San Jose, California

San Jose's biggest holders are public bodies and tech companies, but California keeps owners' names off the open record: the City publishes every parcel's outline under CC BY with no owner or value, and the County's own assessor and recorder sites refuse automated readers.

Can you find out who owns it?

California has no public register of title. Santa Clara County's Assessor values every parcel under Proposition 13 and its Clerk-Recorder holds the deeds, but neither publishes owners' names as open data, and both sites refused our automated requests. The City of San Jose publishes its 225,000 tax parcels as open map data under a Creative Commons Attribution licence, with parcel numbers and outlines only. Each sale pays the County's documentary transfer tax, the City's own transfer tax and, at $2.3M and above, San Jose's Measure E tax of 0.75% to 1.5%.

San José Spotlight (May 2024): the Sharks' lease is with 'the city, which owns the arena', and SAP's name stays on 'the city-owned arena' through 2028; the arena opened in September 1993 and the lease was last extended in 2015. In August 2025 (s10) the City Council approved a deal keeping the team downtown through 2051: $425M of renovation, of which the team's parent company pays $100M and the City the rest ($351M was the subsidy reported for upgrades), with both sides to begin planning a new arena by September 2027. No title document was opened; the County's records are not online.

San José Spotlight (Aug 2023, s19): 'The Google Downtown West project spans 80 acres near Diridon Station'; Google hired Jamestown to run events on the site and said it was 'investing millions of dollars to improve the site'. In Nov 2023 (s21) Lendlease dropped the project from its pipeline and Google said it would rezone '$750 million worth land it owns' across its Bay Area districts. The City's Nov 2018 purchase agreement (s20) covered more than 21 acres of public land, with $67M asked for the City's share. The 10-K does not say in plain words that the headquarters is owned, and it gives no floor area, so this is tier B. The core land

The most valuable ground in the city, and what the public record says about it.

Santa Clara County values every parcel under Proposition 13: on a change of ownership the value resets to the price paid, then rises at most 2% a year, so long-held land is carried far below market. The Assessor's parcel values are not open data, and its site refused automated requests, so no city-wide value or top parcel could be read. The figures below are the nearest the public record offers.

County assessment roll, 2025nearly $726B
Santa Clara County's 2025-26 roll (real and business property), as announced by the County Assessor and reported by San José Spotlight, 2 Jul 2025 (s18): changes of ownership added $16.1B and new construction $3.8B. San Jose's share is not given.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

San Jose's largest holdings are public. The City owns the airport (1,124 acres) and about 3,400 acres of City parkland. The County holds the big regional parks on the city's southern and eastern edges and runs the public hospital system. The State's main holding is San José State's 150-acre campus. Among companies, the County's own list puts Google first in assessed value county-wide, ahead of PG&E. Owner names are not published for any parcel, so private landholdings cannot be ranked from the public record. The park figures come from the City's park layer, whose OWNER field is the City's own label. That layer takes in some parks at or beyond the city limit, and it is not a title record.

Anderson Lake and Calero extend well beyond the city limit. Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

San Jose authorises 1,400 to 3,300 new homes a year, and most are apartments in buildings of five or more units. The Census Bureau's permit survey (s26) counts 2,345 homes authorised in 2019, 1,369 in 2020, 658 in 2021, 2,003 in 2022, 2,650 in 2023, 1,998 in 2024 and 3,313 in 2025, with single-family permits at 299-642 a year. There is no builder league table for the city, and the City's permit and planning records were not readable (sanjoseca.gov refuses automated requests). The public record mostly shows who owns the large apartment stock (REIT filings) and who proposes the next towers (council approvals).

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

San Jose's office stock sits in North San Jose's R&D parks and a smaller downtown, and much of the best space belongs to the companies that use it: Adobe owns its downtown towers and PayPal its North First Street headquarters. Among landlords, SEC filings show Hudson Pacific as the largest office owner and Federal Realty as the largest retail owner. Distress shows in those filings. Hudson's Skyport Plaza was 10.4% leased at the end of 2025. BXP sold its last San Jose office park in January 2026 and sold its Almaden Boulevard land for $13.5M after writing it down by $25.5M.
