Milwaukee, Wisconsin
Milwaukee publishes the owner of record of every parcel as daily open data under a Creative Commons licence, with priced sales by address; its towers belong to an insurer, a bank and CMBS-financed LLCs, and its largest landholders are public.

Wisconsin records title by deed at county registers of deeds. The City of Milwaukee publishes its Master Property File (MPROP) free on its open-data portal. Updated daily under a Creative Commons Attribution licence, it gives the owner of record, mailing address, assessed value and last conveyance of every parcel. The Assessor also publishes yearly arm's-length sales with address and price but no names. Statewide, every deed is filed with an electronic transfer return stating the price, and the state transfer fee is $3 per $1,000 of value.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

Office | Northwestern Mutual Life Insurance Company Roll: NORTHWESTERN MUTUAL LIFE INSURANCE COMPANY, c/o its tax unit, owns 800 E Wisconsin Ave, built 2015, 32 stories, assessed $375.0M for 2026 (land $34.8M). It is the highest-assessed parcel in Milwaukee. The company also holds 720 E Mason St (built 1989, $167.8M) and the 1912 building at 720 E Wisconsin Ave ($34.6M). With the 777 N Van Buren apartment tower held in LLCs mailed care of Northwestern Mutual, the company's ten parcels total $725.6M. The roll records no conveyance, so no purchase price exists: the company built the complex on its own land. |

| U.S. Bank Center 777 E Wisconsin Ave 1,330,373 sq ft building area (2026 roll) · 42 floors |
Office | U.S. Bank National Association Roll: US BANK NATIONAL ASSN, mailed care of Ryan PTS (a property-tax agent) in Houston. Built 1971, 42 stories, assessed $191.4M for 2026 (land $16.2M on 108,140 sq ft). Last conveyance on the roll is a quitclaim dated 23 Jun 2003 with no transfer fee, so the roll gives no price. The same owner name holds 622 N Cass St ($13.9M) and two E Clybourn St parking parcels. The roll does not say whether the bank holds the tower in its own right or as a trustee, and no filing opened answers that. A 1999 purchase price appears in press search results, but the press site's robots.txt bars this research, so it was not used. |

Office | Middleton Milwaukee Investors LLC (sponsor: Middleton Partners LLC) Prospectus: the borrower is Middleton Milwaukee Investors LLC, a special-purpose Delaware LLC whose sponsor is Middleton Partners LLC, 'a private real estate investment company'. It describes a 30-story Class A tower built in 1984, plus two garages with 1,394 spaces. The 2026 roll still names Middleton Milwaukee Investors LLC, care of Colliers, assessed at $114.3M. The City's sales file gives the earlier prices: $95,000,000 in April 2005, $72,163,875 in June 2014 (24% lower), then $124,600,000 in June 2017. The roll's $373,800 transfer fee matches $124.6M at $3 per $1,000. |
Private company | $124,600,000 2017-06 Contract price per the CGCMT 2017-B1 prospectus (net $122,329,235 after a seller credit). The City's sales file lists the same $124.6M in June 2017. A |

No sale of the finished tower appears. 'Care of' is a mailing instruction. Irgens' interest is not stated beyond that, and no SEC filing opened names the LLC's members. |

Residential | The Couture LLC Roll: THE COUTURE LLC owns the 45-story apartment and commercial tower, built 2023, with 339 units, assessed $130.0M for 2026 (land $10.0M). The parking parcel is held by COUTURE PARKING LLC ($11.3M) and a 906 sq ft transit parcel by TRANSIT HUB MKE LLC. All three arrived by warranty deed on 8 Apr 2021 with no transfer fee on the roll, so no price. The AFL-CIO Housing Investment Trust lists The Couture (322 units) among its Wisconsin projects with $104,745,000 'invested/allocated'. That is financing, not ownership. Who stands behind the LLC is not stated in any record opened. |

Civic | Wisconsin Center District Roll: WISCONSIN CENTER DISTRICT, exemption code 570 ('Wisconsin Center District'), land use 7941 (pro sports clubs), built 2018, exempt value $212.1M. The parcel's lot area is keyed as 13,166,576,280 sq ft, plainly an error, and is not used. The district also owns the convention centre parcel at 400 W Wisconsin Ave ($655.7M exempt, the largest single value on the roll), 412 and 405 W Kilbourn Ave and a parcel on W Highland Ave. The roll names no team entity on the arena parcel. Civic | Southeast Wisconsin Professional Baseball Park District undivided 61.93% interest in the stadium project; the Milwaukee Brewers Baseball Club holds 38.07% The district's 2025 audited statements say the district and the team 'will be the owner of the improvements constituting the stadium project' under a 1996 shared-ownership agreement. The team owns an undivided 38.07% and the district 61.93%, and the district leases its interest to the team under a lease running through 2050. The City roll lists five parcels in the district's name (THE SE WI PROFESSIONAL BASEBALL PARK DISTRICT). The largest, 301 S 44th St, carries the sport and entertainment exemption (code 405) at $13.3M. The roll has no record at 1 Brewers Way, and the City says exempt values are not maintained. |

MILWAUKEE COUNTY holds a park parcel (land use 8870, County Parks exemption), and MILWAUKEE COUNTY WAR MEMORIAL INC a third (land use 8641). The roll does not set out how the museum, County and War Memorial divide the building and ground, and no agreement between them was read. |

The core land
The most valuable ground in the city, and what the public record says about it.
Milwaukee's most valuable private ground is the East Town office core along E Wisconsin Ave and the lakefront. Its most valuable parcels overall are public: the convention centre and the arena (Wisconsin Center District), a hospital and the universities. The City assesses its whole territory, including the small parts in Washington and Waukesha counties. Figures are the 2026 MPROP roll read 13 Oct 2026 and summed by this research. Prices come from the City's sales file and SEC filings. The City warns that values for manufacturing and exempt property are 'limited and not maintained'.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
The largest holders in Milwaukee are public. The City of Milwaukee titles its own land and also the land of Milwaukee Public Schools: school sites are recorded as 'CITY OF MILWAUKEE (SCHOOL)' or 'CITY OF MILW SCHOOL SITE' under exemption code 750. Port Milwaukee appears under no owner name of its own; harbour parcels such as the ferry terminal at 2320 S Lincoln Memorial Dr are in the City's name. Counts are 2026 MPROP records, every spelling grouped. Values are taxable plus recorded exempt value, and the City warns exempt values are not maintained. Acreage is not summed: LOT_AREA is blank on most exempt parcels and carries keying errors of up to 13 billion sq ft. Froedtert and the Medical College are in Wauwatosa: the City roll shows one zero-value Froedtert Memorial Lutheran parcel.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Milwaukee builds few houses. Census permit files for Milwaukee city show 28 single-family units permitted in 2021, then 42 (2022), 61 (2023), 72 (2024) and 63 (2025). Five-plus-unit buildings: 3 buildings / 176 units (2021), 1 / 76 (2022), none (2023), 2 / 152 (2024), none (2025). Those counts look low next to the towers completed on the roll in the same years, and the Census files do not explain the gap. No national home builder holds a parcel in the City (none of D.R. Horton, Lennar, Pulte, NVR, Toll, Taylor Morrison or Veridian on the roll). New housing comes from apartment developers, each in a single-purpose LLC. The figures below are new buildings on the 2026 roll in each entity's name. No Milwaukee builder league table exists.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Milwaukee has no dominant office REIT. Its towers belong to a mutual insurer (Northwestern Mutual), a bank (U.S. Bank), and private investors in single-purpose LLCs (Middleton Partners, Irgens-managed LLCs), several of them financed through CMBS. The largest hotel owner by filing is Milwaukee-based Marcus Corporation, and the largest single-family landlord by filing is VineBrook Homes. Nareit and CoStar-style rankings are blocked or paywalled (national pack), so this list is built from 10-K filings and the City roll.

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Who stands behind the single-purpose owners: The Couture LLC, 333 N Water St Owner LLC, Ascent MKE SPE LLC, NOVA LLC, IVP MMD LLC and SP Milwaukee Propco 1 LLC. The roll gives only mailing addresses and no SEC filing opened names their members.
- Whether U.S. Bank National Association holds U.S. Bank Center in its own right or as trustee, and any price: the roll's last conveyance is a 2003 quitclaim with no fee. The only price lead was a press site whose robots.txt bars this research.
- Prices on Wisconsin eRETR transfer returns. The DOR search and historic-download apps are JavaScript-only and were not used, so prices here come from the City's sales file, the roll's transfer-fee field and SEC filings.
- The Milwaukee County Register of Deeds' own fee schedule and online search terms (Cloudflare-blocked). Fees are cited from Wis. Stat. 59.43(2).
- The City of Milwaukee Open Data Policy and the portal's terms of use: the policy PDF is on Cloudflare-blocked city.milwaukee.gov and /terms-of-use is a 404. The licence relied on is the 'Creative Commons Attribution' label on each dataset page.
- How tax-rate codes 66 and 67 (four records: 9601 N Wasaukee Rd, 5701 and 5921 N 124th St, 12500 W Carmen Ave) map to Washington and Waukesha counties. The data dictionary names the three counties but not these codes. All other 159,946 records carry code 40.
- The stadium parcel of American Family Field: the roll has no record at 1 Brewers Way, and the district's five parcels carry only $27.8M of exempt value, which the City does not maintain.
- The Census permit counts for Milwaukee city (no 5+-unit buildings in 2023 or 2025) do not reconcile with the towers on the roll. The reason is not stated in the files.
- Acreage for public landowners: LOT_AREA is blank for most exempt parcels and carries keying errors (13,166,576,280 sq ft for Fiserv Forum, 15.3 billion for Marquette's campus parcel). No acreage totals are published.
- Port Milwaukee's holdings cannot be separated from other City land on the roll.
- Nareit and CoStar-type landlord rankings remain paywalled or blocked (national pack gaps).
- Condominium towers are owned unit by unit by households (11,452 condominium records) and are not named. None is among the marquee buildings.
