Newport News, Virginia
Newport News, an independent city, assessed $23.6 billion of taxable real estate for 2025-26, and its shipyard, Fort Eustis and the Mariners' Museum's land dominate the map. The City's public parcel service names the owner of record, last sale price and deed number for every parcel, free.

Virginia records title by deed, and Newport News, an independent city with no county, keeps its own deeds at the Circuit Court Clerk on Washington Avenue. Remote access to the Clerk's land records (index and images back to 1896) is by individual subscription only, $500 a year, and needs a notarised application; inspection at the Clerk's office is free and copies cost 50 cents a page. The City Real Estate Assessor values every parcel at fair market value each year and shows the owner free, parcel by parcel, while the City's GIS parcel service publishes the owner of record, assessed values, last sale date, last sale price and deed number for all parcels. Virginia law makes every deed state its consideration on the first page.

| Newport News Shipbuilding (North and South Yards) 5701 Huntington Avenue (main parcel), East End waterfront 444.26 acres on the main parcel; about 550 acres owned in Newport News (HII 10-K) |
Industrial | Huntington Ingalls Incorporated Fee owner (HII 10-K: 'approximately 550 acres we own') HII's 2025 10-K says its Newport News facilities sit 'on approximately 550 acres we own near the mouth of the James River': seven graving docks, a floating dry dock, five outfitting piers and an 18-acre all-weather steel fabrication shop (s8). The City's parcel data names Huntington Ingalls Incorporated as owner of 34 parcels assessed at $1.41B. The main parcel, 5701 Huntington Ave ('444.26AC N & S YARD ET ALS'), alone is $1,144,969,300 ($82.2M land). It is the highest-valued privately owned parcel in the city. Most HII parcels share a 15 Jul 2011 transfer at no consideration (deed D110010010), the date of the spin-off from Northrop Grumman. That is a corporate reorganisation, not a sale. |

Together they come to $3.95B, the most valuable holding in the city. Owner of record is 'U S Government', c/o 'U S Army Transportation Center'. | Riverside Regional Medical Center 500 J. Clyde Morris Blvd (assessed as 502 J Clyde Morris Blvd) 53.88 acres (leased parcel) |
Institutional | The Mariners' Museum Owner of record of the land, which the parcel description says is leased Riverside gives the hospital's address as 500 J. Clyde Morris Blvd, where it opened in February 1963 (s11, s12). The City's parcel data puts the hospital (use 'HOSPITAL') on parcel 231000135 at 502 J Clyde Morris Blvd, described as 'LEASED PT 1 (53.8791A)'. The owner of record is 'Mariners Museum The', under a 1931 deed. The parcel is assessed at $379,388,800: land $15.4M, improvements $364.0M. The hospital therefore stands on land the Museum owns, which the record calls leased. No document opened gives the lease terms or names the lessee, so Riverside is recorded as operator, not owner. A 3.18-acre 'LEASED' clinic parcel at 416 J Clyde Morris Blvd is also Museum land. |

The core land
The most valuable ground in the city, and what the public record says about it.
Newport News assesses every parcel at fair market value, effective each 1 July. The Assessor's Assessment History page gives the taxable totals. The City's parcel service, read on 15 Oct 2026, gives single parcels at the values currently on file (the July 2026 assessment; its links point to tax year 2027). The most valuable ground is federal and industrial: Fort Eustis and the shipyard each outweigh any commercial district. The core retail strip is Jefferson Avenue at Oyster Point and Patrick Henry, and it carries the highest land values per acre.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Newport News is held by a small number of very large owners. The Army's Fort Eustis covers more than 8,000 acres at the north end of the city. The shipyard covers the south waterfront. Between them sit City reservoirs and watershed land, the airport and the Mariners' Museum park. The City's parcel service names every owner of record. The figures below are computed from it as read on 15 Oct 2026, with each assessed value counted once per parcel id. Acreage is the GIS polygon area, which includes some water and wetland, and Fort Eustis's duplicate improvements record is counted once. Values for exempt and state-assessed property are the City's figures, not market prices.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Newport News is largely built out, and new homes come in two forms: one subdivision at a time in the north of the city, and infill on single lots in the older wards of the East End. The City's parcel data dates 446 homes to 2022-2026 (114, 117, 82, 60 and 73 a year). Of these, 197 are in one subdivision, Huntington Pointe, in Lee Hall, and 108 are infill lots in Wards 2 and 3. The parcel service names owners but not the grantor of the last sale, so builders who have already sold their homes cannot be counted from it. The figures below are only the new homes and lots a building entity still holds of record. They are floors, not output. The Census permit series is patchy: it records 3 single-family permits for 2024, a year in which the roll dates 82 homes.

Units in 5+ unit buildings: 0, 291, 499, 0 and 32. 2025 also had 40 units in 20 two-unit buildings. The 2024 figure is far below the 82 homes the City's roll dates to 2024. Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Commercial property in Newport News is held mostly through single-asset LLCs, which the City's parcel data names. The private ownership is dominated by industry: the shipyard, Canon's 141-acre plant at Oyster Point and Liebherr's East End assembly works. Retail is held by REIT-sponsored entities (PREIT, Inland, RPAI) and Walmart. Apartments have changed hands at the highest recent prices: two complexes sold for $75.5M and $76M in 2024-25. Figures are the City's current assessed values, counted once per parcel id. Prices are the consideration in the most recent recorded sale. When one deed covers several parcels, the data repeats the deed's total on each, and that is noted.

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Who controls CCOP LLC, the 2021 buyer of City Center at Oyster Point's office units and retail. Only the LLC name and the $74,000,000 deed are on record; no filing or press release was opened.
- The terms of the Mariners' Museum's ground lease to Riverside under Riverside Regional Medical Center (lessee entity, term, rent). The parcel record says only 'LEASED PT 1'.
- Patrick Henry Mall after PREIT's April 2024 emergence: whether the mortgage ($83.1M encumbrance at end-2022) was modified, transferred or foreclosed. PREIT no longer files, and the City roll still shows PR Patrick Henry LLC with no transfer since 2008.
- That IREIT Newport News Tech Center LLC belongs to Inland Real Estate Income Trust. This rests on the name; no Inland filing was opened.
- Builder league table: who built Huntington Pointe's earlier phases and the other 2022-2026 homes. The City GIS has no grantor field, and the Assessor's sales history sits behind a click-through disclaimer that was not accepted.
- The 2026-27 taxable land book total. The Assessment History page stopped at 2025-26 when read.
- Newport News Waterworks reservoir land outside the city limits (in York, James City and other counties) is not in the City's parcel file and is not counted.
