New Orleans, Louisiana

New Orleans is one consolidated city-parish (Orleans Parish), and the City's own GIS service names the owner of record of every parcel on the Assessor's roll free, but sale prices sit in the Clerk of Civil District Court's conveyance records, which are free only at the public terminals or $20 a day online.

Can you find out who owns it?

Louisiana is a civil-law state with no title register: ownership passes by a notarial act of sale, recorded in the parish conveyance records, which in New Orleans the Clerk of Civil District Court keeps in its Land Records Division at 1340 Poydras Street. The City and Orleans Parish are one government, so a single Assessor values every parcel. The City's GIS publishes the Assessor's owner of record for each parcel free; the Clerk's index and document images, which carry prices, can be searched free on the office's public computers or online for $20 a day, $100 a month or $700 a year. The City's documentary transaction tax is a flat $325 per sale, donation, mortgage or commercial lease (less for small mortgages), not a share of the price, so the tax itself discloses nothing.

The marquee buildings

The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

Hancock Whitney Center (One Shell Square)
701 Poydras St (roll: 703 Poydras St), New Orleans
1,240,539 sq ft, 51 storeys, plus a 10-level garage, on about 1.99 acres (2015 prospectus) · 51 floors
Office HPT New Orleans OSS LLC
The roll names HPT NEW ORLEANS OSS LLC (mail to Santa Monica, CA) on both the land (tax bill 104101324, the entire square, 86,700 sq ft) and the improvements ('IMP ONLY ONE SHELL SQUARE'). The 2015 prospectus names the same Delaware LLC as borrower and says the loan sponsors are principals of the Hertz Investment Group, which then owned five other New Orleans buildings of about 2.5M sq ft. Built 1972 to a Skidmore, Owings & Merrill design, it is the tallest building in Louisiana. The trust's 10-K filed in March 2026 still carries the loan, with LNR Partners as special servicer; whether it is in default was not established.

'Purchase Price' in the Sources and Uses table of the July 2015 JPMBB 2015-C30 prospectus, funded by a $126.1M mortgage, a $20M mezzanine loan and $66.3M of sponsor equity.

Place St. Charles
201 St Charles Ave, New Orleans
53,900 sq ft site (Lot P, Square 224)
Office 201 St Charles Place LLC
The roll names 201 ST CHARLES PLACE LLC, mailing to Suite 1500 in the building itself, on the tower parcel (tax bill 105101301, 'ST CHARLES & GRAVIER 235' X 255'') and on four small lots behind it on Gravier and Union Streets (712 and 718 Gravier, 717 and 719 Union). EDGAR full-text search for 'Place St. Charles' in 10-Ks, prospectuses and 8-Ks since 2018 returned no hits, and the Assessor's sale history is behind a Cloudflare challenge, so no price is given and no source opened names the LLC's members.
Private company —A
1010 Common (residential conversion)
1010 Common St, New Orleans
Residential 1010 Common LLC (building); land under part of the site held by a private individual
The roll carries the tower as 'SQ 268 IMPROVEMENTS ONLY COMMON OR TULANE AVE' (tax bill 105102020) in the name of 1010 COMMON LLC, mailing to 3525 N Causeway Blvd, Metairie; the LLC also holds the 1,318 sq ft lot at 1009 Gravier St. The ground on Tulane Ave under the same GeoPIN (Lots 3 and 4, 11,841 sq ft, tax bill 105102002) is in a private individual's name, who is not named here. So the building and at least part of its land are separately owned. No price was found in a source we could open; Kailas Companies' website lists '1010 Common' among its projects, which is not a statement of ownership.

Naming rights (Caesars, Smoothie King) and the teams' leases are not ownership. No price applies.

305,617 sq ft of land under the casino (roll)
Hotel City of New Orleans (land); Harrah's New Orleans LLC, a VICI Properties subsidiary (improvements)
The roll splits the site: tax bill 105100406 in the name CITY OF NEW ORLEANS is 'LAND UNDER CASINO. IMPROVEMENTS ARE ASSESSED AT TAX BILL NO. 105100404', which with 105100407/408 and the parcels at 216 Poydras, 507 and 601 Convention Center Blvd is in the name HARRAH'S NEW ORLEANS LLC. VICI's Exhibit 21.1 lists Harrah's New Orleans LLC (Delaware) as a VICI subsidiary; VICI's 2025 10-K puts Caesars New Orleans in the Caesars Regional Master Lease to 2035 and flags it as held under a ground lease. Caesars lists it as 'Leased'. The casino licence is a contract between Jazz Casino Company, L.L.C. and the State. No price for this property alone was opened.

Under one GeoPIN (41135918) the roll lists 94 tax bills: tax bill 104100307, 217,098 sq ft, in the name CITY OF NEW ORLEANS; 19 bills, including 104100311 'NO 2 CANAL ST', in the name TWO CANAL OWNER LLC, mailing 'C/O CARPENTER & COMPANY INC., CHARLES SQUARE, 20 UNIVERSITY ROAD, CAMBRIDGE, MA'; and the residences, held by LLCs, trusts and individuals, who are not named here. The roll does not say whether the City's interest is the land under a lease to the developer; no lease or price was opened.

The core land

The most valuable ground in the city, and what the public record says about it.

The City's map service carries owners, mailing addresses and parcel areas but no values, and the Assessor's values and sale history sit behind a Cloudflare challenge, so no assessed figure appears here. What the record does give: the size of the roll, the land in public hands, tax-adjudicated property, and one stated price per square foot downtown. Areas are the roll's own 'Parcel Area (sq.ft.)' summed per GeoPIN.

Tax bills on the roll161,898
On 150,595 GeoPINs covering about 84,251 acres; 1,780 GeoPINs carry more than one bill (13,083 bills), mostly condominium units. City of New Orleans Property Viewer service, read Oct 2026.
Largest stated downtown price$164,560,000 (about $133 per sq ft)

Bills marked 'adjudicated to CNO'319
Tax bills on 310 GeoPINs whose mailing line reads 'ADJUDICATED TO CNO', i.e. property adjudicated to the City of New Orleans for unpaid taxes while the former owner stays on the roll. Roll, Oct 2026.

New Orleans Redevelopment Authority sales of post-Katrina blighted and adjudicated property, 1980-2026: 2,226 at auction, 1,748 to next-door owners, 1,575 to development partners, 69 for alternative land use; 76 in 2025. NORA still holds 189 uncommitted vacant lots (761,983 sq ft). data.nola.gov, CC0.

Code-enforcement lien cases taken to the Orleans Parish sheriff's auction, 23 Oct 2008 to 25 Oct 2018: 360 sold, 873 sales stopped, 97 with no bid, 441 pending. The dataset was last updated in November 2018, so later distress sales are not covered. data.nola.gov (Sheriff's Office).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

New Orleans is a consolidated city-parish: the City of New Orleans and Orleans Parish are one government, so one Assessor's roll covers the whole parish. Its land is dominated by public bodies and by a few marsh and industrial tracts in New Orleans East. The federal government holds the most by far, mostly in the 'Prairie Lands' east of the Industrial Canal and at NASA's Michoud plant. Two private LLCs hold more than 14,000 acres of marsh between them. Public conduits also hold title to private projects: the Industrial Development Board's 394 bills include the redeveloped public-housing sites (Fischer, Bastion, C.J. Peete, B.W. Cooper, Lafitte, Iberville) and the roll does not name their lessees. Counts are tax bills, areas the roll's parcel area summed per GeoPIN; every spelling of each owner was grouped, and individuals and family trusts are left out.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

New Orleans builds few new homes, and most are infill on single lots. In 2025 Orleans Parish permitted 210 single-family houses ($77.2M), 156 two-unit buildings (312 units), 13 three-and-four-unit buildings (42 units) and 3 buildings of five or more units (318 units): 882 units in all, against 590 in 2024. Duplexes, the city's traditional 'doubles', make up a third of the units. No national builder holds land here: D.R. Horton, Lennar, Pulte, Taylor Morrison and DSLD have no parcel in their own names on the roll. The figures below count tax bills in each builder's own name on the October 2026 roll; they are lots and houses held, not homes built, and every spelling is grouped.

NameTypeTax bills in own name, Orleans Parish roll, Oct 2026
Hummel Construction LLC
Five spellings (HUMMEL CONSTRUCTION LLC 131, HUMMEL CONSTRUCTION L.L.C. 14 and three more), all mailing to New Orleans; 137 are in ZIP 70131 (Algiers and the Lower Coast, including plots of the former Delacroix Plantation) and 11 in 70114. A construction firm's land bank, not a count of homes built. No source we opened names its owners.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

New Orleans's listed landlords are hotel REITs, and the largest commercial site, the casino, belongs to a gaming REIT on City land. The office towers are held by single-purpose LLCs (see marquee) and no office REIT 10-K opened reports a New Orleans building. Several hotels sit on split titles: at 301 Dauphine St (the Chateau LeMoyne) and at 124 Royal St the roll carries the improvements and the land lots in different names, all mailing in care of FelCor Lodging Trust in Irving, TX, and the ground at 2 Poydras St under the Hilton Riverside is in the name International River Center. Room counts are as each 10-K states them at 31 Dec 2025.

NameTypeNew Orleans holding (10-K, FY2025)
VICI Properties
Caesars New Orleans is in VICI's Caesars Regional Master Lease to 31 Jul 2035, and VICI says the core property or part of it is held under a ground lease. The roll names HARRAH'S NEW ORLEANS LLC, which VICI's Exhibit 21.1 lists as a subsidiary, on six tax bills, and CITY OF NEW ORLEANS on the 305,617 sq ft 'LAND UNDER CASINO'. (VICI Exhibit 21.1 is s11; roll s1.)
REIT Caesars New Orleans casino (improvements; City-owned land)B
Park Hotels & Resorts
Hilton New Orleans Riverside, fee simple, 100%, with 'certain portions of land or facilities ... subject to lease'; Schedule III gross carrying amount $457M, acquired 24 Oct 2007. The roll's parcel at 2 Poydras St (797,354 sq ft, description naming 'HILTON RIVERSIDE') is in the name INTERNATIONAL RIVER CENTER, so the 10-K and the roll differ on whose name the ground is in; neither is overridden here. (Roll s1.)
REIT 1 hotel, 1,622 roomsB
Host Hotels & Resorts
New Orleans Marriott, owned; Schedule III total $294M; 65.0% occupancy in 2025. The roll names MARRIOTT HOTEL PROPERTIES II, mailing to Bethesda, MD, on 555 Canal St (81,626 sq ft); EDGAR full-text search did not tie that name to Host, so the roll entity is shown as the record states it. (Roll s1.)
REIT 1 hotel, 1,333 roomsB
RLJ Lodging Trust
Wyndham New Orleans - French Quarter (374 rooms), Hilton Garden Inn New Orleans Convention Center (286), Chateau LeMoyne - French Quarter (171, an indirect 50% interest) and Hotel Tonnelle New Orleans (132). The roll names RLJ III - HG NEW ORLEANS CONVENTION CENTER LLC on 1041 S Peters St and RLJ III - ST. CHARLES AVE HOTEL LC on 2203 St Charles Ave.
REIT 4 hotels, 963 rooms (one a 50% joint venture)A
Apple Hospitality REIT
Homewood Suites New Orleans, acquired 1 Mar 2014; Schedule III total $71.3M. The roll names APPLE SEVEN SPE NEW ORLEANS LP on 901 Poydras St; the 2025 Exhibit 21.1 lists other Apple Seven SPE entities but not this one, so the tie rests on the name. (Roll s1.)

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Assessed values and the Assessor's sale history for every building here. The Orleans Parish Assessor's site and its Schneider Beacon records (where the City's Property Viewer links for 'Sales/Transfer Information') are behind Cloudflare challenges, so no value or Assessor-recorded price was read.
  • Prices for Place St. Charles, 1010 Common, the Four Seasons at 2 Canal St and the casino. They would be in the acts of sale at the Clerk of Civil District Court (free on the public terminals at 1340 Poydras St, or $20 a day online), which were not searched. Caesars' 10-K lists a Fifth Amendment to Lease of 20 July 2020 bringing in Harrah's New Orleans LLC alongside Harrah's Atlantic City LLC and New Laughlin Owner LLC; no filing opened gives a price for New Orleans alone.
  • Whether the One Shell Square (Hancock Whitney Center) loan is in default. The 10-year loan of 2015 is still listed as a trust asset in the 10-K filed 18 Mar 2026, with LNR Partners as special servicer; the monthly 10-D reports that would show its status were not opened.
  • The members of the LLCs that own Place St. Charles (201 St Charles Place LLC), 1010 Common (1010 Common LLC) and the hotel and unsold units at 2 Canal St (Two Canal Owner LLC, which mails in care of Carpenter & Company Inc.). No filing opened names them.
  • The terms on which the City holds the base parcel at 2 Canal St (the former World Trade Center) and whether it is leased to the developer; no lease or City Council ordinance was opened.
  • Whose name the Hilton New Orleans Riverside's ground is in. Park Hotels' 10-K says fee simple with portions leased; the roll's 2 Poydras St parcel describing 'HILTON RIVERSIDE' is in the name International River Center.
  • Whether 'Marriott Hotel Properties II' (555 Canal St) and 'Apple Seven SPE New Orleans LP' (901 Poydras St) are the Host and Apple Hospitality subsidiaries that own those hotels. Both REITs report the hotels; neither name was found in their 2025 subsidiary lists.
  • That the LSU Board of Supervisors' Square 469 at 2000 Canal St is the University Medical Center site; the roll describes only the square.
  • Whether the federal 'Prairie Lands' tracts in New Orleans East (about 18,600 acres in three parcels) are a wildlife refuge; the roll describes them only as vacant prairie land.
  • The private lessees behind the Industrial Development Board's 394 bills and the Finance Authority of New Orleans's 56; the roll names projects (Fischer, Bastion, C.J. Peete, B.W. Cooper) but not lessees.
  • Sheriff's sales after 2018 and mortgage foreclosures generally: the City's sheriff-sale dataset stops in 2018 and covers only code-enforcement liens; the Civil Sheriff's sale listings were not opened.
  • Statutory status of the Louisiana Stadium and Exposition District, the New Orleans Exhibition Hall Authority and City Park Improvement Association: named as public bodies from the roll's owner names, without opening their enabling statutes.
  • The Orleans Parish Assessor's own terms of use for its data, which could not be read (Cloudflare); the City's map services state no licence.
