Paducah, Kentucky
McCracken County's Property Valuation Administrator publishes the owner of every parcel in the county as a free public map layer hosted by the city-county GIS office, so who owns Paducah — from the riverfront hotel ground to Kentucky Oaks Mall — can be read without an account; sale prices sit on a parcel-search host that refuses automated reading.

Kentucky records title by deed with the county clerk; there is no state title register. Every deed must state the full consideration under a sworn certificate (KRS 382.135), and the grantor pays a transfer tax of $0.50 per $500 of declared value (KRS 142.050). In McCracken County the elected Property Valuation Administrator (PVA) values all 35,000-odd parcels; the City of Paducah and county GIS office (MAP GIS) republishes the PVA's owner of record for every parcel as a public ArcGIS layer, free and without registration. The PVA's own parcel and sales search, which also gives sale prices, runs on a third-party qPublic host whose robots.txt excludes us, and the County Clerk's deed site does the same.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

| Holiday Inn Paducah Riverfront 600 North 4th Street |
Hotel | City of Paducah PVA roll (s1): parcel 111-24-05-001 at 600 N 4th St, 1.31 acres, owner 'CITY OF PADUCAH KENTUCKY', class exempt-city, deed 1185-732; a separate record 111-24-05-001P at the same address is assessed to Paducah Riverfront Hotel LP. The City's project page (s9): a development agreement with 'Paducah Riverfront Hotel (LinGate Hospitality)'; 'the City of Paducah will lease the hotel property to the developer for a term of 20-years with the property to revert to the developer at the end of the term'; 123 rooms, an '$18 million dollar project', a $900,000 city allowance; opened 19 July 2017. So the City holds title now and the hotel company is the lessee due to receive it. |

Wikipedia (s11): opened 1982, 'developed by the Cafaro Company, which owns and manages it'; 1.3M sq ft GLA. The roll names the mall company, not Cafaro; the link between the two rests on Wikipedia. No sale price is on any source opened (the PVA sales search is on a host that excludes us). |

Civic | City of Paducah PVA roll (s1): parcel 112-14-21-001 at 300 S 5th St, 2.6 acres, owner printed 'CITY OF PUBLIC IMPROVEMENT', class 'EXEMPT CITY (94)', deed 444-292. The City (s10, s15) places City Hall at 300 South 5th Street; 'the building and grounds ... encompass a city block'; designed by Edward Durell Stone, built 1963-65; three levels; rehabilitated 2017-19 with State Historic Preservation Tax Credits (A&K Construction contract $4,165,285 after Change Order No. 5). The roll's owner string appears truncated; the exempt-city class is the PVA's own statement that the City owns it. |

The Carson Center (s12) gives its location as 100 Kentucky Avenue and describes itself as a 501(c)(3) charitable organization; main hall seats 1,806. Wikipedia (s14): completed downtown in 2004. So the ground and building are on the roll as City property and the charity operates the hall; the terms between them were not found. |

Civic | Paducah-McCracken County Convention Center Corporation PVA roll (s1): parcel 111-24-08-001.01 at 415 Park Ave, 9.2 acres, owner 'PADUCAH MCCRACKEN COUNTY CONVENTION CENTER', class exempt-county, deed 1382-92; a second parcel at 711 N 6th St (4.9 ac, deed 1333-286) is owned by 'PADUCAH MCCRACKEN COUNTY CONVENTION CENTER CORPORATION'. The City's hotel page (s9) places the Holiday Inn Riverfront next to the Julian Carroll Convention Center. That the 415 Park Ave parcel is the convention hall itself rests on the owner name and location, not on a document naming the address. |

Next door, 4430 Sunset Ave (24.9 ac, deed 1164-360) is 'COMMONWEALTH OF KENTUCKY C/O MSU PADUCAH CAMPUS'; Wikipedia (s14) gives Murray State's Paducah campus as a 43,000 sq ft building on a 23-acre site adjacent to WKCTC, opened 2014. WKCTC (s13) is part of the state KCTCS system, on Alben Barkley Drive since 1964. |

The building's name and tenants were not established from a source opened, so it is recorded only as the federal holding downtown. |

The core land
The most valuable ground in the city, and what the public record says about it.
The open owner layer carries no values, and the PVA's per-parcel assessments sit on the qPublic host that excludes us, so the single most valuable parcel in Paducah could not be read. What the public record does give is the county's taxable base, the city's tax rate, and the size of the largest holdings, all below.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Public bodies dominate the ground. Of about 12,400 acres of parcels in Paducah's two tax districts, the City itself holds about 866 acres on 218 parcels (parks, City Hall, the Carson Center ground, the former Executive Inn site), a city-county industrial development authority about 538, and the Commonwealth about 213 above the riverbed. Hospitals, the housing authority, utilities and the riverport follow. Barkley Regional Airport (935.7 acres on 7 parcels) and most federal land (3,025 acres county-wide, chiefly the U.S. Fish & Wildlife Service) lie outside the city. Counts are summed by owner name on the PVA layer (s1); acreages are the layer's computed figures.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Paducah builds few new homes: the PVA counted 14 new-construction deeds and 14 vacant-lot/builder deeds county-wide in 2025, against 546 arms-length sales (s17), and carries 111 open new-house permits across the county (s18). No league table of builders exists for the market, so the list below is the companies holding the most residential-class parcels in the city on the PVA layer (s1) — developers holding subdivision lots and rental companies — not a measure of homes built.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Paducah has no REIT-scale landlord. Commercial ground is held by a regional mall company, national retailers who own their stores, a local software company's campus, and a set of local holding companies; counts below are by owner name on the PVA layer (s1), within the city's tax districts. Floor areas are not on the layer.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Sale prices for the marquee properties: the PVA's qPublic sales list and the County Clerk's deed index both disallow our crawler in robots.txt, so no price or sale date is recorded.
- The relationship between Kentucky Oaks Mall Co (owner on the roll) and the Cafaro Company (owner per Wikipedia) was not established from a filing.
- Assessed values: no per-parcel value is on the open layer, so no 'highest assessed parcel' is given.
- Single-family rental holders: several of the largest residential-parcel holders are companies whose names are a person's full name; they are left out under the naming rule, so the residential list understates concentration.
- Robots judgement: services1.arcgis.com (the ArcGIS host of the PVA layer) answers /robots.txt with HTTP 403 'Invalid URL' (a 4xx, not a challenge page); it was treated as no robots restriction, as in earlier records (Murfreesboro). Flagged for Jim's pending robots-403 ruling.
