Norfolk, Virginia

Norfolk, an independent city with no county, assesses $30.4 billion of taxable property and a further $14.4 billion that is exempt, a third of the base, led by the Navy. The City's open data names the owner of record, last sale price, grantor and grantee for every parcel, updated daily.

Can you find out who owns it?

Virginia records title by deed, and Norfolk, an independent city, keeps its own deeds at the Norfolk Circuit Court Clerk. Remote access to the Clerk's land records is by subscription only, $50 a month or $600 a year; inspection at the Clerk's office is free and copies cost 50 cents a page. The City Real Estate Assessor values every parcel at market value each 1 July and publishes the whole roll on data.norfolk.gov, refreshed daily: owner of record, assessed values, and the most recent sale with its price, grantor, grantee and deed number. Virginia law makes every deed state its consideration on the first page.

The core land

The most valuable ground in the city, and what the public record says about it.

Norfolk assesses every parcel at market value each 1 July. The 2026 Annual Report (data effective 1 Jul 2026) gives the shape of the roll, and the Assessor's FY27 open dataset, read on 14 Oct 2026, gives single parcels. The most valuable ground is federal: the Naval Station's parcels dwarf anything taxable. Downtown (ZIP 23510) is where the office market's distress shows. The Report records flat commercial values, a foreclosure sale at 17% of assessment and a second tower sold at 60%.

Taxable real estate (2026 Land Book, 68,202 parcels)$30.44B
Annual Report 2026: $30,441,553,100, up 3.66%. Residential is 60.67% of value, apartments 14.17%, general commercial 10.05% and office buildings 4.41% ($1.34B over 345 parcels).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Norfolk is a city where a third of the property cannot be taxed. The Assessor counts 4,302 exempt parcels worth $14.35 billion, 32.04% of the whole base. The federal government's Naval Station Norfolk is the largest holding by both value and area. The City of Norfolk is second, followed by its housing authority (NRHA), the airport and port authorities, and the two state universities. Two hospital systems, Sentara and Children's Hospital of The King's Daughters, are the largest private exempt owners. Acreage here is the Assessor's own 'Acreage' field summed by the exempt class codes in the FY27 open dataset. It includes recorded submerged land, so the federal figure is an upper bound and the shares are not of dry land.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Norfolk is almost fully built, and new housing comes in two forms: infill single-family homes from local builders, and apartment blocks. The apartments have collapsed. Census permits for buildings of 5+ units fell from 1,170 units in 2021 to 1,104 in 2023, 273 in 2024 and 9 in 2025. Single-family permits went from 303 in 2021 and 319 in 2023 to 145 in 2024 and 143 in 2025. The Assessor counted 114 new dwellings and 8 completed apartment properties in the year to 1 Jul 2026. The redevelopment of the St. Paul's area (Kindred) on City and NRHA land shows as private leaseholds in the roll: 'TWG Phase A, LLC - Lessee', 'Block 17 & 18 Commercial, LLC - Lessee' and 'Block 20, L.P. - Lessee'. Builder figures below count new homes (built 2022 or later) whose most recent recorded sale has the builder as grantor in the Assessor's dataset. The file keeps only the latest sale per parcel, so these are floors.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Norfolk's commercial property is held mostly through single-asset LLCs, and the Assessor's roll names them all. Few listed landlords appear. Simon holds the outlet centre and Office Properties Income Trust one downtown tower, while the downtown office market has repriced through forced and discounted sales. The Assessor reported commercial taxable value flat (+0.14%) for 2026, a downtown office tower bought at foreclosure for $8M against a $46.8M assessment, another sold at $26M against $43.3M, and a downtown hotel in special servicing with a receiver appointed. Figures are the Assessor's FY27 values unless stated.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The hotel the Assessor says has moved into special servicing with a receiver appointed. The Annual Report does not name it, and no document opened here does.
  • The 2023 deed consideration for MacArthur Center. The roll keeps only the latest transfer ($0, 23 Jul 2023) and the Clerk's land records are subscription-only, so the purchase cost is given from WHRO as 'about $18 million' all-in, not as a deed price.
  • Who is behind the single-asset LLCs: Aurora Tower LLC (Wells Fargo Center), Hertz Norfolk 999 Waterside, LLC, KDI Norfolk 150 W Main Owner LLC, Norfolk District Assoc LLC (Waterside leasehold), Mpb, Inc, EDC Homes and the Monument Development LLCs. None was traced to a parent through a filing or registry opened here, and the Virginia SCC business registry was not used.
  • Waterside District lease terms (rent, term, start date) between NRHA/the City and Norfolk District Assoc LLC. Not in the roll; council records were not searched.
  • Chrysler Hall's own parcel. No parcel at 215 St Pauls Blvd is in the roll; it is presumed to be the 1972 structure on the City's Cultural Center parcel, which is a match by date and size, not a stated fact.
  • Naval Station Norfolk's dry-land acreage. The Assessor's acreage for the six federal parcels (about 14,300 acres) appears to include recorded submerged land, and the Assessor says the values are estimates.
  • Norfolk Southern and Dominion Energy holdings beyond the City's roll. Railway and utility operating property may be assessed elsewhere; the class label '624 SCC Properties' hints at this but no document opened says so.
  • Whether the title to Eastern Virginia Medical School parcels has changed. The FY27 owner field still reads 'Eastern Virginia Medical School'.
  • The tenant of Two Commercial Place. OPI's filings give occupancy and lease term but not the tenant for this building in the pages read.
  • Norfolk AIR (air.norfolk.gov) was not used. Its own terms were not read because the open dataset carries the same owner field.
