Roanoke, Virginia

Roanoke publishes its whole real-estate roll free on its open-data hub, so the owner, 2026 assessment and last two sales of all 44,489 parcels can be read without an account; the Carilion health system, the City itself, the airport commission, the water authority and Norfolk Southern hold the city's largest blocks of ground.

Can you find out who owns it?

Virginia records title by deed, and Roanoke, an independent city outside Roanoke County, keeps its deeds at the Roanoke City Circuit Court Clerk. The City's Office of Real Estate Valuation assesses every parcel each 1 January, and the City publishes the whole roll as a free 'Parcels' dataset on its ArcGIS open-data hub: owner of record, mailing address, land and building values for two years, and the last two sales with date, price, grantor and instrument number. Virginia law will not record a deed unless its consideration is stated on the first page, which is why prices appear. The City's main website (roanokeva.gov) is behind a Cloudflare block, so the Clerk's own fee schedule was not read.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Public bodies and the hospital system hold the big ground. The City of Roanoke is the largest landowner by far (parks, Mill Mountain, the civic centre); the airport commission, Norfolk Southern's rail corridor and the regional water authority come next by acreage. Carilion is the largest private holder by value. Counts are from the City's 2026 roll (s1), grouping the owner-name spellings the roll uses; names of private individuals on the roll are not reproduced.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Roanoke is built out and adds few new houses: the Census Bureau counts 88 single-family permits in 2025 against 316 units in eight apartment buildings (s15). New houses are mostly infill by local builders, and much of the trade is renovate-and-resell. With no year-built field on the open roll, builders are counted here by single-family sales they made as grantor in 2024-2026 (s1); the largest single-family-rental holders are listed by parcels held. Builders named after a private person are left out.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

No REIT dominates Roanoke. The hospital system is the largest commercial-class owner; CBL's Valley View Mall is the only listed-REIT asset of scale; the rest is held by single-asset LLCs and out-of-town buyers. Figures are 2026 City roll values (s1) for commercial/industrial and commercial-vacant classes unless stated.
