Texas keeps no public title register; ownership is read from the county appraisal district. Most of Round Rock lies in Williamson County, where the Williamson Central Appraisal District (WCAD) names the owner of record, owner address, situs, legal description and values for every account in a free property search by owner, address, account or property ID, and links bulk 'Owners Data' and 'Certified Property Data Export' files from a data-downloads page reached through an Accept/Do Not Accept disclaimer. A sliver of the city lies in Travis County (TCAD). Deeds are recorded by the County Clerk. Texas has no mandatory sales disclosure.

The core land
The most valuable ground in the city, and what the public record says about it.
The City's own financial report, sourced to the Williamson and Travis appraisal districts, is the public measure of what Round Rock's ground is worth. Values are 2025 assessed (certified) values, not prices. The ten largest taxpayers held 7.9% of the net taxable roll in 2025, against 8.8% in 2016.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Without the appraisal roll, the public bodies' holdings can be described only in their own words. The City runs 2,328 acres of parks in 61 parks, owns the Dell Diamond and funds the convention centre at Kalahari; Round Rock ISD is the second-largest employer; a 101-acre state university campus sits on the north side. Several municipal utility districts and a public facility corporation hold or finance large parts of the newer city. Acreage per owner from the roll is a gap.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Round Rock permitted 529 single-family homes ($158.1M) and one 316-unit apartment building ($86.7M) in 2025, and no two-to-four-unit buildings (Census Building Permits Survey). New apartments come in 266-358-unit garden complexes filed with the state's accessibility regulator, whose records name the owning entity. Builder counts from the appraisal roll could not be made (the WCAD downloads sit behind a click-through disclaimer that was not accepted), so no single-family builder is ranked here; the entries below are apartment-project owners as TDLR records them.

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Acreage and account counts for every public and private owner from the WCAD roll: the bulk files at data.wcad.org are reached through an 'Accept Disclaimer | Do Not Accept' page that was not accepted, and the property search's background data service was not called by script.
- Single-family builders by lot count. None is named here; no Round Rock starts table by builder was found.
- Who holds title to the convention centre at Kalahari. The ACFR says the City funded its portion under a Master Agreement and partially released 'unearned revenue related to Kalahari project land acquisition' for land rights transferred back to the City; the agreement was not read.
- Which properties Texas Essential Housing Public Facility Corporation holds in Round Rock (No. 4 taxpayer, $151.1M). Third-party listings place its holdings in Jarrell; TDLR shows it as owner of FLATZ 487 Apartments in Jarrell, outside Round Rock.
- What Simon's 'Round Rock Residential' (a $31.7M mortgage at 5.94%, due 2029, in its 10-K debt table) is, and Simon's stake in it.
- The partnership split behind Columbia/St. David's Healthcare; HCA's 10-K does not state it.
- Owners of Baylor Scott & White Round Rock and Ascension Seton Williamson hospitals, the Switch 'The Rock' data-centre campus (1.5M sq ft, ACFR), Sabey's 40-acre data-centre campus and Amazon's 149-acre site; no record opened names the owning entity.
- The Travis County part of the city (TCAD). TCAD's search page says it is 'not intended for the bulk transfer of data' and its maps page 'Data mining is prohibited' (see us-austin); not used here.
- Williamson County Clerk deed-copy fees; the Clerk's site was not opened.
