Oakland, California
Oakland publishes every parcel's value but no owner, and the filings that do name owners tell a story of distress: two downtown towers 44-55% let and in default, an SEC-filed appraisal at $39.5M against a $205M cost, office sales at $78-$161 a foot - while PG&E paid $906M for Kaiser Center and the Port of Oakland holds 3,900 acres of airport and seaport.

California has no public register of title and keeps owners' names off the open record. Alameda County publishes every parcel as open map data with its assessed land and improvement values, use code and the number and date of its latest recorded document, but no owner name and no sale price. Finding the owner means buying a copy of the deed from the Clerk-Recorder at $3.50 a page. Each sale pays the County's documentary transfer tax of $0.55 per $500 and Oakland's own tiered conveyance tax of $10, $15, $17.50 or $25 per $1,000 depending on price (fee schedule effective 1 January 2024).

On 9 July 2026 CMCT reported (s4) a maturity-default notice on the building's $97.1M non-recourse mortgage (borrower CIM/Oakland 1 Kaiser Plaza, LP; JPMCC 2016-JP3), saying it 'elected not to invest additional capital in the asset that would have been required to refinance'. Land | Port of Oakland The Port's 6 Sep 2024 release seeks a developer for 'its 50-acre Howard Property', a former marine terminal unused for cargo since 2013, now on 'mostly short-term property rental agreements' for container parking and depot uses. The Port's 2019 exclusive negotiation term sheet with the Oakland A's for a ballpark expired in May 2023. The core land
The most valuable ground in the city, and what the public record says about it.
Alameda County's open parcel layer carries every parcel's assessed land and improvement values and its latest recorded document, but no owner. Under Proposition 13 a value resets to the purchase price on a change of ownership and then rises at most 2% a year, so a recently traded tower is carried near its price and an old holding far below market. Figures were read from the layer in October 2026 (2025-26 roll values).
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Oakland's largest landholder is public, and the biggest of all is a city department: the Port of Oakland holds the airport and the seaport - 3,900 acres between them by its own count - plus Howard Terminal, Jack London Square's waterfront and the shoreline park it leases to the regional park district. The City and County each own half of the 112-acre Coliseum complex, which the City is selling. The State's holdings are offices rather than land. On the County's open layer 4,967 Oakland parcels carry no assessed value at all, and owner names are absent on every parcel, so private landholdings cannot be ranked from the public record. Figures are as each owner states them.

| Port of Oakland The Port's About page: Oakland Seaport 1,300 acres, 4 marine terminals; OAK 2,600 acres, 'exclusively owned and operated' since 1927; it 'oversees... nearly 20 miles of waterfront including Jack London Square'. It also holds the 50-acre Howard Property (s12) and leases the 748-acre Martin Luther King Jr. Regional Shoreline to the East Bay Regional Park District (s26). The Port describes its Board as overseeing 'this state tidelands trust'. |

The City's citywide parks and building inventory (in its ACFR) could not be read because oaklandca.gov refuses automated requests. |

| East Bay Regional Park District The District's own pages: Reinhardt Redwood is a '1,833-acre park' entered from Redwood Road in Oakland (s29) - the page does not say how much lies inside the city; the 748-acre MLK Shoreline is 'leased from the Port of Oakland', so the District is the tenant there, not the owner. District-wide it holds 73 parks and 126,809 acres in two counties (s28). |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Oakland has stopped building. The Census Bureau's permit survey (s16) counts 1,862 new homes authorised in the city in 2019, 1,443 in 2022, 479 in 2023, 402 in 2024 and 362 in 2025 - an 80% fall in six years, almost all of it in buildings of five or more units (1,519 such units in 2019, 266 in 2025). There is no builder league table for the city and no open permit file naming contractors was found; the City's own open-data pipeline tables were last refreshed in 2021 and carry no developer names. What the public record does show is who holds the towers finished in the last boom, from REIT filings, and several of those have changed hands at a loss or through default.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Oakland's downtown office market is in distress by the filings' own numbers: the two listed office owners report the downtown towers 44-55% occupied, one has defaulted at maturity and the other's lender has served a default notice, and an SEC-filed appraisal records 2025-26 office sales at $78-$161 a square foot. A complete ranking of landlords by floor area exists only in paid databases (CoStar and peers); the owners below are those whose Oakland holdings an SEC filing states. Hotels too: Ashford Hospitality Trust lost the Courtyard Oakland Airport to its lenders in 2024 (KEYS loans in receivership) and it passed to a third-party buyer in December 2025 (s23); Ladder Capital foreclosed on an unnamed Oakland office building in Q3 2024 (s22).
