Can you find out who owns it?

Virginia records title by deed, and Richmond, an independent city with no county, keeps its own deeds at the Circuit Court Clerk in the John Marshall Courts Building. Land records are open at the Clerk's office, with copies at 50 cents a page; remote access is by subscription at $50 a month per user, six months paid in advance. The City Assessor publishes its whole roll free as a monthly Excel download, with the owner of record, mailing address and assessed values for every parcel, and a second file of every recorded transfer with price, deed reference, deed type and the grantor and grantee named. Virginia law makes every deed state its consideration on the first page.

James Monroe Building
101 N 14th St
Office Commonwealth of Virginia (Department of General Services)
The roll lists 101 N 14th St as a 25-storey Class A/B office building, built 1976, on 3.05 acres, owned by 'COMMONWEALTH OF VIRGINIA DEPT OF GENERAL SERVICES' and assessed at $77.8M (exempt code 200, PILOT/partial). The transfer file records a $0 deed in 2017 moving title from the Division of Engineering to DGS (ID2017/3459). The roll does not name buildings. The link between this address and the James Monroe Building name comes from general knowledge, not from a document opened here, so this entry is tier B. A DGS parking page confirms a 'James Monroe Building Deck' in the Capitol complex.

It says the sponsor acquired the two 21-storey towers in January 2016, then 83.4% leased. The loan was a $146.0M whole loan plus $25.0M mezzanine. Hines REIT's 2015 10-K says its Core Fund sold the property in December 2015, receiving $67.1M net. Earlier deeds: $174.1M (1998), $232.9M (2005), $277.5M (2006). 919 E Main St (roll: 911 E Main St)
Office Parma Richmond Owner LLC
The roll lists a 25-storey office building, built 1982, owned by 'PARMA RICHMOND OWNER LLC C/O PARMENTER LLC', assessed at $51.1M. In the transfer file, Crestar is grantee in 1980. The SunTrust Center name and the 2016 recapitalisation appear only in Richmond BizSense search results. That host's robots.txt disallows our crawler, so the articles were not opened and the building's current name is not established.

Dominion Energy's FY2025 10-K says it 'owns five corporate offices in Richmond' and leases others, including its principal executive office. Its Exhibit 21 lists 'Dominion Energy Services, Inc.' (Virginia). That this is the renamed Dominion Resources Services is inferred from the names, so the entity link is tier B.

The core land

The most valuable ground in the city, and what the public record says about it.

Richmond's most valuable ground is the government and medical district around Capitol Square. There the Commonwealth, VCU and its hospital, the Federal Reserve and Dominion Energy all sit within a few blocks of the James River office towers. Every figure is the 2026 land-book assessment in the Assessor's free monthly roll (September 2026 file). The roll assesses exempt public property as well as taxable property.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Richmond's whole roll is public, so the largest holders can be counted rather than guessed. The Assessor's September 2026 file lists 76,976 parcels assessed at $56.06B. Public and institutional owners dominate the top of it: Virginia Commonwealth University alone holds $2.48B, the Commonwealth $1.44B and the City $1.33B. Each figure below groups every spelling of the owner's name on the roll (owner lines plus care-of lines); attention lines naming employees are left out here. Railway figures include the state-assessed public-service-corporation lines, which have no street address or acreage. Values are 2026 land-book totals, including exempt property, which the roll still assesses.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Richmond builds mostly apartments. In 2025 the city permitted 2,681 new housing units: 2,252 of them in 23 buildings of five or more units, 368 single-family houses, 44 in two-unit buildings and 17 in three- and four-unit buildings. In 2024 it permitted 2,540, of which 2,077 were in five-plus buildings (Census Building Permits Survey, annual place file). For-sale building is therefore small and fragmented. The figures below count new homes (built 2024 or later) sold in calendar 2025 by each seller named as grantor in the Assessor's transfer file: 449 such sales in all. Large apartment developers do not appear in it, because they keep what they build.

NameTypeNew homes sold in the city, 2025
HHHunt (HHHunt Homes LC and HHHunt Kinwick LLC)
The largest new-home seller in the transfer file: 51 sales as 'HHHUNT HOMES LC' (median $309,060) and 51 as 'HHHUNT KINWICK LLC' (median $601,000), all of homes built 2024 or later and sold in 2025. Treating the two names as one firm is our grouping from the shared name; nothing opened here documents the corporate link. The roll gives no ownership detail beyond the LLC names. 2025 sales computed from the Assessor Transfers file, 2026-09-23.
Private company 102 salesB
NVR, Inc. (Ryan Homes)
Sold in 2025 under the grantor name 'NVR INC' itself (median $283,680), so no subsidiary needs tying. NVR's FY2025 10-K says it builds under three trade names (Ryan Homes, NVHomes and Heartland Homes), that Ryan Homes operates in 37 metropolitan areas including Virginia, and that one of its ten building-products production facilities is in Richmond, Virginia. The Exhibit 21 subsidiary list holds only finance and settlement companies.
Public company 45 salesA
Watchtower Homes and Construction LLC
Three spellings on the transfer file: 'WATCHTOWER HOMES AND CONSTRUCTION LLC' (17), 'WATCHTOWER HOMES & CONSTRUCTION LLC' (5) and 'WATCHTOWER HOMES AND' (4). Median price about $400,000. Homes built 2024 or later, sold in 2025. Assessor Transfers, 2026-09-23.

A single-purpose entity named for a townhouse project. 27 sales in 2025, median $341,000. The transfer file does not name a parent and none was established. Assessor Transfers, 2026-09-23.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Inside the city limits, listed REITs own little. A search of the September 2026 roll for the large US REITs finds a handful of parcels. Richmond's downtown office towers are held mostly by private single-asset partnerships (see the marquee list), and Highwoods, the REIT with the largest Richmond office market in its filings, holds only one building on the city roll. The holdings below are what the Assessor's roll names inside the city, tied to the parent's own SEC filing where one was opened. Assessed values are 2026 land-book figures.

Highwoods' FY2025 10-K reports its Richmond market at 1,740,000 rentable sq ft, 84.9% occupied, 4.8% of annualised GAAP rental revenue, and $147.1M of segment assets. Its Schedule III lists more than twenty Richmond-market properties (e.g. 4900 Cox Road, Highwoods One, Innslake Center), almost none of which appear on the city's roll. Inside the city the roll shows only One Shockoe Plaza (106 Shockoe Slip, a commercial condo assessed at $25.1M) and two air-space parcels, owned by 'SHOCKOE PLAZA INVESTORS LC C/O HIGHWOODS PROPERTIES'.
