Sacramento, California

Sacramento keeps owner names off the internet but prints the price of almost every recent sale: the County's sales layer turns each deed's transfer tax into a price, and the City's own financial report names the biggest taxpayers, from the Kings' arena lease to the LLCs behind the Capitol Mall towers.

Can you find out who owns it?

California has no public title register. The Sacramento County Assessor says owner information is 'not available online' for privacy, but gives the owner of up to two parcels a day free by email or phone and on lobby computers, and will email the whole secured roll, owner names included, at no charge. The County's public GIS layers carry every parcel with the owner masked as 'OWNER OF RECORD', but they also publish a sales layer with the price implied by each deed's transfer tax. The Recorder's grantor-grantee index is online behind a disclaimer; deeds themselves are bought as copies. A sale pays the County's documentary transfer tax of $0.55 per $500, and inside the city a further City transfer tax of 0.275% of the price.

Hyatt's FY2025 Exhibit 21.1 lists 'Hyatt Regency Sacramento' as a name under which its subsidiary Hyatt Corporation does business. That makes Hyatt the operator, not necessarily the owner. The County parcel layer shows a grant deed on the hotel's parcels (006-0112-022) dated 13 Aug 2025, with no indicated price in the sales layer. The grantee would be given by the Assessor on request (two parcels a day by email or phone), which this research did not use. No filing or dated release naming an owner was found.

The core land

The most valuable ground in the city, and what the public record says about it.

Sacramento publishes no parcel-level assessed values as open data: the County's GIS layers carry parcels and deeds but not values, and the Parcel Viewer gives values one parcel at a time behind a disclaimer. The best public view of the most valuable ground is the City's own ACFR, whose statistical tables (from the County Auditor-Controller) total the roll and name the ten largest assessees citywide and in each former redevelopment area. Separately, the County's sales layer prints a transfer-tax price for each deed.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Downtown Sacramento is a government town in the literal sense. The State of California owns its Capitol, the Capitol Park and a ring of office blocks, and is also the largest tenant: the DGS inventory lists 269 State leases with a Sacramento address. The City owns the arena that anchors the private downtown, plus 237 parks. The State's two universities hold the largest campuses. Figures are as each owner's own register or report states them. The State inventory keys on postal city, so a few 'Sacramento' entries may lie outside the city limits (the Franchise Tax Board campus at 9645 Butterfield Way is one to check). Owner names on private parcels are masked in every public County layer, so private landholdings cannot be ranked by area.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

The City of Sacramento permitted 2,297 new homes in 2025: 1,012 single-unit houses, 130 in two- to four-unit buildings and 1,155 in buildings of five or more (Census Building Permits Survey; 2,043 in 2024). Most detached houses are built by the national public builders. The City publishes every issued permit with its contractor. In 2025, 1,098 new single-family, duplex and half-plex permits were issued; 167 named no contractor. The figures below count new-home permits (sub-type 'Production Permit' or 'New Building') by the licensed builder entity, each tied to its parent through the parent's SEC Exhibit 21 where one exists. Permits are not completions, and the City layer counts permits rather than units for these builders.

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

No REIT holds a large Sacramento portfolio that its filings break out by city. What exists publicly is the City's own list of its largest assessees, which names the owning LLCs: apartment owners, an industrial park, the Kings, a dairy plant and the Capitol Mall office towers. The list below uses those assessed values (FY2025 roll as reported in the City ACFR) as stated. The entities are named as the roll names them, and parent companies are given only where a document makes the link.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The owner of the Hyatt Regency Sacramento (1209 L St): a grant deed was recorded on 13 Aug 2025, but no filing or release names the grantee. The 2016 ACFR's 'Capitol Regency LLC' ($75.2M) may be the hotel, but nothing ties the name to the address.
  • Who the 16 Apr 2026 grant deed on 400 Capitol Mall conveyed to: it carries no transfer-tax price and the deed was not read.
  • The Sheraton Grand's 6 Dec 2024 grant deed, which shows no price, was not read; CMCT's 10-K still reports the hotel as its own at 31 Dec 2025.
  • Who bought 2 Sports Pkwy, the former Natomas arena site: the sales layer shows $75.0M on 15 May 2024 (vacant land), but no buyer was established.
  • Land held by Sacramento County, Sacramento City Unified School District, SMUD, Sacramento Regional Transit and Union Pacific inside the city: no source stating their acreage or parcel count was opened, and owner fields are masked in the County's public parcel layer.
  • Builder lot holdings on the roll: the roll's owner names (free by email request) would show how much Natomas and south-city land Lennar, KB and the others own, but that channel was not used.
  • Whether 'Prime US-Park Tower LLC' ($95.0M, Merged Downtown, City ACFR) is the Park Tower office building at 980 9th St was not established; Prime US REIT's SGX filings were not opened.
  • Which DOCO parcels the Kings/JMA joint venture still holds. Also, who bought 414 K St (446,764 sq ft on the sales record, $15.0M, Jul 2025), and whether it is the former Macy's building: neither was established.
