St. Louis, Missouri

St. Louis, an independent city outside St. Louis County, publishes the owner of every parcel and the Assessor's recorded sale prices as free downloads, which show downtown office towers changing hands for a fraction of earlier prices: One AT&T Center went from $204.9M in 2006 to $3.6M in 2024.

Can you find out who owns it?

Missouri records title by deed with a Recorder of Deeds; there is no state title register. St. Louis City is an independent city that belongs to no county: its own Assessor and Recorder of Deeds cover the city, and St. Louis County, which surrounds it, keeps separate records. The City publishes the owner of every parcel as a free open-data file, and its Assessor publishes a daily file of sale prices since 2009, and a Certificate of Value must be filed with every deed. The Assessor's website does not allow searches by owner name. The Recorder's index search is free, and copies cost $3 to $5 for the first page. Many downtown sites are titled to public bodies such as the LCRA or the City's Municipal Finance Corporation, which hides who uses them.

The marquee buildings

The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

Office GLF STL Office LLC
The roll names GLF STL OFFICE LLC (attention general counsel, Biscayne Blvd, Miami) on the tower's 63,118 sq ft parcel, assessed at $19.19M for 2026 (land $1.62M). The news report names Kawa Capital Management as buyer and says the building was 92% leased to 35 tenants, including a 20-year US Department of Agriculture lease. No filing we opened ties GLF STL Office LLC to Kawa, so the LLC is the owner here and Kawa is the reported buyer. No later sale is in the Assessor's file.
Private company $145M
2021-12
Two transactions, building and land; Kawa Capital Management bought the leased fee interest from 601W Cos. The Assessor's file records $120.0M (improved) plus $25.86M (land) in Dec 2021.

Distress in plain figures. Southwestern Bell Telephone sold the tower in Dec 2006 to MB REIT (Inland American) through MB St. Louis Chestnut, L.L.C. for about $204.9M (s12). The Assessor's sales file then records $4.05M in Apr 2022 and $3,638,750 in Apr 2024, under 2% of the 2006 price. The 2026 roll names CHESTNUT TOWER LLC (PO box, Chestnut Hill) on the 70,262 sq ft parcel and assesses land only, $1,164,400, with no value on the building. No filing we opened names the LLC's members.

Assessor's sales file, type 'Investor'. The prior sale, Apr 2022, was $4,050,000, 'Never on Open Market'. In Dec 2006 the tower had sold for about $204.9M (8-K, s12).

Civic Land Clearance for Redevelopment Authority of the City of St. Louis (LCRA)
The stadium block (CB 6469, '15.04 ACRES', handle 16469000155) is held as LCRA, exempt with no assessed value. The LCRA's own inventory lists it as 700 Clark Av, 'Amended Plat South Downtown Plaza', unavailable (s6). The baseball club's interest is not on the roll and no lease was opened, so the Cardinals are not named. North of it, Ballpark Village is held by Ballpark Village Holdings Block 350 LLC and Block 400 LLC (mailing address E Pratt St, Baltimore), assessed $21.55M for 2026, plus a Block 100 condominium ($11.7M). No filing we opened names their parent.

Civic City of St. Louis
The roll holds 1401-99 Clark Av (handle 10209000020) as CITY OF ST LOUIS, with an assessed improvement value of $27.2M and no land value or area recorded. That is the sixth-highest assessment in the city. The arena's operator and the hockey club are not on the roll and no lease or operating agreement was opened, so neither is named.

HDH LLC, at the same mailing address, holds 1 S Broadway ($16.59M). The Assessor's sales file records no sale of the station parcel since 2009. No filing or press release we opened names the members of USH LLC, so no parent company is named.

TKFC LC (two spellings) holds 14 parcels, about 31 acres, $73.97M, including 2118-22 Market St (8.22 acres). PITCH314LC (same PO box) holds 1900 Olive St ($5.33M). No source we opened ties TKFC LC to the club. A 2017 ordinance had authorised a stadium deal with a different entity, SC STL LLC, the LCRA and the City, on land then owned by the state highways commission (s15); the roll shows the land is now privately held. SLDC's abatement file lists the parcel abated 2022-2046 (s22).

The core land

The most valuable ground in the city, and what the public record says about it.

Figures are from the City's 2025 parcel file (PAR2025.csv, records updated 1 Jan 2026) and the Assessor's sales file. They are assessed values, which Missouri sets at a fraction of market value, not prices. 597 condominium 'summary records' duplicate their units and are excluded from totals. Lot area is blank on 106,929 of the 126,428 parcel records, mostly residential lots, so every acreage here is a floor, not a total.

Highest assessed parcels$68.9M
An Ameren-Union Electric utility record with no street address ($68.86M), then the US Army's St. Louis Ordnance Plant site, 4300 Goodfellow Blvd, 125 acres ($64.58M); CityPark, held by TKFC LC ($62.72M); Lumière Place, 999 N 2nd St, held by GLP Capital LP ($52.80M); Barnes-Jewish Hospital, 216 S Kingshighway ($28.89M); Enterprise Center (City, $27.2M). City parcel file, 2026 values.

Bank of America Plaza, 800 Market St, carried a $50.95M CMBS loan in 2015 (s13). The Assessor recorded a $6.3M 'Foreclosure' transfer in Jul 2025 to GSMS 2015-GC30 Market Street LLC, c/o the special servicer LNR Partners. 200-20 N Broadway sold for $19.0M in Sep 2018 and $12.0M in Aug 2023.

Tax-abated parcels1,440 parcels, $410.2M assessed
SLDC's tax-abated parcels file (Sep 2025): mostly houses and apartments, abatements ending 2025-2039 in most cases. The largest is the CityPark stadium parcel ($62.7M, abated 2022-2046), then 230 Carondelet Commons Blvd ($14.6M) and 3700 Forest Park Av ($13.9M) (s22).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

St. Louis is a city of public and institutional landholders and of tax-foreclosed land. The Land Reutilization Authority, the City's land bank, holds more parcels than anyone, roughly one in thirteen on the roll. Next by count is a single private assembler, NorthSide Regeneration LLC. The City, the State, the universities, BJC and the rail and utility companies hold the large acreage. Public authorities (LCRA, the Municipal Finance Corporation, the Regional Convention & Sports Complex Authority) hold title to stadiums and the convention centre. Every spelling of each owner was grouped. Individuals and family trusts are left out. Lot area is blank on most parcels, so acreage is a floor.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Very few new homes are built in the city. The Census Bureau's 2025 county file shows St. Louis (Independent City) permitting 57 single-family homes ($12.7M) and 209 units in 12 apartment buildings, against 496 single-family homes in St. Louis County (s20). The city's 'reported' columns are all zero, so its figures are Census imputations. No national builder holds a parcel in its own name on the city roll, nor do D.R. Horton, Lennar, Pulte, McBride or Fischer. Instead the roll shows land assembly, nonprofit builders and tax-credit partnerships. Only 551 parcels carry a building dated 2021 or later. The figures count parcels in each name on the roll: holdings, not completions.

NameTypeParcels in own name (City roll, 2026)
NorthSide Regeneration LLC
The largest private holder in the city by parcel count, mostly in north St. Louis; 1,300 of its parcels have no lot area recorded and the 303 that do total about 81 acres, assessed at $4.09M in all. A further handful of LCRA parcels are held 'c/o NorthSide Regeneration LLC'. No filing we opened names its members.

Institution 28 parcels (14 vacant lots)A
Scattered-site tax-credit partnerships (Finney Place LP, Bremen Homes LP, Blair Homes Partners LP)
Limited partnerships holding scattered rented houses, the usual form for low-income housing tax credit projects; the roll does not say so and no sponsor is named.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Downtown towers are held by single-asset LLCs, several of them lenders or new buyers after steep markdowns (see core). Stadium, convention and arena sites are publicly titled. The listed landlords with a filing trail are a casino REIT, an industrial REIT and an office REIT's joint venture. Single-family rental platforms appear too: SFR3 LLCs hold 85 parcels and VineBrook's VB One, Eight and Ten LLCs 7 (each in VineBrook's FY2025 Exhibit 21.1, s23).
