Raleigh, North Carolina
Wake County publishes the owner of record and assessed value of every parcel in Raleigh free, and North Carolina's deed excise stamps put a price on most recorded sales, but most towers stand in single-purpose LLCs and a sale of the company that owns a building leaves no price.

North Carolina records title by deed with the county Register of Deeds; Raleigh is almost all in Wake County, with a sliver in the west inside Durham County, whose records are separate. Wake County Tax Administration offers a free download of 'ownership, sale information and property details for all Wake County real estate parcels', refreshed daily, and a 24-month qualified-sales file. Prices reach the record because the seller pays deed excise tax of $2 per $1,000 ($1 per $500). The limits: Wake's download host disallows automated access, so this record reads the County's roll through the State's NC OneMap copy, which carries owners and values but no prices; towers sit in single-purpose LLCs; and a sale of the owning company shows no price.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

| PNC Plaza 301 Fayetteville Street, Raleigh |
Office | Highwoods Properties (Highwoods Realty Limited Partnership) Highwoods' FY2025 10-K Schedule III lists 'PNC Plaza', office, built 2008, at a gross carrying amount of $67.4M ($1.2M land) with no encumbrance. The State's copy of the Wake roll names Highwoods Realty Limited Partnership on the 301 Fayetteville St condominium parcel (deed 014086/00133, 22 Sep 2006), assessed at $0 because the value sits on the unit records, which the copy does not carry. The address comes from a 2014 SEC credit agreement giving PNC Bank's address as 'PNC Plaza 301 Fayetteville St.' Developed by Highwoods, not bought, so there is no purchase price. |

| Wells Fargo Capitol Center 150 Fayetteville Street, Raleigh |
Office | Highwoods Properties (HRLP Fayetteville LP) The roll names HRLP Fayetteville LP, assessed at $126.2M in the City's July 2025 export and $123.2M in the May 2026 State copy ($24.1M land), on 1.21 acres. The County's sale record carries $148,000,000 on 30 Jul 2021. Highwoods' FY2025 Schedule III lists '150 Fayetteville', office, built 1991, at a gross $183.1M with a $104.7M encumbrance, and Highwoods gives Suite 1400 there as its executive offices. The building name comes from a 2020 SEC exhibit letterhead: 'Wells Fargo Capitol Center 150 Fayetteville Street'. That HRLP Fayetteville LP is Highwoods' entity is inferred from the matching Schedule III entry. |
REIT | $148,000,000 2021-07-30 Deed 018624/02140 to HRLP Fayetteville LP; price on Wake County's sale record (City export, Jul 2025). B |

No opened document names the trust or its beneficiary, so who stands behind the trustee is not established. Red Hat's 2019 proxy names 'Red Hat Tower 100 East Davie Street' as its corporate headquarters. That is a tenancy, not ownership. |

| Raleigh Union Station 510 West Martin Street, Raleigh |

It records 288,965 riders in FY2025. GoTriangle opened a separate Raleigh Union Station bus facility in July 2025, whose title was not checked. |

No parcel in the City stands in the Centennial Authority's name. Search results show the City's Centennial Authority page giving this address and reporting that the Authority owns the arena (now called Lenovo Center), but raleighnc.gov is behind Cloudflare and was not read. The record therefore gives only the owner of record. |

The core land
The most valuable ground in the city, and what the public record says about it.
Raleigh's most valuable ground is public. State of North Carolina parcels lead, followed by the County's justice and office buildings downtown, two hospital campuses and NC State's Centennial Campus. Downtown towers along Fayetteville Street come next, held by a REIT (Highwoods) and single-purpose partnerships. Parcels were placed in the City by matching the State's copy of the Wake roll (17 May 2026) against the City's corporate-limits layer. That gives 138,817 Wake parcels, and the City's own July 2025 export counts 138,385. Values are assessed values from the 2024 revaluation. Exempt public parcels are valued on this roll.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
The largest holders of land in Raleigh are public. The State of North Carolina holds the most valuable ground, including the Capitol complex, the State government district and large tracts in the north-west. The City holds the most parcels, then the school board and Wake County. Private concentration appears in rental housing and on Highwoods' office parks rather than in land. Counts group every spelling of an owner's name on the Wake roll (May 2026 State copy), limited to parcels inside the City's corporate limits. Acres are GIS polygon areas. Exempt public parcels carry assessed values on this roll.

| State of North Carolina Four spellings ('North Carolina State of' 150, 'State of North Carolina' 27, 'The State of…' 2, '…State of the' 1). The largest are 2 Watauga Club Dr ($995.9M, 468.5 acres), 8825 Glenwood Ave (5,244 acres) and 501 N Salisbury St ($439.0M). The arena parcel at 1400 Edwards Mill Rd ($356.0M) and the Capitol are included. Separately, NC Department of Transportation holds 24 parcels ($28.0M) under six spellings. |
Government | 180 parcels, about 8,524 acres, $6.40BA |
| City of Raleigh Five spellings, mostly 'Raleigh City of' (935) and 'City of Raleigh' (130). Includes the convention centre (500 S Salisbury St, $297.0M), Union Station and the Dix Park campus. The City's own layer lists 1,238 fee parcels, some outside the limits: Lake Benson (664 acres), the Wilders Grove landfill and water-treatment land. The separate Housing Authority of the City of Raleigh holds 307 parcels ($324.3M) under 18 spellings. |
Government | 1,068 parcels, about 6,775 acres, $2.62BA |
| Dorothea Dix Park (City of Raleigh) Dix Park says 'The City of Raleigh owns and operates Dix Park', a '308-acre destination'. The City's property layer shows 1200 Lake Wheeler Rd (154.02 acres, $152.2M) and 1987 Umstead Dr (143.59 acres, $52.4M, described as a recombination of 'State of North Carolina prop', 2015) on the same deed, 016095/01482, both coded 'Hospital' on the roll. These parcels are counted within the City's total above. Dix 3 Owner LLC and Dix 4 Owner LLC are private and are not the park. |
Government | About 298 acres in two City parcels, $204.6M (park: 308 acres)B |
| Wake County Board of Education (WCPSS) Six spellings ('Wake County Board of Education' 41, 'Wake Cnty Board of Education' 35, and variants with old school names). The largest are 2300 Wakefield Pines Dr ($129.2M) and 8410 Pride Way ($113.8M). |
Government | 80 parcels, about 1,666 acres, $2.04BA |
| Wake County Five spellings. Downtown justice and office buildings dominate: 330 S Salisbury St ($532.6M), 316 Fayetteville St ($78.0M). Also 3301 Hammond Rd ($185.7M). Two parcels are held jointly with the City ('Wake County of Raleigh City of', 415 acres). |
Government | 51 parcels, about 435 acres, $1.14BA |
| NC State University (Endowment Fund board) Nine spellings of the Board of Trustees of the Endowment Fund of NC State University (one misspelt 'Endownment', one 'Broad of Trustees'). Almost all the value is 0 Centennial Pkwy ($502.2M, 746.8 acres). Land titled to the State of North Carolina is counted under the State, and no opened source shows how much of it the university uses. |
Institution | 33 parcels, about 808 acres, $555.7MA |
| Duke Energy Progress 'Duke Energy Progress Inc' (39), 'Duke Energy Progress LLC' (3), and legacy 'Progress Energy' names (3). The largest are 4401 Auburn Church Rd (107.8 acres) and 411 Fayetteville St downtown ($25.5M). Its line and plant value is taxed separately. Duke Energy Progress is Raleigh's #3 taxpayer at $441.9M (Wake Top 50, 2025). |
Public company | 45 parcels, about 363 acres, $169.9MA |
| GoTriangle (Research Triangle Regional Public Transportation Authority) Three spellings of 'Research Triangle Regional Public Transportation Authority', all downtown: 200 S West St ($16.3M), 324 and 406 W Lane St. GoTriangle's own site calls the authority the 'Research Triangle Regional Transportation Authority operating as GoTriangle'. The match between that name and the roll's longer name is this research's. |
Government | 5 parcels, about 4 acres, $24.3MB |
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
New homes in Raleigh are built mostly by national public builders, plus two builders, DRB Group and Stanley Martin, whose parent companies no opened filing names. Most of the volume is townhouses. The Census place file counts 1,343 one-unit permits in the City in 2025 ($540.1M) and 3,317 units in 46 buildings of 5+ units: 4,738 units in all, down from 5,044 in 2024. No Raleigh builder league table is published, so the figures below come from the City's own permit data, which names the contractor on each permit. 'Permits' means 2025 permits for new detached houses and townhouses. Parcels in the builder's own name on the Wake roll (May 2026) are shown for scale.

| Lennar (Lennar Carolinas, LLC) The largest single builder in the City's 2025 permits. It holds 100 parcels in Raleigh on the roll ($31.2M). Lennar's Exhibit 21 lists Lennar Carolinas, LLC (Delaware). |

| KB Home (KB HOME Raleigh-Durham Inc.) Holds 194 Raleigh parcels on the roll, 168 with no building value yet (lots). KB Home's Exhibit 21 lists KB HOME Raleigh-Durham, Inc. |
Public company | 126 permits (64 detached, 62 townhouse)A |
| DRB Group - North Carolina, LLC Holds 107 parcels as DRB Group North Carolina LLC, 92 without buildings. No opened filing names its parent, so its ownership is not stated here. |
Private company | 100 permits (95 townhouse)A |
| D.R. Horton, Inc. (t/a Emerald Homes) Permitted as 'D.R. Horton, Inc. T/A Emerald Homes'. Holds 150 parcels under three spellings of the parent's own name ('D R Horton Inc', 'DR Horton Inc', 'D.R. Horton Inc.'), 145 without buildings. |
Public company | 95 permits (57 townhouse, 38 detached)A |
| Stanley Martin Homes, LLC The largest builder-held lot bank in the City: 326 parcels, 314 without buildings. No opened filing names its parent. |

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Raleigh's office market is led by one Raleigh-based REIT, Highwoods, which is the City's largest taxpayer. Apartments are a larger landlord class, held by listed REITs (MAA, Camden), Starwood's non-traded SREIT and many single-purpose LLCs. Several thousand single-family houses are held by rental platforms as borrower and property LLCs. REIT market figures cover the metro; roll figures cover the City only.

| Camden Property Trust FY2025 10-K: 95.3% occupancy, $1,649 average rent. Camden Village District (369 homes, $139.2M) was in lease-up. Camden Summit Partnership LP (in Camden's Exhibit 21.1) is #16 on Raleigh's 2025 taxpayer list at $168.6M. Roll counts exclude unrelated 'Camden' homeowner associations. |
REIT | 11 communities, 4,041 homes (Raleigh market)A |
| Macerich Bought on 23 Jun 2025 'for approximately $290 million', then borrowed $160M against it. The roll names Crabtree Owner LLC (#8 taxpayer, $213.7M). The County sale record matches the price: three parcels totalling $289.5M on 26 Jun 2025. |
REIT | Crabtree Mall, about 1.3M sq ftA |
| American Homes 4 Rent FY2025 10-K: 3.6% of its portfolio, $443.0M gross book value. In the City, 724 parcels stand in AMH-named borrower and property entities (AMH 2014-3 Borrower LLC, AMH NC Properties LP and others), $257.9M. 'AMH Borrower' is #14 on the taxpayer list. |

| Invitation Homes Held as 2018-4 IH Borrower LP, IH6 Property North Carolina LP, IH3 Property North Carolina LP and others, $77.0M assessed. All three are in Invitation Homes' Exhibit 21.1. Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- FNB Tower (501 Fayetteville St). The State's roll copy shows only the condominium master parcel, held by a Charter Square owners' association at $0. A taxpayer named '501 Fayetteville Owner LLC' is #45 on Wake's 2025 Raleigh Top 50 ($105.6M), but no opened record ties it to the tower's units. Owner not established, so the tower is not a marquee entry.
- PNC Arena / Lenovo Center: search results show the City's Centennial Authority page and a news report saying the Centennial Authority owns the arena. The roll's owner of record for 1400 Edwards Mill Rd is the State of North Carolina, and raleighnc.gov (Cloudflare) and prismnews.com (503) could not be read. How title and the Authority's interest relate is not established.
- Who stands behind the single-purpose owners: the trustee of record at 100 E Davie St (Red Hat Tower), Phoenix Limited Partnership of Raleigh, North Hills Owner LP and North Hills Tower II LLC, St Albans LLC (#6 taxpayer, $251.2M), HCH Raleigh RE, Columbia Village District LLC, USEF Edwards Mill Owner LLC and others on the Top 50.
- Sale prices after July 2025. Wake's daily sales and qualified-sales files sit on services.wake.gov, which disallows robots. The State's May 2026 copy carries no prices. Prices here come from the City's July 2025 export of Wake data, so sales from mid-2025 to now (including Highwoods' Bloc 83 JV, January 2026) are not priced from the record.
- Distressed sales: Wake marks foreclosures as 'disqualified' in its qualified-sales file, which could not be fetched. The July 2025 export gives only each parcel's latest sale, not the prior one or the deed type, so no trustee-deed or far-below-prior sale could be established. Low sale-to-assessment ratios in that file are mostly portfolio deeds apportioned across parcels and are not reported as distress.
- Sales of companies rather than buildings leave no price on the record. Two Hannover Square (deed 1993), Red Hat Tower (deed 2003) and North Hills (deed 2019) all show no recorded price.
- The parents of DRB Group - North Carolina, LLC and Stanley Martin Homes, LLC. No opened filing names them.
- Builder figures are 2025 City permits naming the contractor, plus parcels in the builder's own name. Lots held by land bankers or option sellers are not counted. 75 detached and townhouse permits name no contractor.
- Condominium towers (residential units at PNC Plaza, Red Hat Tower, FNB Tower and others) are owned unit by unit, partly by private individuals, and are not named.
- City limits come from the City's dissolved corporate-limits layer, last edited July 2024. Annexations since then are not reflected. The City's July 2025 export (138,385 Wake + 1,032 Durham parcels coded Raleigh) agrees within 0.3%.
- Nareit and CoStar-type landlord rankings remain paywalled or blocked (national pack gaps), so the commercial list is built from 10-K filings, Exhibit 21 lists, the Wake Top 50 taxpayer list and the roll.
