Santa Ana, California

Santa Ana is Orange County's seat, and its core is public land: the federal courthouse, the county and state Civic Center and the city's own buildings. Orange County indexes deeds online free by name, but never by address and never with a price.

Can you find out who owns it?

California has no public online land-title register. Santa Ana lies in Orange County, where the Clerk-Recorder offers a free online grantor/grantee index of documents recorded since 1982. It is searchable by name, document number or date, not by address, and shows no images. Documents can be viewed free at the Recorder's offices or copied for $1.00 a page plus $1.00 for certification. The Assessor sells roll products only at its counter or by written request. There is no price-paid dataset.

Not built. The City approved a 37-story office tower here in 2004, voters upheld it by referendum on 5 April 2005 (FAQ, s5), and the City allowed housing in 2020. In 2026 the applicant seeks to amend SD-75 to raise the units from 415 to 572 in a tower that stays at 37 stories. The 17 Sep 2026 meeting deck (s6) calls the site 'Currently vacant property' and says it is 'Being developed by Caribou Industries, a local Santa Ana business'. An applicant or developer is not necessarily the owner of record, and none of the City's documents states who holds title.

The U.S. District Court for the Central District of California lists the building as one of its divisions, at 411 West 4th Street (second source, s10). GSA's dataset gives no cost or acquisition date, so no price is recorded.

The Orange County Business Journal (4 Mar 2025, s9) reported that GSA had listed this nine-floor 1975 building among 443 'non-core' properties for disposal, the only one in Orange County, and updated the story to say the list was taken down on 5 March, a day after it went up. As of October 2026 the IOLP still shows it as owned and active. No sale is recorded.

It states: 'The Civic Center covers 17 acres, 16 County-owned buildings, 4,600 employees and more than 1.6 million square feet of space.' The release states no cost, and state and city buildings in the wider civic center are not counted here.

1.1M sq ft (Bisnow, 2022)
Retail Main Place Shoppingtown, LLC
The City's FY2025 ACFR ranks 'Main Place Shoppingtown LLC' as Santa Ana's largest property-tax remitter: $357,856,147 of taxable assessed value, 1.00% of the city total, on the 2024/25 roll. The City's draft development agreement (10 May 2019, s12) names the same Delaware LLC as 'Owner' of fee title or an equitable interest. Bisnow (23 Jun 2022, s13) calls Centennial Real Estate and USAA Real Estate the owners. It said their $140.5M loan, taken by Westfield in 2012, went to special servicing, with a ~$32M loss expected by DBRS Morningstar. No later loan outcome or sale price was found.

MPG 'was relieved of the obligation to pay the remaining $49.1 million', after a $90.0M impairment in 2009. The buyer is not named. A 2024 Form D was filed by 'KB Griffin Towers, LLC' ($32.3M offering, 'Other Real Estate'), but it names no property, so it is not treated as proof of ownership. approx. 16,580 sq ft of leasable commercial space (City)
Civic City of Santa Ana
The City runs the station through its own 'Property Management Office'. It leases the building's commercial space directly: about 16,580 sq ft for retail, dining and office, offered through a City RFP on PlanetBids, with a 2025 City leasing brochure listing a 4,075 sq ft restaurant/banquet suite. Amtrak, Metrolink, OCTA and intercity buses use it. The City's FY2025 ACFR carries a Transportation Center enterprise fund 'for the provision of a concentrated commuter-oriented transportation center for the region' (s17, second source). No City page uses the word 'owns', which is why this is tier B.

Operated by the nonprofit Discovery Science Center of Orange County (EIN 33-0828380), at 2500 N Main St. Its FY2023 Form 990 extract (year ended June 2023) shows total assets of $63,409,239 and secured mortgages and notes payable of $11,691,935 at year end, but the extract has no land-and-buildings line. It does not say whether the center owns the site or leases it from the City. The City's Laserfiche records portal (cc-publicdocs.santa-ana.org) refused connections, so no City agreement for the site was read.

The core land

The most valuable ground in the city, and what the public record says about it.

Orange County publishes values for every parcel but owners for none. The County's parcel layer and the Assessor's lookup give values by APN, and the Assessor sells its roll only at the counter. The one owner-named list in the public record is the City's own: its audited financial report ranks the ten largest property-tax remitters by taxable value from the Assessor's 2024/25 roll.

City taxable assessed value, FY2025$35,736,416,000
Secured $33.78B + unsecured $2.10B less $147.5M exemptions. FY2016: $22.85B. ACFR Schedule 5, source County of Orange Auditor-Controller (s17).
Largest property-tax remitter$357,856,147 (1.00% of the city)
Main Place Shoppingtown LLC, rank 1 on the 2024/25 combined roll. In 2016 the top remitter carried $318,532,300 (1.39%). ACFR Schedule 9 (s17).
Ten largest remitters combined$1,768,468,197 (4.92%)
Against $1,346,412,949 (5.88%) in 2016, so ownership at the top is getting less concentrated as the roll grows. ACFR Schedule 9 (s17).
Dissolved Redevelopment Agency project areas, taxable value$11,538,760,000
FY2025 secured plus unsecured, less exemptions, within the former redevelopment project areas; the schedule does not map them. ACFR Schedule 5 (s17).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Santa Ana's defining ground is public. The County of Orange, the United States (through GSA) and the City share the Civic Center, and the City runs the train station. Orange County's roll names no owners, so the private side comes from the one owner-named list in the public record: the City's audited ranking of its ten largest property-tax remitters, by taxable value. That list names entities without saying what they hold. The rows below record only what each source states.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Santa Ana is almost fully built out, so new housing comes from rezoned commercial land, not subdivisions. Census's Building Permits Survey shows 291 units permitted in 2025: 252 single-unit, 2 in one two-unit building and 37 in three buildings of five or more, with all 12 months reported. In 2024 it showed 440 (211 / 8 / 24 / 197), with only 10 months reported, so part of that is imputed. The pipeline is far larger than the permits. Two specific plans by large private owners, Related California's at 3600 S Bristol and South Coast Plaza's Village Santa Ana, entitle 5,333 homes between them. No builder publishes a Santa Ana delivery figure. The figures below are the City's own project pages, and they are entitled or proposed units, not completions.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Santa Ana's listed landlords are mostly industrial owners in the south of the city, near the airport and the 55 and 405 freeways, plus apartments around MacArthur Place. Each figure is the REIT's own Santa Ana rows in its FY2025 10-K. The City's largest taxpayers, which include a shopping-mall LLC, an apartment owner and a pharmaceutical maker, are under landowners, because the City's list names entities without saying what they hold.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who holds title to the One Broadway Plaza site at 1109 N Broadway. Caribou Industries is the named developer; only a deed copy from the OC Clerk-Recorder ($1/page) would establish the owner.
  • The current owner of Griffin Towers (5 Hutton Centre Dr) since MPG Office Trust disposed of it in March 2010. A 2024 Form D from 'KB Griffin Towers, LLC' suggests but does not establish it.
  • Whether MainPlace's $140.5M loan (in special servicing from June 2022) was extended, modified or foreclosed. No filing was found that names the securitisation.
  • Who owns the Bowers Museum building and land at 2002 N Main St. The museum says it opened in 1936 as 'a city-run museum' and reopened in 1992, but no current City or museum document states title or a lease.
  • Whether Discovery Cube Orange County's site is owned by the nonprofit or leased from the City. Its Form 990 extract shows $11.7M of secured debt, which suggests an owned asset, but that is not stated.
  • Land holdings of Santa Ana Unified School District, OCTA, Orange County Water District, OC Flood Control District (Santa Ana River, Santiago Creek) and Caltrans (I-5, SR-55, SR-22). No source opened during this pass states their Santa Ana acreage; sausd.us content paths are disallowed by robots.txt.
  • What PR Broadstone Heritage LLC, 9 MacArthur Place Property, Johanna Energy Center LLC, MDC Coastal 13 LLC, APG OCIC LLC and Santa Ana California III SGF LLC hold. The City's taxpayer schedule names them without addresses.
  • The owner of the Hutton Centre buildings other than Griffin Towers, and of the 3 Hutton Centre Dr building where GSA leases 25,987 sq ft.
  • Whether the Toll Brothers / EJF Capital 'Rafferty' at 4th and Main was completed as scheduled for 2024.
