Modesto, California

Stanislaus County sells its roll with owner names but does not publish it online; a County GIS layer does name every City- and County-owned parcel. Modesto's roll stood at $25.77B for 2026-27.

Can you find out who owns it?

California has no public title register: ownership is proved by deeds recorded with the County Recorder, and the County Assessor keeps the roll. In Stanislaus County the Assessor's free online inquiry needs a parcel number and returns values, not a searchable owner list; it states that 'any resale of this information is prohibited'. Owner names come by mail at $10 a person or parcel, by research at $58 an hour, or as secured roll data with monthly updates at $375. Recorded deeds carry a documentary transfer tax of $0.55 per $500, which is how sale prices become visible. Under Proposition 13 a sale resets a parcel's value to its price.

Modesto City-County Airport
901 Airport Way, Modesto, CA 95354
about 282 acres on the main parcel (County GIS polygon); 2 runways, 119 hangars
Civic City of Modesto
The County's 'County and City Owned Parcels' layer gives APN 036023002, 901 Airport Way, owner 'MODESTO CITY OF', land use 'Cities - Non-Assessable'. Its polygon measures about 282 acres; an adjoining Mitchell Rd parcel (about 71 acres) is listed as 'MODESTO CITY OF ET AL'. The City's FY2025 ACFR runs the airport through its Airport Fund 'as stipulated in the City-Stanislaus County agreement of January 1968' and counts 2 runways, 119 hangars and 173 tenant aircraft. The City's Public Works department runs the airport website. The acreage is measured from the GIS polygon, not stated by any document.

Civic City of Modesto
The County's City- and County-owned parcel layer lists APN 102012001, 601 Neece Dr, owner 'MODESTO CITY OF', 'Cities - Non-Assessable'. The parcel's polygon (about 68 acres) also covers neighbouring park land. The City's FY2025 ACFR says the Modesto Nuts played their last game at Thurman Field in 2025 and moved to Southern California. On 9 Sep 2025 the Council approved an agreement with Main Street Modesto, LLC for a Pioneer League team, the Modesto Roadsters, from May 2026. That LLC operates the ballpark; it does not own it. The Council also chose the Muni golf course land near the field for proposed soccer practice fields.

Modesto Centre Plaza
1000 L St, Modesto, CA 95354
Civic City of Modesto
The County's City- and County-owned parcel layer lists a 4.17-acre parcel (APN 105048011, situs 1125 11th St) in the name of the 'REDEVEL AGCY CITY OF MODESTO', the City's former redevelopment agency, dissolved statewide in 2012. Its outline matches the Centre Plaza block next to 1000 L St, but we matched it ourselves; no document ties that APN to the building, hence tier B. The City's FY2025 ACFR keeps a Community Center Fund for 'operating and maintaining the Modesto Centre Plaza Community Center'. The City's page says that from January 2026 the DoubleTree Downtown Modesto manages the facility, as manager, not owner.

Not established. The County's layer of City- and County-owned land shows a City of Modesto parcel on the same block classed 'Hotels & Motels': APN 105048006, situs 1125 9th St, 1.62 acres. That suggests the City owns land under or beside the hotel, but no document read says whether the hotel building or a ground lease sits on it. The City says the hotel has managed the adjoining Centre Plaza since January 2026. The deed or lease is with the Recorder, and owner lookups cost $10 by mail.

Construction began in 2004 and the Center opened in fall 2007 as a public/private partnership with the County Board of Supervisors. A $15M endowment was set aside at opening. The operator is a 501(c)(3), Tax ID 56-2607443. The County's parcel layer shows County-owned parcels on the adjoining block at 10th and I Streets. No individual donor is named here as an owner.

Furniture City and Macy's are listed as non-owned anchors; Dick's, JCPenney and Macy's as company-owned anchors. Schedule III gross carrying amount is $144.1M ($93.7M depreciated, $50.4M net). A $212.7M fixed-rate 3.55% mortgage matured on 6 Mar 2026, and the 10-K does not say whether it was refinanced. Tenet's FY2025 10-K, Item 2, lists 'Doctors Medical Center, Modesto, 461' beds as 'Owned', not leased. Exhibit 21 names the subsidiary Doctors Medical Center of Modesto, Inc. (California). The State's licensed-facility file gives that company as licensee at 1441 Florida Ave, a for-profit corporation with 394 beds; the two bed counts are from different sources. The City's FY2025 ACFR lists 'Doctors Medical Center' as the eighth-largest property taxpayer at $193.7M taxable assessed value (fifth in 2016/17 at $228.0M). The ACFR notes its taxpayer table is based on all of Stanislaus County.

Not established. The State's licensed-facility file names the licensee as Sutter Valley Hospitals, a nonprofit corporation, for this 419-bed acute hospital (Level II trauma). A licence names the operator, not the holder of title. Sutter Health is a nonprofit with no SEC filing, and its bond disclosures were not read. A nonprofit hospital is exempt from property tax, so it does not appear in the City's principal-taxpayer table. The City's ACFR lists it as the fourth-largest employer in Modesto (3,018).

Modesto Junior College
Modesto, CA
Institutional Yosemite Community College District
The District's audited statements for FY2025 say Modesto Junior College was founded in 1921 and the District, created in 1964, includes it and Columbia College. District capital assets are land at $16.0M (historical cost) and buildings and improvements at $391.1M gross. The statements do not split land by campus or give acreage, so the owner is the District as a whole and the tier is B. The City's ACFR lists the college as the sixth-largest employer in Modesto (1,500).

E. & J. Gallo Winery headquarters and Gallo Glass plant
Modesto, CA
Industrial E. & J. Gallo Winery (and Gallo Glass Company)
The City's FY2025 ACFR lists E & J Gallo Winery as the third-largest property taxpayer, at $579.3M taxable assessed value (2.51%; first in 2016/17 at $440.6M). Gallo Glass Company is fourth, at $485.1M. The ACFR describes Gallo as 'based in Modesto, the world's largest privately-owned winery' and lists it as the second-largest employer (3,700 within city limits). As assessee, Gallo holds taxable property in the area, but the table covers the whole County and lists no parcels. That the headquarters campus itself is among them is inferred, not stated, hence tier B. No family member is named.

The core land

The most valuable ground in the city, and what the public record says about it.

No free file of Stanislaus County owners exists. The Assessor sells secured roll data ($375 with monthly updates), and its free online inquiry needs a parcel number and forbids resale. The figures below come from the Assessor's 2026 roll press release and the City's audited FY2025 ACFR, which reprints the ten largest taxpayers. Under Proposition 13 a sale resets value to price, so recent buyers and new plants sit high on the roll.

$25,767,171,045 of a county total $76,379,241,015 (+4.88%). Incorporated cities averaged +6.13% and the unincorporated county +2.01%. Stanislaus County Assessor press release, 2 Jul 2026, lien date 1 Jan 2026.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Public bodies own the most land in Modesto, and food and wine own the most taxable value. The County's free GIS layer of City- and County-owned parcels shows the City as by far the largest public holder. Its acreage includes wastewater-treatment and ranch land on Jennings Road, well outside city limits. On the private side, the City's ACFR principal-taxpayer table is led by a utility, a snack maker, Gallo's winery and its glass plant, and other food processors: G3, Hunt Wesson, California Dairies and Bronco Wine. The ACFR notes the table is based on all of Stanislaus County, so these values are not all inside the city. It gives assessed value, not acreage, and lists no parcels.

Also the airport (about 282 acres) and Thurman Field. The FY2025 ACFR counts 75 parks on 1,245 acres plus 641 acres of regional park, and land at cost of $42.7M (governmental) and $30.6M (business-type).

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Modesto builds slowly, and in 2025 apartments outpaced houses. Census permit files (12 months reported) show 211 single-unit homes in 2023 ($23.2M), 159 in 2024 ($24.1M) and 208 in 2025 ($27.7M). Units in 5+ unit buildings went from 60 to 12 to 300 (10 buildings, $34.1M) over the same three years. The 2026 year-to-date file (6 months reported, to August) shows 314 single-unit permits ($61.8M) and 144 units in 5+ unit buildings. Neither the City's permit records nor the County roll was read builder by builder, so no Modesto home count per builder exists. National builders report regional segments only.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Modesto's biggest commercial landlord in SEC filings is Macerich, through Vintage Faire Mall. Behind it come Blackstone's BREIT, mostly apartments, and two grocery-anchored centre owners, Phillips Edison and Brixmor. Americold holds six cold-storage buildings, which matters in a food-processing town. Figures are gross carrying amounts from Schedule III: cost on the books, not prices or values. Each filing places these in 'Modesto, CA'; city limits were not checked property by property. The large private industrial owners (Frito-Lay, Gallo, G3, Hunt Wesson, California Dairies) appear only as taxpayers and are listed under landowners.
