Spokane, Washington
Spokane County publishes its taxpayer and sale tables free, and Washington's excise tax puts a price on almost every deed, but the owner tables sit behind an 'I Agree' pledge not to use lists of individuals commercially and the Assessor's lookup is behind a Cloudflare wall, so this record names owners only where a filing, a public body's own document or a dated report does.
8 buildings · 7 with an owner established · 23 sources · 3 tier B · 5 tier A · prepared 2026-10-14
Washington records title by deed with the county Auditor, and the Spokane County Assessor keeps the roll. Every conveyance needs a real estate excise tax affidavit, so prices are on the record: the state charges 1.1% to 3% on a graduated scale and the City of Spokane adds 0.5%. The County publishes parcel values free as open data under CC BY-NC-SA, but without owner names; its taxpayer and sale tables are free to download only after clicking 'I Agree' to a pledge that lists of individuals will not be used for commercial purposes, which this research did not accept. A residential sales layer with seller, buyer and price is open. The Assessor's per-parcel SCOUT lookup was Cloudflare-blocked. A sale of a controlling interest in an owning company goes to the Department of Revenue, not the county, so it leaves no price on the county record.

| Bank of America Financial Center 601 W Riverside Avenue, Spokane about 355,000 sq ft of office space (Spokane Journal, 2019) · 20 floors |
Office | Redstone Group of Companies Spokane's tallest building. The Spokane Journal (31 Jan 2019) reports the 20-story tower and its skywalk-linked garage sold to Canada-based Redstone Group of Cos., a British Columbia private commercial real estate company, for $47.7M — its first Spokane investment — from Unico Properties, which had bought it from First States Investors 5000A LLC for $36M in 2007. The County then assessed it at $38.8M. The open parcel layer carries parcel 35184.2620 at 601 W Riverside ('Service - Finance', 1.26 acres) at $31,282,050 for tax year 2026. The owning entity's exact name on the deed, and whether Redstone still holds it, could not be checked: SCOUT is Cloudflare-blocked. |
Private company | $47,700,000 2018-12-14 Sale completed 14 Dec 2018 from Unico Properties LLC, including the eight-floor parking garage to the south; price as reported by the Spokane Journal of Business. B |
| Paulsen Center 421 W Riverside Avenue, Spokane |
Office | Not established the source would not open No current owner could be established. The Spokane Journal (26 Feb 1997) reported the historic high-rise being bought through Rainier Properties, a real-estate affiliate of Seattle-based Diamond Parking Inc., for somewhat less than the $11M asking price; the sellers had paid $3.7M in 1994. Whether that entity still holds it is not on any page opened here. The open parcel layer shows parcel 35184.2806 at 421 W Riverside ('Service - Finance', 0.65 acres) assessed at $13,885,700 for tax year 2026, carrying exemption code 2HIST (a historic-property code). The owner of record is on SCOUT, which is Cloudflare-blocked. |

| The Historic Davenport (Davenport Hotels) 10 S Post Street, Spokane |
Hotel | KSL Capital Partners (affiliate) KSL Capital Partners announced that an affiliate would acquire the privately held Davenport Hotels — the Historic Davenport (1914), Davenport Tower, Lusso, The Centennial and Davenport Grand, nearly 1,800 rooms — from the founding family; terms undisclosed. Spokane Public Radio (22 Dec 2021), citing county records, reported about $200M for the hotels and a garage, about twice appraised value: Davenport Grand $78.1M, Historic Davenport about $45.2M. On the 2026 roll the Davenport Grand parcel (333 W Spokane Falls Blvd) is $88,862,300 and the Historic Davenport $30,841,700. The affiliate's entity name was not opened. |
Private equity | $45,200,000 2021-12 About $45.2M for the Historic Davenport per Assessor figures reported by Spokane Public Radio; the five hotels and a garage about $200M together; closed mid-December 2021. B |
| Spokane Convention Center and First Interstate Center for the Arts 334 W Spokane Falls Boulevard, Spokane |
Civic | Spokane Public Facilities District two-thirds of the Spokane Center assets (2003 interlocal agreement) The City of Spokane's audited 2024 financial statements (State Auditor report 1038150, Sept 2025) record that a 2003 interlocal agreement with the Spokane Public Facilities District — a municipal corporation whose five-member board is appointed by the City and County — covered the Convention Center, the Spokane Opera House (now the First Interstate Center for the Arts) and the Agricultural Trade Center, and 'transferred 2/3 ownership of the Spokane Center assets to the PFD'; the City passes it admissions, lodging and stadium taxes through 2038. The open parcel layer shows parcel 35184.0001 at this address ('Service - Governmental', exempt GOVT, 7.45 acres) at $48,531,440 for 2026. |

| Numerica Veterans Arena (Spokane Veterans Memorial Arena) 720 W Mallon Avenue, Spokane |
Civic | Spokane Public Facilities District The City's 2024 audited statements say the 2003 interlocal agreement covered the Spokane Center 'and the Spokane Veterans Memorial Arena', set out 'PFD's acquisition of the existing facilities', and 'terminated the City's operation agreement for the Arena'. The PFD's own site gives 720 W Mallon as its address and announced the arena's renaming as Numerica Veterans Arena in November 2025 under a naming partnership. Tier B: the audit describes the acquisition rather than stating title outright; no deed was opened. |

| ONE Spokane Stadium between Howard and Washington Streets, south of Boone Avenue (Joe Albi Way), Spokane |
Civic | Spokane Public Schools Spokane Public Radio (26 Sept 2023): 'The $38 million stadium is owned by Spokane Public Schools, funded by a taxpayer-approved bond issue. It will be operated by the Public Facilities District.' About 5,000 seats; it replaced the district's Joe Albi Stadium. The Spokane Journal (20 July 2023) reports the PFD owns the land under it and was signing a land lease ('an acknowledgment of use'), a parking agreement and an operating agreement with the district. $38M is the construction cost, not a sale price. |

The open parcel layer shows its main parcel 35185.0041 (610 W Spokane Falls Blvd, 'Park', exempt GOVT, 42.7 acres) at $103,459,140 for 2026, of which land $85,563,040. |

The core land
The most valuable ground in the city, and what the public record says about it.
Inside the City of Spokane limits the County's open parcel layer carries 81,351 parcels assessed at $40.84 billion for tax year 2026, of which land is $10.26 billion; most of the value is houses (64,611 single-unit parcels, $24.43B). The most valuable single parcels are a hospital campus, college and university campuses and the airport; downtown towers barely register beside them. Parcels were assigned to the City by testing each parcel's centroid against the County's own City Boundaries polygon; the layer names no owners, so owners below come from other documents.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Spokane's largest landholders are public: government-exempt parcels cover about 10,200 acres — nearly 30% of the city's recorded parcel area — led by the jointly owned airport system, City parkland and schools. The private holdings that matter most are institutional: Providence's Sacred Heart campus is the single most valuable parcel in the city. The County does not publish owner names in its open parcel layer, and its bulk taxpayer file is behind a no-commercial-use pledge this research did not accept, so the groupings below come from exemption codes on the open layer and from each owner's own documents, not from a ranked list of owners.
| Name | Type | Holdings (as each source states them) |
|---|---|---|
| Public owners combined (exemption code GOVT) All parcels inside the City carrying the GOVT exemption code: 745 vacant-land parcels, 294 parks, 153 governmental-service, 52 highway and 42 aircraft parcels. Includes City, County, State, federal and special-district land; the layer does not say which. Open Parcels layer, tax year 2026, centroid-in-City test by this research. |
Government | 1,460 parcels, 10,204 acres, $2.44B assessedA |
| Spokane Airports (City of Spokane and Spokane County, jointly) 'Spokane Airports is jointly owned by Spokane County and the City of Spokane', governed by the Spokane Airport Board; also Felts Field, a 540-acre business park and a rail-truck transload centre. The parcel figure counts parcels coded 'Trans - Aircraft' inside the City on the open layer. |
Government | GEG over 6,000 acres; 42 aircraft parcels, 4,519 acres, $407.8M inside the CityA |
| City of Spokane Audited 2024 statements: governmental land $845.8M plus business-type land $15.6M, at historical cost. Holdings include Riverfront Park (64 acres; its main parcel has the highest land value in the city), joint ownership of Spokane Airports with the County, and 40 acres in the airport business park for the Waste to Energy plant. |
Government | land carried at $861.4M (31 Dec 2024)A |
| Spokane Public Facilities District A municipal corporation with a board appointed by the City and County. The City's audit records the 2003 transfer of two-thirds of the Spokane Center assets and PFD's acquisition of the Arena; the Spokane Journal (2023) reports the PFD owns the land under ONE Spokane Stadium. |
Government | Arena, two-thirds of the Convention Center and First Interstate Center, The Podium, the land under ONE Spokane StadiumB |
| Spokane Public Schools and other school districts (exemption code SCLS) Parcels inside the City coded SCLS: 56 'Service - Education' and 75 vacant-land parcels. The layer does not name the district, and part of north Spokane is served by other districts. Spokane Public Schools separately owns ONE Spokane Stadium ($38M, bond-funded; Spokane Public Radio). Its own site would not load for scripts. |
Government | 140 parcels, 570 acres, $1.02B assessedB |
| Washington State University (WSU Health Sciences Spokane) WSU Spokane Facilities Operations maintains 'the 55-acre campus' on the Spokane River east of downtown. Eastern Washington University also teaches in the city; its holdings were not established here. |
Institution | 55-acre campusA |
| Providence (Sacred Heart Medical Center) Providence gives Sacred Heart's address as 101 W 8th Ave; the parcel at that address is the city's most valuable (exempt, code DOR). Tier B: the owner of record was not opened. MultiCare (Deaconess) was not checked — its site's robots.txt disallows Anthropic's crawler. |
Institution | Highest-valued parcel in the city: $213.3M, 12.44 acresB |
| Avista Corp. Avista's FY2025 10-K lists these hydro stations on the Spokane River as company-owned generation; substantially all utility property is under its mortgage indenture. Headquartered in Spokane. Inside the City, 55 operating-property (OPER) parcels are coded 'Utilities' (156 acres); the layer does not name the utility. |
Public company | Upper Falls (10 MW) and Monroe Street (15 MW) dams downtown; Nine Mile, Long Lake and Little Falls downriverA |
| Railroads (BNSF and Union Pacific; not separated) Parcels inside the City coded 'Trans - Railroad', 110 of them state-assessed operating property (OPER). The open layer does not say which railroad holds each one, so no split between BNSF and Union Pacific is given. |
Public company | 132 railroad parcels, 181.5 acresB |
| Spokane Housing Authority Formed in 1972 by the City of Spokane; serves Spokane, Lincoln, Pend Oreille, Stevens, Ferry and Whitman counties through vouchers and SHA-managed apartments (Agnes Kehoe Place, Cedar West, Cornerstone Courtyard, Heritage Heights, Hifumi En, Orchard Vista, The Parsons, The Pearl on Adams and others). Unit counts per property were not stated on the page opened. |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
In 2025 the City of Spokane permitted 692 new homes: 167 single-family houses, 46 units in duplexes, 57 in three- and four-unit buildings and 422 in 26 buildings of five or more units (Census Bureau). Unlike Seattle, the for-sale market is led by national and regional production builders working subdivisions at the city's edges, not by infill townhouse LLCs. No Spokane builder league table exists. The figures below count 2024–2025 recorded sales of houses built 2023 or later inside the City limits, by the selling entity, from the Assessor's open residential sales layer — new homes sold, not starts — with each deed (excise number) counted once. Bulk transfers between builders, land-bank entities and investors (DRP WA 1, HHIF VII, Millrose Properties Washington and a Ryn Built Homes package) are left out because one deed covers many lots.
| Name | Type | New-home sales in the City, 2024–25 (Assessor residential sales layer) |

Public company | 13 sales, $10.4MA |
Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Spokane has no REIT-dominated core. Its biggest commercial holdings change hands one at a time to out-of-town private buyers: a New York retail investor bought NorthTown Mall, a Denver private-equity firm the Davenport hotels, a British Columbia company the tallest office tower. One local company has held the downtown retail anchor for decades. No published league table of Spokane landlords was found; the list is assembled from reported transactions, so a holder that has not traded recently may be missing. The Spokane Journal of Business, cited several times here, is itself owned by Cowles Co. through an affiliate (The Spokesman-Review says so).
| Name | Type | Holding, as reported |
|---|---|---|
| Kohan Retail Investment Group Great Neck, New York company; bought NorthTown Mall (4750 N Division) from Brookfield Properties for $49M, completed 11 Feb 2022, its first Washington deal; about 80% occupied at sale after losing Macy's and Sears. The mall's main parcel is on the 2026 roll at $34,905,980 (land $15.1M). |
Private company | NorthTown Mall, 1 million sq ft retail ($49M, Feb 2022)A |
| KSL Capital Partners Denver private-equity firm; an affiliate bought the Historic Davenport, Davenport Tower, Lusso, The Centennial and Davenport Grand. The three downtown hotel parcels named on the 2026 roll total $158.1M (Grand $88.9M, Tower $38.4M, Historic $30.8M). |
Private equity | 5 Davenport hotels, nearly 1,800 rooms (about $200M, Dec 2021)B |
| Redstone Group of Companies British Columbia private commercial real estate company; Spokane's tallest tower and its eight-floor garage were its first Spokane investment. |
Private company | about 355,000 sq ft office (Bank of America Financial Center, $47.7M, Dec 2018)A |
| Unico Properties (Unico Investment Group) Seattle-based; after selling the Bank of America Financial Center it 'continues to own and manage 560,000 square feet of office properties in Spokane, including the 11-acre Rock Pointe Corporate Center' (Spokane Journal, Jan 2019). Not re-checked since. |
Private company | 560,000 sq ft office in Spokane (2019)A |
| Cowles Co. The Spokesman-Review describes River Park Square's late-1990s redevelopment as a public-private partnership between the City and 'the mall's owners, the development companies run by what is now Cowles Co.', which ended in lawsuits; Cowles also owns The Spokesman-Review, KHQ-TV and the Spokane Journal of Business. Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The owner of record of every marquee building. Spokane County's SCOUT lookup, which would name the taxpayer and deed history per parcel, is behind a Cloudflare challenge, and the bulk taxpayer table needs an 'I Agree' pledge this research did not give. Owners here come from filings, public bodies' own documents and dated news reports instead.
- Whether Redstone Group still owns the Bank of America Financial Center, and the exact name of its owning entity; the 2018 deed was not opened.
- The Paulsen Center's current owner. The 1997 report names a Diamond Parking affiliate, Rainier Properties, as the buyer; nothing newer was found.
- The name of the KSL Capital Partners affiliate holding the Davenport hotels, and whether KSL still holds all five; no 2024–2026 sale was found.
- Title to Numerica Veterans Arena. The City's audit describes the 2003 agreement as covering 'PFD's acquisition of the existing facilities' including the Arena, but no deed or PFD financial statement was opened. Who holds the remaining third of the Convention Center and First Interstate Center is not stated in the audit.
- Which parcel is ONE Spokane Stadium. A $99.2M government-exempt 'Recreational' parcel at 511 W Joe Albi Way sits beside it, but the layer names no owner and The Podium is next door.
- Gonzaga University, Eastern Washington University, MultiCare (Deaconess), Spokane County's own holdings and BNSF or Union Pacific acreage. These were requested landowners, but their sites were blocked or disallowed crawling, or (for the County) the host is Cloudflare-walled. The open layer shows a $125.1M exempt education parcel at 502 E Boone Ave and a $39.2M exempt parcel at 800 W 5th Ave, but names no owner.
- Exemption-code meanings (GOVT, DOR, SCLS, OPER). The open layer carries the codes without a legend; the groupings use them as labelled, and the reading of SCLS as school districts and OPER as utility and railroad operating property rests on the parcels' use codes.
- Distress. No foreclosure or trustee's deed on a marquee building was found; the County's commercial sales layers (Property Sales 2015–2026) are on a Cloudflare-blocked host.
- Builder figures are recorded sales of houses built 2023 or later by named selling entities, not starts. Builders selling through one LLC per site are undercounted, and the sponsors behind Lexington Homes-DRH, DRP WA 1, HHIF VII and similar entities are not stated on the record.
