Moreno Valley, California

Riverside County publishes Moreno Valley's parcel values but no owners; the City's audited taxpayer list shows a warehouse town, led by Prologis, the Highland Fairview-Skechers distribution venture and First Industrial, while the 2,610-acre World Logistics Center has been through six years of litigation and a 2021 settlement.

Can you find out who owns it?

California has no public title register: ownership is proved by deeds recorded with the County Recorder, and the County Assessor keeps the roll. In Riverside County both sit with the Assessor-County Clerk-Recorder, whose website's robots.txt excludes AI agents, so its fees and data products were not read. The County publishes its parcel map as open data with land and improvement values, use class and tax rate area, but no owner name and no sale price. Under Proposition 13 a sale resets the roll value.

The 2,610-acre plan area is largely dry-farmed land but includes scattered rural homes and an MWD facility, so not every parcel is the developer's. Industrial HF Logistics-SKX T1, LLC (subsidiary of HF Logistics-SKX, LLC, a joint venture of Skechers U.S.A. and HF Logistics I, LLC)
Skechers' 10-Ks say it leases its North America DC from a joint venture with HF Logistics I, LLC, formed January 2010 to build a 1.8M sq ft facility in Moreno Valley. The 2025 loan modification shows HF Logistics-SKX T1, LLC as borrower, care of Highland Fairview Properties, with its managing member HF Logistics I, LLC. A T2 expansion loan ($73M, 2020) and a T3 JV (2024; partner land valued $150.0M, Skechers contributing $150.0M) follow. The City lists HF Logistics SKX T1 LLC as its 2nd-largest taxpayer ($325.2M, FY2025) and Skechers USA, Inc. 6th ($238.5M). Skechers' share of the JV is not stated in the filings read; it consolidates them as VIEs.

a paid title search would answer it
The City's FY2025 ACFR lists 'Amazon Com Services LLC' as the 8th-largest property taxpayer ($153.0M, which can include equipment on the unsecured roll) and the Amazon Fulfillment Center as the 3rd-largest employer (3,733, down from 7,500 in FY2016). No filing or public record read names who owns the buildings Amazon occupies; in California that needs a deed from the County Recorder.

Retail International Growth Properties (buyer in 2017; current title not read)
Built by Homart on the former Riverside International Raceway site, opened 1992. CRE Direct reported that CWCapital took the mall by deed-in-lieu after a $76.1M CMBS loan defaulted, then sold it at auction in November 2017. Distress: on 19 Feb 2026 the City red-tagged portions of the mall over nine fire and life-safety violations, saying the owner 'repeatedly failed to comply'; it reopened 5 Mar 2026 under conditions with a 31 Mar deadline. The City says Macy's and JCPenney are independently owned buildings. The City's releases do not name the owner, so the 2017 buyer is shown as the last documented one. In the City's 2016 employer list the mall had 1,390 jobs.

The March JPA's own history: the base, about 6,500 acres, was realigned to an Air Reserve Base on 1 Apr 1996, with about 4,400 acres declared surplus; the Air Force conveyed property 'to new owners per the multiple ROD'. The JPA was formed in September 1993 by Riverside County and the cities of Moreno Valley, Perris and Riverside, and runs the March Inland Port Airport from 17405 Heacock St, Moreno Valley. The base itself is largely outside city limits (in Riverside's record it is an unincorporated CDP). The City counts the base as its largest employer, 7,000 jobs.

The core land

The most valuable ground in the city, and what the public record says about it.

Riverside County publishes its parcel map with land and improvement values but no owner name; the only free document read that names private owners against values is the City's audited ACFR, which reprints the ten largest property taxpayers from HdL Coren & Cone. Moreno Valley's roll is dominated by logistics: nine of the ten largest taxpayers in FY2025 are warehouse owners or occupiers, against a mall-and-retail mix a decade earlier.

City net taxable assessed value, FY2025$23.83B
Secured $23.27B plus unsecured $1.11B, less $0.55B of exemptions. Up from $13.22B in FY2016. City ACFR FY2025, statistical section p.218.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Moreno Valley's largest holders named in documents are public bodies and logistics owners. The City's ten largest taxpayers held 10.17% of the roll in FY2025, all but one in warehousing. Public land is spread across the City, County (the regional medical center), two school districts, the community college district, the March JPA on the former air base and the State at Lake Perris. The County's open parcel layer has no owner field and the Assessor-Clerk-Recorder site excludes our agent by robots.txt, so acreage by owner could not be counted.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Moreno Valley still has greenfield land in Rancho Belago and the east end, but recent permitting is modest and almost all single-family. Census permits for the city: 2023, 155 single-unit, 28 units in 3-4 unit buildings and 882 units in 38 buildings of 5+. 2024, 412 single-unit and 132 units in 14 buildings of 5+. 2025, 300 single-unit and 9 units in one 5+ building. No City permit list naming builders was found among the planning pages read (project pages name projects and tract maps, not builders), and public builders report only regions or counties. Builder websites carry personal-use-only terms, so their community pages were not read.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Moreno Valley's commercial stock is warehouse space, and the City's audited taxpayer list shows who holds it: nine of the ten largest taxpayers in FY2025 are logistics owners or occupiers. REITs disclose their holdings here only property by property in Schedule III, so the list below counts what each filing states. Book cost in Schedule III is not a sale price.

Prologis (incl. Duke Realty LP)
The City's FY2025 ACFR lists 'Prologis' first ($437.9M, 1.84% of the roll) and 'Duke Realty LP' third ($280.5M). Prologis's 2022 10-K says it acquired Duke Realty Corporation and Duke Realty Limited Partnership on 3 Oct 2022, so both lines sit with Prologis. Neither name appeared in the FY2016 top ten. Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The Riverside County Assessor-County Clerk-Recorder's fees, roll products and policy on owner names online: its robots.txt excludes AI agents, so titleSearchFee and bulkOwnership are null and ownershipPublic follows the California pattern rather than the register's own page.
  • Amazon fulfilment centres: the City lists 'Amazon Com Services LLC' as 8th-largest taxpayer ($153.0M, FY2025) and the Amazon Fulfillment Center as 3rd-largest employer (3,733), but no document read names the owners of the buildings Amazon occupies, so no Amazon building is entered with an owner.
  • Procter & Gamble (642 jobs) and Harbor Freight Tools (1,075 jobs) distribution centres appear in the City's employer list; neither company's filings read name the building or its owner. Deckers' 10-K confirms a Moreno Valley DC but not whether it is owned or leased.
  • Who stands behind TGA Centerpointe LLC ($277.9M), FR Cal Moreno Valley LLC ($137.2M) and FR Cal Indian Avenue LLC ($130.5M): the City's table names no parent, and First Industrial's Exhibit 21 does not list the FR Cal entities.
  • Moreno Valley Mall's current owner: the City's 2026 releases say 'the Mall owner' without a name. International Growth Properties bought it in November 2017; no later deed or sale was read.
  • Kaiser Permanente: which Kaiser entity holds title at 27200 Iris Ave is not stated.
  • World Logistics Center: status after the April 2021 settlement (construction, sales of finished buildings) - no primary document after the 2023 Stantec release was read. Skechers' share of the HF Logistics-SKX joint ventures is not stated in the filings read, nor whether Skechers' 2025 change of control altered it.

  • Ares REIT's 'AREIT Moreno Valley DC LP' (Exhibit 21) and Sun Communities' 'Moreno 66 Development' (FPG Sun Moreno Valley 66 LLC): the property rows behind them were not read in full, so they are not counted as holdings.
  • Builder-by-builder home counts in the city: no permit list naming builders was read, and builder websites forbid reuse of their content.
