Newark, New Jersey
New Jersey publishes Newark's whole tax list, with values, deed dates and sale prices, as open data, but has stripped every owner's name from it under Daniel's Law, so who owns a Newark building has to be read one parcel at a time from the Essex County deed index.
11 buildings · 11 with an owner established · 12 sources · 5 tier B · 6 tier A · prepared 2026-10-14
New Jersey records title by deed. Newark's deeds are filed with the Essex County Register of Deeds and Mortgages, whose free online index (PRESS) lists every recorded deed by block and lot back to May 2001, naming grantor and grantee. The State's tax list (MOD-IV) is published as open data with each parcel's assessed value, owner's mailing address, deed date and sale price, but the owner-name field has been emptied since at least December 2021 under Daniel's Law (P.L. 2020, c. 125), which protects the personal information of certain persons, and the county tax boards stopped publishing the tax list and sales file on 1 January 2023. Each deed pays a realty transfer fee on its consideration, which the State defines as 'the entire compensation paid or to be paid for the transfer of title'.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

| Prudential Center (arena) 147-191 Mulberry St, block 165 lot 1.05 |
Civic | Housing Authority of the City of Newark The State tax list carries the arena lot as public property (class 15C, 'STADIUM ARENA'): 7.25 acres, assessed $252.0M, of which land $27.5M. Its tax bill goes to 500 Mayor Gibson (Broad St), the Newark Housing Authority's central office (s9). The Essex deed index (s4) names 'Housing Authority, Newark City' as grantee on instruments recorded against this lot in July 2007 and May 2009. No document opened names the arena's lessee or operator, so the hockey club's entities are not named here. The roll records no sale. |

| Prudential Tower (655 Broad Street) 635-677 Broad St (Mayor Kenneth A. Gibson Blvd), block 51 lot 2 |
Office | Prudential Newark Realty LLC The roll gives 3.42 acres, assessed $108.5M (land $7.0M), the highest-assessed private office lot in Newark, with a deed dated 5 Oct 2015 for no stated price and bills to PO Box 1079, Newark. That deed, instrument 2015075905 in the Essex index (s4), runs to and from Prudential Newark Realty LLC. Prudential's 2025 10-K (s7) calls the Prudential Tower its home office and says it was built with the proceeds of an affiliated loan from The Prudential Insurance Company of America, which Prudential Financial guaranteed under a $500M agreement in 2013. The tie between the LLC and Prudential is the name and the filing, so tier B. |

| Prudential Plaza (751 Broad Street, headquarters) 739-759 Broad St, block 54 lot 40 |
Office | Prudential Financial, Inc. Prudential's 2025 10-K: 'We own our headquarters building located at 751 Broad Street, Newark, New Jersey.' The roll gives 1.63 acres, a 24-storey building, assessed $95.3M (land $31.6M), billed to the same PO Box 1079 as the Prudential Tower, with no deed since the index began in 2001. Prudential's third Broad Street-area block, 205-219 Washington St (block 70 lot 1, $67.5M), also bills to PO Box 1079; the index shows The Prudential Insurance Company as party there to a 2007 instrument with the State environment department. |

On 19 June 2023 the index shows instruments from the One and Two Gateway LLCs to New Jersey Transit Corporation; it does not say what they convey. Three Gateway was not matched. |
Private company | $137,587,446 2018-12-28 Two Gateway only (block 151 lot 120), as the State tax list records the deed. Same-day deeds: One Gateway lot $23,638,000 and two side lots $6,500,450. A |

The deed is instrument 2017105733 in the Essex index (s4): from ONC Tower Urban Renewal LLC to Ideal Holdings ONC LLC. No source opened names the members of Ideal Holdings ONC LLC. |
Private company | $83,101,034 2017-11-30 Tower lot, as the State tax list records the deed; the adjoining 50-58 R.H. Brown St lot went the same day for $10,798,966. A |

Office | 80 Park Place SPE LLC, Jo-Ash 80 Park Plaza LLC and Quentin 80 Park Plaza LLC The roll gives 2.79 acres, assessed $90.0M (land $48.4M), the third-highest private office assessment in Newark, billed to 1430 Broadway #1605, New York. The Essex index (s4) shows the 5 Oct 2016 deed from Wells REIT II-80 Park Plaza, LLC to the three LLCs. PSEG is the tenant, not the owner: its 2025 10-K (s10) gives 80 Park Plaza as its principal executive offices and says PSEG Services' headquarters lease ends in 2030 with two 5-year extension options. The index shows PSEG Services Corporation as grantee of instruments from the Wells entities in 2006 and 2012. No source opened names the LLCs' members or their shares. |
Private company | $174,500,000 2016-09-30 As the State tax list records the deed (book 20160, page 85794); seller Wells REIT II-80 Park Plaza, LLC per the Essex index. A |

The index (s4) shows that instrument, 14043001, passing title to 1180 Raymond Urban Renewal LLC from the 1180 Astro entities and Lefcourt Newark LLC, with Torchlight Debt Opportunity and some 15 contractors also listed as parties. The City sold the building to 1180 Astro Investors LLC in 2002. The index does not say whether the 2014 instrument ended a foreclosure, so no distress is claimed. |

The LLC is party to it as the holder of the lot. Its neighbour at 42-50 Park Place (lot 15, $5.4M) bills to 50 Park Place too. No source opened names the LLC's members. |

The roll has three 'Railroad Station' lots on Market St (class 15F, together $4.4M), billed to PO Box 10009 / One Gateway. On each, the Essex index shows a 2007 mortgage from 'NWK Penn Sta Assoc' to the City of Newark. The concourse itself was not matched to a parcel in the State composite. Across Raymond Blvd, the Penn Plaza East lot (943-973 Raymond Blvd, $38.3M, billed to 3 Penn Plaza East) passed in March 2010 for a recorded $145,781,557 to 'Three Penn Plaza Property Hold[ings]', per the roll and index. |

| Newark Liberty International Airport Airport grounds, block 5094 lot 1 |
Civic | City of Newark The roll carries 1,260 acres as public property ('AIR TERMINAL'), assessed $30.0M on land alone, billed to 150 Greenwich St, New York, the Port Authority's address. The Port Authority's 2025 financial statements (s6) say it leases 'Newark Municipal Air and Marine Terminals' from the City of Newark. So the City owns the land and the Port Authority is the lessee and operator. The index (s4) shows City of Newark as grantee of State environmental instruments on this lot in 2021 and 2025, and the Port Authority on others. The roll's PA mailing address hides the City's title. |

| Port Newark Doremus Ave, Corbin St, Marsh St and Port St, block 6000 and neighbours |
Industrial | City of Newark The roll has 17 public-property parcels billed to '920 Mayor Gibson NYPA': 551 stated acres assessed $594.1M. They include 1025-1151 Doremus Ave (98.5 acres, $252.3M, nearly all land) and 318-358 Corbin St (216 acres, $156.9M). The address is City Hall's with the Port Authority's initials. The Port Authority's 2025 statements (s6) put the port among the 'Newark Municipal Air and Marine Terminals' it leases from the City. The index (s4) names City of Newark as grantee of State environmental instruments on lot 6000/1 in 2016, 2021 and 2025. Terminal operators' sub-leases were not read. |

The core land
The most valuable ground in the city, and what the public record says about it.
Newark's most valuable ground is public: the State's former medical campus, the Port Authority's waste-to-energy lot, City port land and the arena. The most valuable private office lot is Prudential's newest tower. All figures are net assessed values on the State's MOD-IV tax list as published in the NJOGIS composite (s1). Its latest deeds are from January 2025, so it is the 2025 list. Recorded sale prices are the consideration reported with each deed, and a package sale records the whole price on every lot in it.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Because the State strips owner names from the published tax list, Newark's large holders can only be counted by the address their tax bills go to, and named where a recorded instrument or the holder's own page ties that address to them. On that basis public bodies dominate: 4,568 of Newark's 42,024 tax-list parcels are exempt (class 15), assessed at $8.11B of the $20.08B total. The City is the largest holder by count, mostly lots taken for unpaid taxes. The airport and seaport are City land leased to the Port Authority, and the roll bills them to the Port Authority. The roll writes Broad Street as 'Mayor Gibson' (Mayor Kenneth A. Gibson Blvd): Prudential's 751 Broad St appears as 739-759 Mayor Gibson. Acreage is left out except where the roll states acres, because the composite's acre field often holds square feet.

The airport lot ($30.0M) is City land under the Port Authority's lease (s6). The largest is the 25.7-acre incinerator lot at 70-74 Blanchard St ($259.0M), on which the index shows a 2014 mortgage from the Port Authority to the City, cancelled in 2024 (s4). No source opened says who operates the plant. |

Government | 10 parcels, $217.6MB |

| Essex County (Hall of Records address) Billed to 465-479 High St. The roll places the Hall of Records at 465-479 M.L. King Blvd, and the County Register gives its office as the Hall of Records, 465 Martin Luther King Jr Blvd (s4). Eight of the parcels are parks. |
Government | 11 parcels, $158.6M, incl. Weequahic Park (310.45 acres, $57.7M)B |
| Passaic Valley Sewerage Commission Billed to 600 Wilson Ave; 40 are tagged 'sewage treatment'. The index names the Commission as grantee on 611-661 Doremus Ave (block 5052 lot 10), including lots taken from the City in 2022 (s4). |

All three bill to PO Box 1079, Newark. Twelve parcels bill to that box, $306.0M, but two are single-family houses, so the box alone is not taken as proof that the other lots are Prudential's. |
Public company | 3 downtown blocks, $271.3MB |
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Newark builds apartments. Census permit counts for the city: 1,328 new units in 2021, 1,748 in 2022, 1,358 in 2023, 1,736 in 2024 and 2,190 in 2025. Of 2025's units, 1,843 were in 28 buildings of five or more units; only 8 were single-family houses (s12). New buildings are typically put up by one LLC per project, and many hold a long-term tax exemption: their 'Urban Renewal' names on the deed index mark the PILOT entity. The published tax list hides owner names, so the builders could not be counted from it. No builder league table covers Newark, and no builders' figures were gathered for this record. Condominium units held by individuals are not named.
Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Downtown Newark is held tower by tower: an insurer that owns its own headquarters, and single-asset LLCs, several set up by out-of-town buyers between 2016 and 2018. The largest industrial deals since 2021 are on Delancy St land conveyed by Hess Corporation and Buckeye Terminals, and on Ferry St. The published tax list gives only the billing address, so each row below is named from the Essex deed index or a filing. Figures are net assessed values on the 2025 list (s1). Class 4A/4B/4C (commercial, industrial, apartments) totals 6,602 parcels and $5.91B.

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Who holds the Prudential Center lease and operates the arena. The roll and index name only the Housing Authority; no lease or redevelopment agreement was opened.
- PILOT (long-term tax exemption) agreements. Many Newark owners are 'Urban Renewal' entities, but the City's ordinance and financial-agreement records sit on newarknj.gov, whose robots.txt answers 403, so no agreement was read.
- Who controls the single-asset LLCs: Ideal Holdings ONC LLC, the 80 Park Plaza LLCs, Military Park Building LLC, 1180 Raymond Urban Renewal LLC, Market Halsey Urban Renewal LLC, the Delancy LLCs and the Gateway owner LLCs beyond the c/o line.
- What the June 2023 instruments from the One and Two Gateway LLCs to New Jersey Transit Corporation convey: sale, lease or easement. The index type 'DEED' also covers deed notices and lease memoranda.
- Whether the 2014 instrument that put Eleven80 in 1180 Raymond Urban Renewal LLC (consideration $100, lender and contractors as parties) closed a foreclosure.
- Three Gateway Center (100 Mulberry St) and the Newark Penn Station concourse were not matched to tax-list parcels.
- Anheuser-Busch's Newark brewery lot (334-348 Routes 1 & 9, $36.9M) shows instruments of 6 April 2026 from Anheuser-Busch LLC and Anheuser-Busch Holdings LLC to GCC Newark LLC. That is after the 2025 tax list, so no price is recorded here.
- Panasonic and Audible: no parcel was tied to either company, and nothing opened shows either as an owner in Newark.
- PSEG's own land, NJ Transit's rail land, Norfolk Southern/Conrail land and the Port Authority's sub-lessees at Port Newark. Not grouped because their tax bills go to addresses no opened source ties to them.
- Recorded prices after January 2025: the published tax list stops there, and the SR1A sales file is no longer public.
- Homebuilders and unit counts by builder. Owner names are absent from the bulk list, so they could not be assembled.
