Portland, Oregon

Oregon deeds must state the price paid, and the City of Portland republishes Multnomah County's roll every week on a free map service that names the owner and last sale price of each tax lot — but condominium towers show only an association, the County's own search sits behind a CAPTCHA, and downtown office has sold for a fraction of earlier prices since 2023.

Can you find out who owns it?

Oregon records title by deed with the county clerk, and every deed conveying fee title must state on its face the true and actual consideration paid (ORS 93.030), so prices are on the public record. Portland lies mostly in Multnomah County, which this record covers; small parts are in Washington and Clackamas counties. The City republishes the Multnomah roll weekly on a free map service naming the owner of record, the last sale date and price and the assessor's values for each tax lot, though its terms bar onward distribution. The County's own property site needs a disclaimer and CAPTCHA, its recorded-document site is a subscription, and bulk files are sold. Oregon bars local transfer taxes except those in force on 31 March 1997 (ORS 306.815).

The core land

The most valuable ground in the city, and what the public record says about it.

Portland is mostly in Multnomah County; this record uses the Multnomah tax lots that carry 'PORTLAND' as site city in the City's taxlot service (which includes some unincorporated land with a Portland address and excludes the small parts of the City in Washington and Clackamas counties). Values are the assessor's real market values as the service carries them, with the market-value year shown as 2023 even though owners and sales are refreshed weekly (last source update 21 Sep 2026); exempt public property carries a $0 total. Downtown office has been sold far below earlier prices since 2023.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Portland's largest landholders are public. The City of Portland holds about 7,600 acres across some 3,080 tax lots — mostly parks and natural areas, plus Bull Run water and Rose Quarter land — and the Port of Portland 6,500 acres, most of it Portland International Airport and the Columbia River industrial land. Metro holds 2,760 acres of natural areas, cemeteries and the closed St Johns landfill. Totals sum Portland-addressed Multnomah tax lots by owner-name variants in the City's taxlot service on 13 Oct 2026; acres are the assessor's lot areas, values the assessor's land market values. Exempt public land carries a $0 total. Lots an owner holds under other name variants are missed.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Portland builds new homes as infill. In 2025 the City permitted 1,223 new units: 703 single-family houses, 22 units in 11 duplexes, 12 in three- and four-unit buildings, and 486 in 13 buildings of five or more units (Census Bureau) — a small apartment pipeline by recent standards. The national public builders are absent inside the City; their Multnomah County lots are in Gresham and Troutdale. No Portland builder league table exists. Figures below count tax lots built 2023–2026 still held in a builder's name (homes not yet sold), or, for the national builders, lots held in the county, from the City's taxlot service on 13 Oct 2026. Sponsors behind local LLCs are not named on the record.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Downtown Portland's towers mostly sit in single-purpose LLCs whose sponsors no record opened here names, and several have changed hands since 2023 at a fraction of earlier prices: Big Pink, PacWest, Montgomery Park, the Commonwealth Building. Listed REITs are few: American Assets Trust holds Lloyd District and downtown office and apartments, and Prologis the industrial land along the Columbia. The largest private holder by value is a local firm, Weston Investment Co. Roll figures are Portland-addressed Multnomah lots; REIT figures are as each 10-K states them.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Big Pink's and PacWest's 2025 prices are as Willamette Week reported them (about $45M; $55.7M). The deeds stating the consideration were not opened — MultcoRecords.com is a subscription and the County's property site is CAPTCHA-gated — and the condominium units of Big Pink carry no price in the City's service.
  • Whether PW Portland LLC is Fountainhead Development's vehicle: the roll gives only a Fairbanks mailing address.
  • The sponsors behind SOF-XI WFP Owner LLC (Wells Fargo Center), One Thousand Broadway Building LP, Fox Tower Building LLC and West Park Avenue LLC. No filing opened here names them; EDGAR full-text searches for the buildings and entity names returned nothing relevant.
  • Montgomery Park's earlier price and the foreclosure that preceded the $33M deed: the current roll record shows only the last sale, not the deed type or the prior price.
  • The operators' leases at Moda Center and Providence Park: the roll states a leasehold (Portland Arena Mgmt LLC; a Providence Health leased account) but no terms were opened.
  • Washington County's surviving transfer tax (rate and scope): its site returned 403. ORS 306.815(4) shows only that pre-1997 taxes survive.
  • Market values in the City's service show market-value year 2023 for Multnomah lots although owners and sales are weekly; whether the County's 2024–2026 values differ was not checked against multcoproptax.com.
  • Landowner totals use Portland site addresses in Multnomah County, which include some unincorporated land and miss the City's parts of Washington and Clackamas counties; owner-name variants not matched are missed.
  • Commercial REIT figures from Prologis' 10-K are for its Portland market, metro-wide, not the City alone.
