Livermore, California

Livermore's parcel values are open map data, but owner names stay in the County's recorded deeds; the biggest holders are federal laboratories, the outlet mall and a band of industrial and lab campuses.

Can you find out who owns it?

California has no public register of title and keeps owners' names off the open record. Alameda County publishes every parcel as open map data with its assessed land and improvement values, use code and latest recorded document, but no owner name and no sale price. Finding the owner of a parcel means buying a copy of the deed from the County Clerk-Recorder at $3.50 a page. Each sale pays the County's documentary transfer tax of $0.55 per $500; Livermore is not among the cities on the County's schedule that add a city conveyance tax.

The core land

The most valuable ground in the city, and what the public record says about it.

Assessed values are open on the County layer (s2); owners are not. The situs city LIVERMORE includes unincorporated land with Livermore addresses, so the totals run wider than the city.

Highest assessed parcel$241.4M
APN 904-13-12, 2774 Livermore Outlets Dr (San Francisco Premium Outlets, Simon), land $33.5M, improvements $207.9M, 92.7 acres. County Parcels layer (s2), read 1 Nov 2026.

County Parcels layer (s2), read 1 Nov 2026. Owners are not on the layer. 451 Discovery Dr is GILLIG's address; GILLIG says it 'built a 600,000-square-foot main facility' in Livermore (s15) but does not say it owns the land.
Land-value benchmarkabout $361,000 per acre
Outlet-centre parcel land value $33.5M over 92.7 acres (s2). LARPD (s10) separately puts the cost of 2 acres of urban parkland in Livermore at 'approximately $1 million'.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

By area Livermore's land is overwhelmingly public or ranch land. The County layer (s2) holds 33,177 parcels with a LIVERMORE situs over about 247,000 acres, far beyond the city limits, because that situs also covers the unincorporated hills south and east. Parcels at $0 assessed value (exempt public and institutional land), 2,496 of them, cover about 47,700 acres; 579 parcels valued under the Williamson Act (farm and grazing contracts) cover about 129,900 acres. The holders below are those an opened source names. The layer carries no owner names, so private ranch holdings cannot be named or ranked.

LARPD's July 2025 staff report (s10) lists Del Valle State Recreation Area at 4,395 acres, 'Owned By State of California', maintained by EBRPD. Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Livermore permits very few new homes. The Census Building Permits Survey (s11) counts units authorised in the city of 36 (2021), 38 (2022), 41 (2023), 74 (2024) and 265 (2025), the last split into 85 single-family homes and 180 units in 15 buildings of five or more units. New-home supply comes from a handful of private California builders on infill and annexed sites; no national public builder states a Livermore community in a source opened. Figures below are the builders' own statements.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Livermore's commercial estate is industrial and research space along I-580 and the airport, plus one large outlet centre. No apartment or office REIT's FY2025 10-K opened (Essex, AvalonBay, Equity Residential, UDR, Terreno, Welltower, Healthpeak, Equity LifeStyle, Sun Communities) lists a Livermore property. Public owner-occupiers are the semiconductor-equipment makers. The largest industrial trade on record, a reported 2023 portfolio sale on Discovery Dr, Atlantis St and Challenger St, could not be opened at any source and is listed as unverified; the County layer (s2) does show those three parcels with a latest recorded document dated 29 Aug 2023 and a combined value of $340.2M.
