Shreveport, Louisiana
Shreveport sits in Caddo Parish, whose Assessor values every parcel and whose owner names are free to look up, and the City of Shreveport publishes the Assessor's parcel layer, with owner and value for about 140,000 parcels, as a public map service; sale prices sit in the acts of sale at the Caddo Parish Clerk of Court.

Louisiana is a civil-law state with no title register: ownership passes by a notarial act of sale, recorded in the conveyance records of the parish where the land lies, here kept by the Caddo Parish Clerk of Court. The Caddo Parish Assessor values every parcel in the parish, Shreveport included, and its property search is free to the public by owner name, address or parcel, with a $10 day pass or a $35-a-month professional search for transaction histories. The City of Shreveport's public map server carries the Assessor's parcel layer with the owner, mailing address, land and improvement value of every parcel. Sale prices are in the acts at the Clerk of Court, not in the open data.

The core land
The most valuable ground in the city, and what the public record says about it.
The parcel layer gives every parcel's land and improvement value, so the parish's most valuable ground can be named from it. The figures behave as assessed values (Mall St. Vincent's 14-acre parcel totals $760,621). The Assessor's FAQ sets assessed value at 10% of market value for land and residential improvements and 15% for commercial improvements, but the layer itself does not label its values. Casino real estate on the river and business movable property are not on the layer, so commercial value is under-represented.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
The parcel layer covers the whole of Caddo Parish (139,613 parcels) and tags each with a tax area, so Shreveport's share can be counted. Public bodies dominate by value. The City of Shreveport holds the most land inside the city, much of it the bed of Cross Lake, its water supply, below the 172-ft contour. The Caddo Levee District holds the most acreage in the parish, mostly the bed of Ferry Lake. Willis-Knighton and the school board each carry more assessed value than any company. The big rural holders in the north of the parish are oil, gas, timber and plantation entities, none of them in Shreveport. Counts group every spelling of a name on the City of Shreveport's public copy of the Assessor's parcel layer (read Oct 2026). Acres come from the layer's polygon areas (square feet ÷ 43,560) and are approximate. Values are the layer's assessed figures, about 10% of market for land and 15% for commercial improvements. Individuals and family trusts are left out.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Shreveport builds few new houses for a city of about 182,000, fewer than Bossier City across the river. The Census Bureau's permit survey counts 213 single-family permits in Shreveport in 2024 ($69.5M) and 179 in 2025 ($65.4M), plus 8 buildings of five or more units with 82 units in 2025. Bossier City (pop. about 68,000) permitted 291 and 301 single-family houses in those years. No builder league table exists, and the City publishes no permit-by-contractor file that was found. So the builders below are ranked by the lots each holds in its own name on the Assessor's parcel layer, a sign of pipeline rather than of output. Much of the new building in Caddo is south and west of the city limits; the in-city share is given for each. (Census figures: s12.)

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Shreveport's large commercial landlords are a gaming REIT and an industrial redeveloper, plus national net-lease REITs and out-of-state single-asset LLCs on the retail strips along Youree Dr. Downtown's office towers are held by out-of-state LLCs whose members no opened source names (see marquee). Casino real estate does not appear on the parcel layer at all, so the filings are the only source for it. The figures from the parcel layer are assessed values.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Sale prices for every building here. Acts of sale with prices are recorded at the Caddo Parish Clerk of Court, whose website refused automated access (Cloudflare 403). The Assessor's paid Professional Search ($35 a month) carries transaction histories and was not bought.
- The brief's premise that Eldorado Shreveport is a Caesars/VICI property: it is not. Bally's has owned the operation since 2020, and GLPI has owned the real property since December 2024 (both FY2025 10-Ks). Horseshoe Bossier City is VICI's, but it is in Bossier City.
- Who owns the land under Sam's Town Shreveport (18 acres leased, per Boyd) and under Bally's Shreveport (GLPI's two ground leases). The riverfront batture tracts next to both casinos are in the City of Shreveport's name on the parcel layer, but no lease was opened, so the City is not named as their landlord.
- Ownership, sale or distress at the city-owned convention center hotel (Hilton Shreveport). The parcel layer shows City ownership; no sale, appraisal or operating-loss document was opened.
- The members behind Plaza Investments II and III Holdings (Regions/AmSouth Tower) and Shreveport GL LLC (Louisiana Tower), and whether either tower is in distress. The 'Petroleum Tower' named in the brief was not found on the City's building layer (it names 'Mid South Tower' at 416 Travis St and a 'Petroleum Building Apartments' at 619 Market St), so it was not identified.
- The Elio Motors episode at the former GM plant, and the terms of the Industrial Development Board's title (lease or payment in lieu of taxes).
- Barksdale Air Force Base (Bossier Parish): not on the Caddo layer and not researched.
- Builder output. No permit-by-contractor data for Shreveport was found, so builders are ranked by lots held, which measures pipeline rather than houses built.
- Acreage figures are computed from parcel polygons and may double-count where polygons overlap; 619 parcels carry no owner name.
