Can you find out who owns it?

Illinois records deeds with the county Recorder; there is no state title register. In Winnebago County the Supervisor of Assessments' Parcel Details Inquiry names the owner and the taxpayer of any parcel free, searchable by PIN, address or owner name, with assessments back to 2003. The Recorder's free Direct Search indexes recorded documents without images; copies cost $0.50 a page. The bulk parcel file is sold by WinGIS, the county's GIS consortium, only to buyers with a signed Data License Agreement, so this record reads owners one parcel at a time and republishes no rows. Sale prices sit with the township assessors; Rockford Township's sales site is behind a Cloudflare challenge.

The core land

The most valuable ground in the city, and what the public record says about it.

No single figure on the free search ranks Rockford's parcels by value, and the assessor's totals were not opened, so the core is described through the parcels read here. The most valuable taxable property found is the Hard Rock casino. The city's largest campuses are all assessed at $0 as exempt: City Hall, the airport, the arena, the hospitals and the university. Illinois assessments are stated as equalised assessed values (EAV), not market values.

Land price benchmark$100.0M for about 23 acres
GLPI paid $100.0M on 29 Aug 2023 for the casino land, about $4.3M an acre. The price reflects a 99-year ground lease at $8.0M a year, not open-market land (GLPI 2023 10-K, s12).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Public bodies own the biggest blocks of Rockford ground. The Greater Rockford Airport Authority holds about 2,700 acres inside the city. The Park District holds about 1,860 acres, and the school district and the City about 720-745 acres each. The Rockford Housing Authority is the largest holder by count of small parcels after the City. Three hospital systems (Mercyhealth, SwedishAmerican and OSF) and Rockford University each hold 100-300 acres. Counts come from the county assessor's free owner-name search (s1), one search per name variant. A parcel is counted as in the city when the centroid of its WinGIS polygon falls inside WinGIS's Rockford municipal boundary (s7), and acreage is the WinGIS polygon area. Both are approximations, not the assessor's own totals.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Rockford builds very few new homes. The Census Building Permits Survey counts 124 single-family permits in the city in 2025 ($35.7M of construction) and no multifamily units at all. Winnebago County as a whole permitted 309 single-family homes and no multifamily. None of the national builders (D.R. Horton, Lennar, PulteGroup, NVR, M/I Homes) holds a single parcel in its own name anywhere in the county. The builders that do appear are small: a nonprofit and a local construction firm. Figures are parcels held in the builder's own name on the county roll, which are lots and unsold homes, not closings.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Rockford's large private holdings are owner-occupiers: the aerospace plant, the hospital campuses and the big-box stores. Investor landlords are rarer. The one institutional real-estate owner found is a casino REIT that bought the Hard Rock land. Institutional single-family rental, so visible in Sun Belt cities, barely registers: American Homes 4 Rent holds 20 parcels county-wide and only three inside the city, and owner searches for Progress Residential, Invitation Homes, VineBrook, FirstKey and Home Partners return nothing. A ranking of the largest commercial landlords cannot be built from the free, one-name-at-a-time search. It would need WinGIS's licensed bulk file, so the list below holds only entities checked by name.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Sale prices: Illinois transfer declarations surface per parcel on the Rockford Township Assessor's site, which sits behind a Cloudflare challenge. So no sale price except GLPI's $100.0M could be read, and no condo, apartment or office sale is priced here.
  • A ranked list of Rockford's largest private commercial landlords: it needs WinGIS's licensed bulk parcel file or the township's sales records. Neither was used.
  • The members of Amerock LLC, Rockford Faust Ltd Partnership and 815 Ent Lessee LLC: no filing we opened names them.
  • The brand and operator of the hotel at 416 S Main St, and whether the Amerock LLC parcel is the former Ziock/Amerock building: not stated by any source opened.
  • The corporate links between Rockford Memorial Hospital and Mercyhealth, between Swedish American Realty Corp and UW Health, and between Hamilton Sundstrand Corporation and RTX/Collins Aerospace: none is stated in a source opened.
  • The capacity in which the Winnebago County Trustee holds about 100 city parcels.
  • Who holds the operating rail corridors (Union Pacific, Canadian National/Illinois Central): they do not appear under a railroad's name on the county roll.
  • Apartment sales reported in trade press (Breckenridge Apartments, Valkommen Plaza, Briargate Apartments): seen only in search results. The owning LLCs were not matched to the roll, so none is recorded.
