Savannah, Georgia
Savannah's owners of record are public and free: SAGIS publishes Chatham County's whole parcel digest, owner, value and last sale price included, as open data, and it shows a city whose biggest ground is held by the City, the State's port authority, the airport commission and the school board.

Georgia records title by deed with the Clerk of Superior Court in each county, indexed statewide by the GSCCCA, whose online search costs $14.95 a month (Premium $29.95). Sale prices are on the record because the seller declares them on Form PT-61 to pay a transfer tax of $1 per $1,000. In Chatham County the Board of Assessors' yearly parcel digest is published free by SAGIS, the county's shared GIS, as open data: all 125,326 parcels with owner of record, mailing address, fair market value, deed book and page, and last sale price and date. The current digest is the 2025 one, updated 6 May 2025.

The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

The core land
The most valuable ground in the city, and what the public record says about it.
Computed from the Board of Assessors' 2025 digest as published by SAGIS (updated 6 May 2025), restricted to parcels coded to the City of Savannah (020, plus 288 downtown parcels coded T020). Values are fair market values for tax year 2025, not prices; exempt public property is valued far below replacement cost.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Public bodies hold Savannah's biggest ground. The federal government's Hunter Army Airfield (5,201 acres) and the Savannah Airport Commission (3,638 acres) are the largest blocks, and the Savannah Economic Development Authority holds title to more than $1B of warehouses and plants inside the city, which it leases to their occupiers. The City itself holds 1,152 parcels. Among private holders, one plantation company owns almost 8,000 acres of marsh and woodland on the city's south side. Figures are parcels in the owner's name on the Board of Assessors' 2025 digest carrying Savannah's municipality code (020, and 288 downtown parcels coded T020), with the digest's fair market value and acres.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Savannah permits roughly 550 new homes a year, almost all single-family: the Census Bureau counted 534 one-unit homes ($138.0M) and 16 units in two-unit buildings in 2025, after 565 one-unit homes in 2024, with no buildings of five or more units reported either year (s21). Building is concentrated on the annexed west side around New Hampstead and Godley Station, where national builders work alongside regional ones and a land-banking REIT holds lots. Figures count parcels in each builder's name inside the city on the 2025 digest - lots and unsold homes, not homes built; no league table of Savannah starts by builder was found. Builders named after a person are left out.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Savannah's private commercial wealth sits in port-driven warehouses on the city's west side, riverfront hotels, and suburban apartment complexes along Benton Blvd and Chatham Pkwy. Many of the largest warehouses are titled to the Savannah Economic Development Authority rather than to their users (see landowners), so the private list understates industrial holdings. Figures are 2025 digest fair market values for parcels inside the city.
