Springfield, Illinois

Springfield publishes the owner of record of every parcel free on Sangamon County's property tax site, and Illinois puts every recorded sale since 2013, with price, address and buyer and seller, on its open-data portal in the public domain; the State of Illinois is the capital's dominant landholder.

Can you find out who owns it?

Illinois records deeds rather than registering title; Springfield's are kept by the Sangamon County Recorder, a grantor/grantee office whose index from 1982 is searchable free online (images through paid Tapestry or Laredo accounts). The County's property tax site shows the owner of record, tax-bill mailing address, class, assessment, owner history and sales of any parcel free, one parcel at a time. Every sale of $100 or more must carry a PTAX-203 transfer declaration, and the Illinois Department of Revenue publishes all of them since 2013 on data.illinois.gov, weekly and in the public domain, with price, address, PIN, buyer and seller. Illinois land trusts can still hide a beneficiary behind a bank trustee.

Is ownership public? An open dataset names the owner
Cost of one title searchOwner of record free (Sangamon County Property Tax site, per parcel). Recorder: free data-only index search and free public terminals; Tapestry 'a charge per Land Records search' and Laredo by account (prices not stated on the County page); copies $2 for the first two pages and $0.25 a page after, certified $26; recording a standard real-property document $64.
Bulk ownership dataNo bulk owner roll is published. The nearest is the Illinois Department of Revenue's PTAX-203 dataset on data.illinois.gov (public domain, weekly): buyer, seller, price, address and PIN of every recorded Sangamon County transfer since December 2014, which names the most recent buyer, not the current owner. The County GIS parcel layers carry PIN and acreage but no owner.

The core land

The most valuable ground in the city, and what the public record says about it.

Springfield's taxable base is mostly houses; the core around the Capitol is largely State-owned and exempt, and exempt parcels carry $0 on the County roll, so the most valuable ground in the city carries no value at all. Illinois assesses at one-third of market value. Figures are the City's FY2025 ACFR (County Clerk data, tax year 2024 payable 2025) and the County roll read 14 Oct 2026.

Total taxable assessed value, City of Springfield$2,743,462,716
ACFR FY2025 (s10): residential $1.889B, commercial $843.6M, railroad $5.5M, farm $3.6M, industrial $2.3M; estimated actual value $8.23B. Up from $2.27B in 2016. The ACFR notes values are net of exempt property and that exempt value 'is not available'.
Largest taxpayer$8,152,002 assessed
Mall at White Oaks LLC (White Oaks Mall), 0.30% of the City's taxable value, rank 1 in both 2025 and 2016. Then Springfield Clinic LLP #1 ($5.45M), Horace Mann Educators Corp ($5.38M), Memorial Health System ($5.04M) and Wells Fargo Home Mortgage ($4.93M). The top ten together hold 1.86% (s10).
Largest recorded sale since 2019$59,818,370
1220 N 9th St, two parcels, Public Asset Service Corp to the Department of Central Management Services, recorded 29 Mar 2021 (PTAX-203 doc 2021R08333, s2). The parcel is now exempt State land. The largest private sale was White Oaks Plaza, $49,850,000, Oct 2025.
Downtown hotel benchmark$3,611,847 market value
Wyndham Springfield City Centre hotel parcel, 2025 County fair market value (s1), against a $7.4M sale in 2019 and $6.7M in 1989.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Springfield's largest landholders are public: the City of Springfield (City Water, Light & Power land is not separated on the roll), the State, the Airport Authority, the Park District and the Sanitary District. Counts are from the County's owner-name search (s1), read 14 Oct 2026, spellings grouped; 'Springfield-addressed' means the roll's property city is Springfield, which includes some unincorporated land. Acres are deeded acres from the County GIS (s8), blank on many urban parcels, so they are floors. City, State and County searches exceed the site's 300-result cap and were split by section across survey areas 13, 14, 21 and 22, so parcels elsewhere are missed. Exempt parcels carry $0.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Springfield builds few new homes and almost no apartments. Census permits for the City: single-family 137 units (2021), 55, 69, 69 and 106 (2025, $40.5M); two-unit buildings 76, 10, 26, 18 and 40 units; five-plus units 11 in 2021 and none since (s11). New houses come from small local builders. No national builder appears among sellers. There is no league table, so the figures below are each company's sales as seller of Springfield-addressed property in the State's transfer declarations from 2021 to Oct 2026 (s2), with name variants merged; they include lot sales.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Springfield's commercial landlords are a mall REIT, out-of-state buyers of west-side retail along Veterans Parkway, and investors who bought the city's clinic and hospital buildings in sale-leasebacks. Prices are from the State's PTAX-203 declarations (s2); values from the County roll (s1). The State itself is the largest buyer of office space: it bought 1220 N 9th St for $59.8M in 2021.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • That the Wyndham Springfield City Centre is the tallest building in Springfield: widely said, but no source opened states its height or floor count.
  • Who filed the lis pendens recorded against the Wyndham hotel parcel on 7 Oct 2026 (document 2026R19172) and why: the County record lists only the document type and date; the instrument itself sits behind the Recorder's paid image services.
  • Who controls the single-purpose owners: Tower Capital Group LP (Wyndham), Westgate SC LLC, SC 2023-1 LLC, 1351 South 8th Street LLC, Springfield Sherwood Plaza Associates LLC. The roll gives names and care-of addresses only.
  • Lincoln Home: the roll names the United States of America; the National Park Service attribution rests on the mailing address at the Home.
  • The BOS Center: the roll names the Springfield Metropolitan Exposition and Auditorium Authority; no role for Sangamon County as owner appears on the four parcels.
  • Exempt public land carries $0 on the County roll, so the State's, the City's and the hospitals' holdings are given in parcels and deeded acres, not dollars. Deeded acreage is blank or zero on many urban parcels, so acreage is a floor.
  • Prices for buildings not sold since December 2014: the PTAX-203 dataset begins then for Sangamon County, and older prices are on deed stamps behind the Recorder's paid image services.
  • Railroad land: the roll titles 211 parcels county-wide to Norfolk Southern / Norfolk & Western and 25 to Union Pacific, but almost none carries deeded acreage, so their Springfield holdings cannot be given in acres.
