the value and the date and price of the last sale for every parcel, and a public-domain assessor file with sale prices back to 2009. Every sale over $3,000 must be filed with a Certificate of Real Estate Value stating the full price. Deed tax is 0.33% of the price to the state plus 0.01% for Ramsey County.

Multiple parcel data downloads, screen scraping programs, or other computer extraction techniques are strictly prohibited.”

The core land
The most valuable ground in the city, and what the public record says about it.
St. Paul's most valuable ground is institutional: hospitals, private colleges, the arena authority and the Capitol. Its downtown office core is now assessed at about $34 per square foot of building, and in 2026 several towers resold for 5% to 10% of their 2014-15 prices. Figures are from Ramsey County's public-domain Assessor Parcel Data (assessment year 2026, data as of March 2026) and the county's tax-parcel layer (owner, value and last sale, edited to Sept 2026), both read 13 Oct 2026 and summed by this research. Each parcel carries only its latest sale, so a prior price is visible only where the March file and the September layer differ.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
St. Paul's largest landholders are public bodies and non-profit institutions. The City, its schools, the State, the public housing agency, the County and the Metropolitan Council together hold about $3.5 billion of 2026 value and more than 6,000 acres. Health systems and private colleges hold the most valuable single parcels. Figures are from the county parcel layer (2026 value; acreage from parcel polygons, which can double-count stacked condominium parcels), grouping every owner spelling found. The University of Minnesota's St. Paul campus is, on the roll, almost entirely in Falcon Heights, not St. Paul. Railways appear under their predecessor names.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
St. Paul builds few houses and, since 2023, few apartments. Census permit files for St. Paul city show 5+ unit buildings falling from 21 buildings / 2,020 units (2021) and 15 / 1,062 (2022) to 8 / 1,144 (2023), 6 / 253 (2024) and 10 / 210 (2025, eight months reported, rest imputed by Census). One-unit permits ran 48 to 100 a year. The one place national home builders hold land is Highland Bridge, the former 122-acre Ford plant, where the City names Ryan Companies master developer and where PulteGroup and M/I Homes subsidiaries hold townhome lots on the roll. Apartment developers below are the owners of 2020-or-later buildings on the county parcel layer, named as the roll names them; no St. Paul builder league table exists.
| Name | Type | Holding on the roll (2026) |
|---|---|---|
| Ryan Companies (master developer, Highland Bridge): PROJECT PAUL LLC, HIGHLAND BRIDGE PROPERTY OWNER LLC Roll: PROJECT PAUL LLC holds 26 mostly vacant residential, townhome and apartment lots plus PROJECT PAUL MOB LLC a medical-office parcel ($18.6M); HIGHLAND BRIDGE PROPERTY OWNER LLC holds a 97-unit building at 2215 Hillcrest Dr (2025, sale $7.7M May 2025). All mail to 533 S Third St, Minneapolis. The roll does not name Ryan; the City's FAQ says Ford selected Ryan Companies as master developer of the 122-acre parcel in June 2018, and a May 2025 City release says amended agreements oblige 447 new units in three multifamily buildings. |
Private company | 27 parcels, 23.3 acres, $82.1M (Project Paul); a 97-unit building completed 2025B |

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
No REIT dominates St. Paul. The largest private landlords are a group of 14 Bigos-named apartment LLCs, an unidentified New York-mailed industrial owner in the Midway, and the insurer at Securian Center. Listed REITs hold industrial buildings, convenience-store sites and single-family rentals, each tied to the roll through the REIT's own subsidiary list. Groupings below are by owner name and mailing address on the county parcel layer; Nareit and CoStar-type rankings are blocked or paywalled (national pack).

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Who holds the Allianz Field stadium building and on what terms: the roll names only Metro Transit (Metropolitan Council) for the 9.68-acre parcel. No City, Metropolitan Council or club document was opened, so neither the City nor Minnesota United is named as an owner.
- The Minnesota Wild's lease or operating agreement at Xcel Energy Center (RiverCentre Authority parcel).
- Who stands behind CIG-UBS LLC (444 Cedar), Town Square Realty LLC, MSP Midway LL LLC, the 'Downtown Revival Trust' LLCs (First National Bank Building, Great Northern Building, 375 Jackson St) and the Kirkland, Washington-mailed Highland Bridge apartment LLCs: no filing opened names their members.
- That Ryan Companies owns, rather than develops, PROJECT PAUL LLC and HIGHLAND BRIDGE PROPERTY OWNER LLC: the link rests on a shared mailing address and the City's naming of Ryan as master developer.
- Prices on individual Certificates of Real Estate Value: Minn. Stat. 272.115 makes only the parties' identification numbers private, but no eCRV was read (the Department of Revenue's eCRV pages answered a ShieldSquare bot wall in the Minneapolis pass and were not retried). Prices here are the county's SALE_PRICE fields and SEC filings.
- Sheriff's mortgage-foreclosure sales: Ramsey's Sheriff publishes no list of upcoming sales and post-sale records are viewable only at the Recorder's office, so they are not counted. Distress here rests on far-below-prior resale prices and the 135 tax-forfeited parcels.
- Why the Regions Hospital parcels show HealthPartners entities as owner but County of Ramsey as taxpayer.
- Brixmor (BRE Retail Residual Owners 6 LLC, 2101 Old Hudson Rd, 222,184 sq ft, $24.61M), Public Storage (PS Mid-West One LLC, 1413 Hunting Valley Rd, $24.66M) and Blackstone (BREIT Ramsey Industrial Owner LLC, 650 Pelham Blvd): the roll names these LLCs, but EDGAR full-text search found none of the three names in a 2025-26 filing, so they are not listed as REIT holdings.
- Soo Line Railroad's parent: no CPKC filing was opened.
- Nareit and CoStar-type landlord rankings remain paywalled or blocked (national pack gaps); the national pack's note that api.census.gov needs a key still stands (the www2 bulk files were used).
- Condominium and owner-occupied houses are held by households, who are not named.
