Lubbock, Texas
Lubbock names the owner of every parcel on a free City of Lubbock map service, which shows Texas Tech, the City and the county hospital district holding the ground under the city's biggest institutions - but no public record says what any building sold for.
11 buildings · 11 with an owner established · 22 sources · 8 tier B · 3 tier A · prepared 2026-10-14
Texas keeps no public title register; ownership is read from the county appraisal district. In Lubbock that is the Lubbock Central Appraisal District (LCAD), whose website is behind a Cloudflare block to scripts - but the City of Lubbock's public GIS server carries LCAD's account number, owner of record, owner mailing address, legal description, state class code, exemptions and land, improvement and total value for some 108,500 parcels, free and without a login. Deeds are recorded by the Lubbock County Clerk at $1 a page for a copy and $5 to certify. What no record holds is a price: Texas has no mandatory sales disclosure, and sales an appraisal district obtains privately are confidential under Government Code Sec. 552.149.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

The core land
The most valuable ground in the city, and what the public record says about it.
Every figure is computed from LCAD's roll as the City of Lubbock carries it on its ParcelViewer map service, restricted to the 108,348 parcels lying wholly inside the City Limit layer. The layer gives land, improvement and total value per account but states no value year; its latest edits are from October 2026. Building-only accounts (a structure on someone else's land) are separate rows. The most valuable account in the city is a nonprofit performing-arts hall, not an office tower.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Inside the City limits the largest holders are public: the City of Lubbock holds about 7,100 acres in its own name and Texas Tech's two campus tracts are each larger than any private holding. The State, the County, the three school districts and the county hospital district follow. The biggest private acreage is farmland on the edge of the city, carried at agricultural-use value (class D1, 'AG' exemption): about 13,750 acres of it inside the limits is worth $138M on the roll. Acreage is computed from each parcel's mapped area on the City layer; name variants are listed separately unless stated. Accounts in individuals' names are left out and not named.

Downtown it holds Citizens Tower, the City Hall ($22.9M). 21 of the accounts are mailed c/o Lubbock Power & Light (about 19 acres, $0.5M) - the municipal utility holds title in the City's name. Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Lubbock builds more homes than its size suggests: the City permitted 2,382 units in 2025 - 1,561 single-family, 8 in duplexes, 24 in 3-4 unit buildings and 789 in buildings of five or more - and Lubbock County 2,858 (2,035 single-family), with suburban Wolfforth adding 462 houses outside the City. The market is dominated by a local builder: Betenbough's entities hold more lots inside the City than every national public builder combined, and D.R. Horton and Lennar hold a few dozen each. The figures below count accounts on the LCAD roll held in each builder's name inside the City - overwhelmingly vacant lots (class C1) plus unsold homes - not homes built; no league table of Lubbock starts by builder was found.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Lubbock's most valuable private income property is student housing beside Texas Tech, not offices: apartments (class B) carry $2.7B on the roll against $4.7B for all commercial property, and the single most valuable apartment accounts are Overton Park and Raiders Pass complexes in American Campus Communities names. Retail is anchored by Macerich's South Plains Mall and owner-occupied big boxes (Walmart, Albertsons' United Supermarkets, H-E-B, Target, Home Depot), with net-lease REITs (NNN REIT, STORE, Agree, Realty Income, Spirit) holding single-tenant pads. Downtown office stock is small and locally held. Figures are City of Lubbock accounts on the LCAD roll unless stated.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- LCAD's own terms of use, data downloads and any licence. lubbockcad.org returns a Cloudflare block to scripts on every path including robots.txt; the City GIS copy of the roll carries no licence, and the City's ParcelMap item says the product was developed for the City's internal use. republish is false throughout.
- The value year of the figures on the City layer. The layer gives land, improvement and total value but no year; its latest edits are from October 2026, so they are most likely 2026 values, but no page says so.
- Why 1,922 accounts inside the City (mostly houses, $232.5M) carry no owner name on the layer. Texas allows certain owners to withhold their information, but the layer states no reason.
- Who stands behind Metro Tower Housing Partners LP, Metro Opportunity LLC, 1500 Broadway Partners Ltd, the PO Box 64664 companies, BBA Homes Land Company LLC and the large single-asset apartment owners. No filing or company page opened names them, so no person is named.
- When and for what any downtown tower changed hands. Texas records no price, the County Clerk's deed index was not read, and the only stated figures are the City's $48M renovation estimate for Citizens Tower (TDLR) and Buddy Holly Hall's $158M cost (Wikipedia) - neither is a price.
- Whether Blackstone still holds every ACC-named Lubbock property in 2026. The roll still carries the ACC entity names; ACC stopped filing after the August 2022 merger, so no later property list was opened. University Pointe and University Trails, in ACC's 2021 list, are not under ACC names on the roll.
- The full acreage of Lubbock Preston Smith International Airport. Only the Section 28 tracts holding the terminal address (about 640 acres) were matched to the City's name; other airfield sections were not reconstructed.
- Why the 562-acre tract under Texas Tech's stadium and arena stands in the name of the State of Texas rather than Texas Tech University, and why the campus buildings carry no improvement value. The roll states the name and the 'less bldg only' notation; no page opened explains it.
- Whether Covenant Health System, Methodist Hospital and Covenant Medical Center are one owner. The roll lists them separately; only Wikipedia's account of the 1998 merger links them.
- Builder starts by company. No Lubbock league table was found; builder figures are account counts on the roll, not homes built, and Census permits are not broken down by builder.
