Little Rock, Arkansas
Pulaski County's assessor roll, served free through the PAgis consortium's public map service, names the owner of record and the appraised value of every one of Little Rock's roughly 81,500 parcels; deed prices sit behind a Cloudflare-guarded assessor portal and a log-in at the County Clerk.
10 buildings · 10 with an owner established · 18 sources · 7 tier A · 3 tier B · prepared 2026-10-14
Arkansas has no state title register: title passes by deed recorded with the county's Circuit and County Clerk, and buyers rely on title insurance. In Pulaski County the Clerk records deeds for $15 for the first page and $5 for each additional page, and its online index (records from 1994 on) sits behind an account log-in, with older records only on public terminals by appointment. The Assessor's roll, which names the owner of record of every parcel with its appraisal, is published free through PAgis, the Pulaski Area GIS consortium of the city, county and utilities, and as a free bulk download. Each deed carries the state's real property transfer tax of $3.30 per $1,000 of actual consideration (on transfers over $100), so the price is stated on the record.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.
| Building | Use | Owner | Owner type | Last price paid |
|---|---|---|---|---|
| Simmons Tower 425 W Capitol Ave, Little Rock parcel 0.58 acres (mapped) |
Office | CADC-1 LLC The roll names CADC-1 LLC (mailing address Little Rock) on parcel 34L-020.06-009.02, 2026 appraisal $34,912,000 (land $1,253,600); CADC-1 LLC holds 4 parcels in the city appraised at $41,954,170. PAgis address points at 425 W Capitol carry the names 'Metropolitan National Bank Tower' and 'Capitol Ave Development Co'. Simmons Bank is the named tenant, not the owner of record: Simmons's 2025 10-K (s10) describes its Little Rock offices as a twelve-story building in the River Market district. No sale price or the LLC's members were found in any source we could open. |

| Regions Center 400 W Capitol Ave, Little Rock parcel 1.93 acres (mapped) |
Office | 400 West Capitol LLC The roll names 400 WEST CAPITOL LLC, mailing address Fort Worth, Texas, on parcel 34L-020.06-008.00, 2026 appraisal $7,495,800 (land $4,192,950, building $3,302,850): the building is appraised below its land. A PAgis address point at 400 W Capitol is named 'Regions Bank Building'. A November 2025 online-auction sale to a Fort Worth buyer was reported, but the articles sit on hosts that block us or disallow our agent, and the Clerk's deed index needs a log-in, so no price is recorded here (see unverified). |

Under Arkansas's Act 9 industrial bonds the City holds title and leases to the company. Dillard's FY2025 10-K (s11) lists its 333,000 sq ft Little Rock executive offices as 'Owned'. DSS HQ Properties LLC is not in Dillard's Exhibit 21 (s12), so its link to Dillard's is not established. |

The core land
The most valuable ground in the city, and what the public record says about it.
Figures are read from the PAgis parcel service by server-side statistics on the 2026 roll (CAMA date Sept 2026), restricted to the City's two tax districts. Appraisals are market values. Arkansas assesses at 20% of appraisal, which the roll's ASSESSVAL field shows on every parcel checked. Exempt public property is still appraised.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Little Rock's largest landholders are public. Counted by owner name on the 2026 roll inside the City's two tax districts (LRSD - 001 and LR PCSSD), with mapped polygon areas. The City of Little Rock holds the most land, and it also holds title to private plants and offices under Arkansas's Act 9 industrial-bond scheme: the roll labels these 'CITY OF LITTLE ROCK (WELSPUN - ACT 9)', '(TREX COMPANY - ACT 9)', '(DILLARD'S - ACT 9)', '(JACUZZI - ACT 9)' and so on, so the private user is named in brackets rather than hidden. Pulaski County holds one such title, for MISO. Individuals and family trusts are left out.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Little Rock permitted 862 single-family homes worth $220.0M in 2025, plus 28 units in 3-4 unit buildings and 113 units in seven 5+ unit buildings (Census, s16); North Little Rock permitted 227. New homes are built mainly by local firms. In the west, Chenal Valley is a master-planned community whose developer (Deltic, a PotlatchDeltic subsidiary) sells lots to builders, about 130 a year. None of the national builders has a parcel in its own name inside the city: D.R. Horton, Lennar, Pulte and Rausch Coleman return none on the roll. The counts below are parcels in each firm's own name on the 2026 roll, lots and homes together, not closings.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Little Rock has few institutional landlords. Downtown towers are held by single-purpose LLCs (see marquee), and the biggest private appraisals are hospitals (Baptist Medical Center $526.2M over 16 parcels; St Vincent $428.8M; Arkansas Children's $380.8M). Mid-America Apartment Communities' 2025 10-K names no Little Rock property (s17). Single-family rental funds hold scattered houses: VineBrook entities 72 parcels, 'BSFR' and 'SFR3-0x0' borrower LLCs at least 160, none traced to a parent here.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The price and buyer in the reported November 2025 auction of Regions Center (about $7.52M, after a reported $31M bankruptcy purchase in 2022). Reported by Arkansas Business (Cloudflare to scripts) and Talk Business & Politics (robots.txt disallows our agent); the Clerk's deed index needs a log-in. The roll's owner, 400 West Capitol LLC of Fort Worth, fits the report, but no price is recorded without a document.
- Who stands behind CADC-1 LLC (Simmons Tower), 200 West Capitol Investments LLC (200 W Capitol, the Bank of America building, $7.6M), Little Rock Union Plaza LLC (124 W Capitol, $11.9M) and CF BAT LIT LLC (7001 Zeuber Rd, $221.4M). No filing we opened names their members.
- Whether NARA or the City holds title to the Clinton Library building itself; the roll names the City for the parcel under the library address and the Clinton Foundation for the adjoining 16.3 acres.
- Whether DSS HQ Properties LLC (Fort Worth), co-owner of record at 1600 Cantrell Rd, is a Dillard's entity; it is not in Dillard's Exhibit 21.
- Simmons Bank Arena and Dickey-Stephens Park are in North Little Rock, not Little Rock, and are left out.
- Sale prices generally: Arkansas deeds state their consideration through the $3.30 per $1,000 transfer tax, and the Assessor publishes sales through ARCountyData, but that site is Cloudflare-blocked to scripts and its robots.txt disallows results pages, so no per-sale price was read for this record.
- The parents of the single-family-rental borrower LLCs (BSFR III Owner I LLC 30 parcels, SFR3-020 LLC 28, SFR3-060 LLC 24 and others).
