Santa Rosa, California

Sonoma County sells owner names by the parcel ($10) or as roll lists ($180 for 2,000 parcels) and publishes none online; Santa Rosa adds its own $2-per-$1,000 transfer tax, so every deed shows its price. Simon owns Santa Rosa Plaza outright and the Codding family company owns Coddingtown.

Can you find out who owns it?

California has no public title register: ownership is proved by deeds recorded with the County Recorder, and the County Assessor keeps the roll. Sonoma County's free parcel search and its public GIS parcel layer give parcel numbers, values and use, but not owner names, which the County says it withholds online under the California Public Records Act. Owner names are sold: $10 a parcel for roll data, or secured-roll lists with current owner from $180 for 2,000 parcels. Every deed carries the County's $0.55 per $500 transfer tax plus Santa Rosa's own $2.00 per $1,000, which is how sale prices become visible. Under Proposition 13 a sale resets a parcel's value to its price.

Santa Rosa Plaza
Santa Rosa, CA (as the 10-K states); downtown, between 1st and 3rd Streets west of Highway 101
697,764 sq ft total GLA
Retail Simon Property Group
100% (fee)
Simon's FY2025 10-K lists Santa Rosa Plaza, Santa Rosa CA, held in fee at 100.0%, acquired 1998, 97.9% leased, 697,764 sq ft, anchors Macy's and Dave & Buster's. Schedule III shows no encumbrance (no mortgage) and a gross carrying amount of $131.3M ($84.5M accumulated depreciation). Nothing in the filing indicates distress: it is unencumbered and nearly fully leased. The County's FY2025 ACFR lists 'EMI Stanta Rosa LTD' [sic] as the 7th-largest county taxpayer in 2016; the filing does not tie that name to the mall, so it is context only. The downtown street description is ours, not the filing's.

Retail Codding Enterprises
100% (after December 2017 repurchase)
Codding Enterprises' history page says it sold a 50% share of Coddingtown to Simon Property Group in 2005 and that 'in late December 2017, Coddingtown returned to fully local ownership after Codding Enterprises repurchased its 50% stake'; it calls the company family-owned. Simon's FY2016 10-K lists Coddingtown at 50.0% fee, acquired 2005, 67.8% leased, 822,133 sq ft, anchors Macy's, JCPenney, Whole Foods, Target, Nordstrom Rack; the FY2017 10-K no longer lists it. Neither price is stated in a document read. Tier B: current title rests on the owner's own page, bracketed by the Simon filings.

Keysight Technologies headquarters campus (Fountaingrove)
1400 Fountaingrove Parkway, Santa Rosa, CA 95403
Industrial Keysight Technologies, Inc.
Keysight's FY2025 10-K (year to 31 Oct 2025) gives its principal executive offices as 1400 Fountaingrove Parkway and says 'Our executive offices are located in the United States in an owned facility in Santa Rosa, California'. It runs one of five specialised technology centres in Santa Rosa. On 17 Dec 2021 Keysight and HP signed a restrictive covenant on the Santa Rosa facility that prohibits uses such as a daycare, hospital or school and ends HP's remediation obligation there. Worldwide it owns 3.5M of 5.8M sq ft; the 10-K gives no Santa Rosa area. The County's FY2025 ACFR ranks Keysight the 4th-largest county taxpayer ($3.889M secured, 0.25%).

Not established. The State's licensed-facility file (data date 16 Sep 2026) names the licensee as St. Joseph Health Northern California LLC, a limited liability company, for this general acute care hospital (283 licensed beds (plus 15 at 151 Sotoyome St)). The licence lists the hospital as a Level II trauma centre and the 151 Sotoyome St site as a second location under the same licence. A licence names the operator, not the holder of title, and a nonprofit or exempt hospital does not appear in the County's principal-taxpayer table. The vesting deed is with the Sonoma County Recorder and the assessee is sold by the Assessor at $10 a parcel; neither was bought.

Charles M. Schulz–Sonoma County Airport (STS)
Airport Blvd, unincorporated Sonoma County, north-west of Santa Rosa
Civic County of Sonoma
The County's FY2025 ACFR runs the airport as a major enterprise fund, 'activities related to the operations of the Charles M. Schultz Sonoma County Airport': passenger, cargo, corporate, military, firefighting and law-enforcement flights. Its net position fell $2.2M in FY2025 on lower FAA terminal grants. The ACFR shows operation through a County fund, not a deed, hence tier B for title. A point query at the airport against the County's city-limits layer (s11) returns no city: the airport sits on unincorporated County land north-west of Santa Rosa.
Government —B
Sonoma County Government Center (County campus)
575 Administration Dr, Santa Rosa, CA 95403
existing 1950s campus; planned 200,000 sq ft one-tower center
Civic County of Sonoma
The County's 24 Jul 2024 release calls this 'the current County campus site in Santa Rosa', built in the 1950s; the Board approved a one-tower $308M, 200,000 sq ft centre for 800-1,000 staff, plus up to 1,000 homes on 9.3 acres along Mendocino Ave, after earlier plans for 1,700 staff in a new centre. On 25 Mar 2025 it signalled intent to buy 3850 and 3880 Brickway Blvd near the airport (126,000 sq ft) for $32M, appraisal-supported, for up to 525 staff; whether that closed was not read. The FY2025 ACFR sets aside funds for 'County Center Modernization'. Tier B: title inferred from 'County campus'.

Santa Rosa Junior College, Santa Rosa campus
Mendocino Ave, Santa Rosa, CA
Institutional Sonoma County Junior College District
The District's audited FY2025 statements say it was established in 1918 with the founding of Santa Rosa Junior College and 'operates a campus in the City of Santa Rosa', a Petaluma campus, the Public Safety Training Center in Windsor, the Shone Agricultural Center in Forestville and SRJC Roseland in southwest Santa Rosa. District-wide capital assets: land $21.5M at historical cost and buildings $668.3M gross, after $108.2M of construction moved into service in FY2025. The $410M Measure H bond had $254.0M remaining at 30 June 2025. Land is not split by campus, so the owner is the District as a whole and the tier is B. The street is ours.

SMART Santa Rosa Downtown station (Railroad Square)
West of Wilson St between 4th and 5th Streets, Santa Rosa, CA
Civic Sonoma-Marin Area Rail Transit District
SMART's FY2025 ACFR says the District was formed in 2003 as successor to the Northwestern Pacific Railroad Authority 'for the ownership and governance of a passenger rail system' and 'owns' a pathway within its right-of-way; the line runs 48 miles with 14 stations. Passenger Fund land at cost is $44.9M and Freight Fund land $7.3M. Wikipedia places the Downtown station at the former NWP station site west of Wilson St, opened 2017. The ACFR does not list the station parcel, so tier B. The historic 1903 depot building beside it is separately described as city-owned (see Railroad Square depot).
Government —B
Northwestern Pacific Railroad Depot (Railroad Square visitor centre)
bottom of Fourth Street, Railroad Square, Santa Rosa, CA
Civic City of Santa Rosa
Wikipedia's Santa Rosa article says the visitor bureau occupies 'the city-owned old railroad depot at the bottom of Fourth Street, in Historic Railroad Square'. The City's own site (srcity.org) returned a Cloudflare block, so no City document confirming title was read; tier B on a single secondary source. The depot was built in 1903 and is a contributing building of the Railroad Square Historic District (NRHP 1979).

Civic Not established

Not established. Wikipedia describes the downtown grid laid out 'with a public square in the center... now called Old Courthouse Square'; the courthouse that stood there is gone. A public square is very likely City right-of-way or City land, but the City's site (srcity.org) blocked automated access, and the County sells assessee names at $10 a parcel. No owner is therefore stated.

Not established as one owner: Fountaingrove is a district of homes, offices, a golf course and Keysight's owned headquarters (above). The Tubbs Fire of October 2017 burned 36,807 acres and destroyed 5,643 structures, half of them homes in Santa Rosa, about 5% of the city's housing stock; the Fountaingrove Inn, the historic Round Barn and a Hilton hotel were destroyed. The article reports about 2,100 homes rebuilt as of a later source. The 2020 Glass Fire (67,484 acres, 1,555 structures) was a separate event. Rebuild sales show only in recorded deeds; no buyer is named.

The core land

The most valuable ground in the city, and what the public record says about it.

No free file of Sonoma County owners exists: the Assessor sells owner names by the parcel or as roll lists, and its free GIS layers omit them. The City of Santa Rosa's ACFR, which would carry the city's assessed value and its own ten largest taxpayers, sits on srcity.org, which blocked automated access, so the figures below come from County documents and SEC filings. Under Proposition 13 a sale resets value to price, so recent buyers sit high on the roll.

Sonoma County net assessment roll, 2026-27$131.75B (+3.73%)
$131,753,999,666, lien date 1 Jan 2026; record high, helped by clearing the post-Tubbs, Kincade and COVID assessment backlog. County Assessor press release, 1 Jul 2026. No Santa Rosa figure was published in it.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Public bodies hold Santa Rosa's open ground and its institutions; the private side is led by a utility, Keysight's Fountaingrove campus and the two malls. The County's free GIS shows who manages park land inside city limits but no layer names owners of private or public parcels, and the City's own financial report could not be read. Figures are as each document states them: book cost of land, managed acreage or tax paid, not market value.

NameTypeHoldings as stated
State of California (Department of Parks and Recreation)
The County's Parks and Parklands layer lists Annadel State Park under 'State Parks & Recreation'; its polygon intersects the Santa Rosa city limits but much of it lies outside, so the acreage is the park's, not the share inside the city. The layer records the managing agency, hence tier B for title.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Santa Rosa has built slowly since the 2017 Tubbs Fire, which destroyed about 5% of its housing stock. Census permit files (12 months reported) show 441 single-unit homes in 2023 ($135.2M), 292 in 2024 ($107.6M) and 228 in 2025 ($85.3M). Units in 5+ unit buildings went from 899 (32 buildings, $206.0M) in 2023 to none in 2024 and 416 (16 buildings, $55.1M) in 2025. Many single-unit permits since 2018 are owners rebuilding on their own lots, which is why no national builder dominates. The City's permit records were not reachable, so no per-builder Santa Rosa count exists here. The leading local nonprofit affordable developer's site licenses its content for personal, non-commercial use only, so it was not used.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Few listed landlords own Santa Rosa property. Simon's Santa Rosa Plaza is by far the largest filed holding; the city's other mall, Coddingtown, has been wholly owned by the local Codding family company since it bought back Simon's half in December 2017. Blackstone's BREIT holds an affordable-housing property and a select-service hotel, and CareTrust a 1960s skilled-nursing building. Twenty-odd other large REITs whose 10-Ks were searched (Essex, Kimco, Regency, Federal, Realty Income, Public Storage, Extra Space, Prologis, AvalonBay and others) list nothing in Santa Rosa. Figures are gross carrying amounts from Schedule III: cost on the books, not prices or values.
