Lexington, Kentucky
Lexington's assessor publishes the price of every commercial, land and multifamily sale for free, so the $135M Hamburg Pavilion and $137M Summit at Fritz Farm deals are on the public record, but the owner-of-record search sits behind a Cloudflare wall, so the downtown towers' owners could not be read.

Kentucky records title by deed with the county clerk, and every deed must state the full consideration under a sworn certificate (KRS 382.135); the grantor pays a transfer tax of $0.50 per $500 (KRS 142.050). Lexington and Fayette County are one consolidated government, the Lexington-Fayette Urban County Government, so one Property Valuation Administrator (PVA) values all 115,158 parcels and every one is in the city. The PVA's parcel search, which carries the owner of record, runs on a third-party qPublic host that refused automated access; what the PVA itself publishes free are year-to-date sales reports giving the address, date and price of every commercial, land and multifamily sale (naming the buyer for land and multifamily), plus weekly residential reports naming buyer and seller. LFUCG's open parcel layer has shapes and PVA numbers but no owners.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

| Lexington Financial Center ('Big Blue') 250 W Main St, Lexington |
Office | Not established the source would not open The PVA's own news page calls it 'Lexington's tallest building' at 31 stories. Its property record card, which would name the owner of record, is on the PVA's qPublic search host, which returned a Cloudflare challenge. No SEC filing found by full-text search names an owner or a loan for the tower, and the PVA's commercial sales reports for 2019 to September 2026 show no sale of 250 W Main St. The owner is therefore left blank. |

Civic | Not established the source would not open Lexington Center Corporation says it 'operates' the convention-centre complex known as Central Bank Center (s30). Operating it is not the same as owning it. Wikipedia's infobox names Lexington-Fayette Urban County Government as owner and LCC as operator (s31), but no register or filing confirmed this. The PVA's property card is on the qPublic host, which is behind Cloudflare. LFUCG's financial report is a PDF that its robots.txt disallows, and LCC's annual report would not download. The PVA's news page records a city-revealed redesign with 'an estimated $310 million budget' (s43). No sale of 432 W Vine St appears in the 2019-2026 sales reports. |

| University of Kentucky main campus (incl. Kroger Field) Main campus, Lexington about 824 acres (main campus) |
Institutional | University of Kentucky UK's audited 2025 statements describe it as a component unit of the Commonwealth of Kentucky, carrying land at $210.4M at cost and buildings at $5.04B at 30 June 2025, statewide (s26). UK's environmental office gives the main campus as about 824 acres (s27). The PVA's own reports spell the owner two ways: 'UNIVERSITY OF KENTUCKY' (819 Press Ave, $755,000, Feb 2024) and 'COMMONWEALTH OF KENTUCKY FBO UK' (1008 S Broadway, 0.57 ac, $1,425,000, Aug 2026). That Kroger Field is UK-owned rests on Wikipedia, not on a register. The campus has no single assessed record, so no total acreage on the roll is given. |

Mixed use | Keeneland Association, Inc. Keeneland's own history page says the site's earlier owner 'agreed to sell around 148 acres, including the track, to the new Keeneland Association in 1935', and that 'Keeneland now covers 1,234 acres'. Its About page says racing and auctions are run by 'one mission-driven entity' whose profits 'are returned to the industry and community' (s22). The 1935 price is not stated. Whether the Association is tax-exempt was not established: ProPublica's nonprofit index lists the Keeneland Foundation but not the Association. The roll, which would confirm title and acreage, was unreachable, so this rests on the owner's own account (tier B). |

Its history page says the land was sold to the Commonwealth in 1972 for $2.7 million and that the Park opened in 1978 (s24). The address is in Lexington, and because LFUCG covers all of Fayette County, the Park is inside the urban county. The Park's acreage was not stated on the pages read, and the roll was unreachable. |

Exhibit 21 lists CBL Fayette Mall OP PropCo, LLC and Fayette Mall SPE, LLC (s19). In May 2026 CBL refinanced with a $97.5M five-year non-recourse loan at 7.25% (s20). Retail | FHH Hamburg, LLC The PVA's 2024 commercial and land sales reports record a $135,000,000 sale on 29 Oct 2024 across the Sir Barton Way, Pavilion Way, Star Shoot Pkwy and Vendor Way parcels. The land report names the new owner as FHH HAMBURG LLC (s13). The BBCMS 2024-5C31 term sheet names FHH Hamburg, LLC as borrower and Fairbourne Properties, LLC as sponsor of a $94.5M acquisition loan dated 10/29/2024. It states the purchase price as $135,000,000 against a $141.1M appraisal and puts occupancy at 92.3% with 65 tenants (s17). Title is held in fee. |

The core land
The most valuable ground in the city, and what the public record says about it.
Fayette County's roll held 115,158 parcels in 2026. Because Lexington and Fayette County are one consolidated government, every parcel is in the city. The PVA publishes the price, date and address of every commercial sale, and of land and apartment sales with the buyer's name, so Lexington's biggest deals can be read from the assessor's own PDFs. The most valuable ground shown by recent prices is suburban retail on the Nicholasville Road and Hamburg corridors, not downtown: no downtown tower sold in 2019 to September 2026. Distress in the reports is residential and small. The weekly reports mark 38 Master Commissioner (judicial) sales in 2025 and 23 in 2026 to 5 October.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
In Lexington the largest holders are public. They are the University of Kentucky (whose land the PVA lists both as 'UNIVERSITY OF KENTUCKY' and 'COMMONWEALTH OF KENTUCKY FBO UK'), the Commonwealth's Kentucky Horse Park, the urban county government, its airport board and school district, and Keeneland. Holdings cannot be counted per owner from the roll, because the PVA's owner search is on a Cloudflare-blocked host. Each figure is therefore the owner's own audited land-at-cost or acreage statement, or a purchase recorded in the PVA's sales reports. Horse-farm land is not shown: 1,978 parcels are on the roll as farms, at a $1.09B use value (s1), and 33,023 acres are under LFUCG development-rights easements (s40). But no source read names the companies that hold the farms, so no farm entity is listed.

The main campus is about 824 acres (s27). In 2017 UK's board approved conveying 250 acres at and near Coldstream Research Campus to LFUCG (s28). PVA reports record purchases in both spellings: 819 Press Ave, $755,000 (2024, s42) and 1008 S Broadway, $1,425,000 (2026, s15). |

| Lexington-Fayette Urban County Government (LEXINGTON-FAYETTE URBAN COUNTY) UK's board approved conveying two parcels totalling 250 acres at Coldstream to LFUCG for development, subject to council approval (s28); completion was not confirmed. LFUCG's own land total is in its ACFR, a PDF its robots.txt disallows. The PVA's 2024 land report shows a purchase as 'LEXINGTON-FAYETTE URBAN COUNTY' (0.2389 ac at Elam Park, $10,000, s13). The separate 'LFUC HOUSING AUTHORITY' appears as a seller in the weekly reports. |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Fayette County permitted 1,052 new homes in 2025: 507 single-family houses and 545 units in 16 buildings of five or more units. In 2024 it permitted 1,036 (492 single-family, 2 in a duplex, 542 in 18 apartment buildings), per the Census Building Permits Survey (s32). Land for new building is tight: UK's 2017 land-swap release quotes city officials that the community 'is currently out of land for development needs within the urban service boundary' (s28). The national builders are largely absent: D.R. Horton's 10-K lists Louisville, not Lexington, as its Kentucky market (s41). Builder holdings could not be counted on the roll, because the PVA's owner search is on a Cloudflare-blocked host. The figures below therefore count the lots each builder bought, as named in the 'New Owner' column of the PVA's free land-sales reports (s13, s14). That undercounts land bought before 2024 and lots bought through other entities. No document links the separate 'Ball Realty Investments LLC' to Ball Homes, so they are not grouped.

The listed landlords in Lexington are apartment, student-housing and shopping-centre owners. No REIT filing read lists a downtown Lexington office tower. Private buyers dominate recent apartment trades: the PVA's multifamily reports name Avenue Living US Operating LP entities as buyers of 845 Red Mile Rd (182 units, $44.0M, Sept 2024), 4176 Todds Rd (90 units, $19.75M, May 2025) and Hannah Todd Pl ($32.78M, Aug 2025) (s7, s42). Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Owner of record for Lexington Financial Center (250 W Main), Rupp Arena/Central Bank Center (432 W Vine), The Square (401 W Main) and The Summit at Fritz Farm. Each has a PVA property record card on qpublic.schneidercorp.com, which returned a Cloudflare challenge. A PVA open-records request would answer this, but none was filed.
- Who owns Rupp Arena: Wikipedia says LFUCG, and the brief assumed Lexington Center Corporation. LCC's own page says only that it operates the complex. LFUCG's ACFR (PDF disallowed by robots.txt) and LCC's annual report (406/truncated) would settle it.
- Who bought The Summit at Fritz Farm for $137M on 15 May 2025. FRITZ FARM OWNER LLC bought adjacent lots the same day, and FRITZ FARM DEVELOPMENT LLC bought 5.97 ac at 250 Harrison for $3M. No filing ties either to the centre, and the CMBS hits for the name were comparables only.
- Horse-farm holdings by entity (e.g. Godolphin's Jonabell Farm, Shadwell Farm, Calumet Farm). No register or filing naming the holding companies and their Fayette acreage was opened. Coolmore's Ashford Stud is in Woodford County (Versailles), outside Lexington, and is excluded. Toyota's Georgetown plant is in Scott County and is excluded.
- Kentucky Utilities' Lexington property: KU's holdings were not looked up.
- Builder holdings on the roll: owner-name search is not available without the qPublic host, so lot counts come from the PVA's land-sales 'New Owner' column only.
- Prior prices for distress comparisons on commercial property: the PVA reports give each sale but not earlier prices before 2019, and no clean far-below-prior commercial sale was found in 2019-2026. Several apparent drops were multi-parcel prices.
- Fayette County Clerk deed index and recording fees: fayettekyclerk.gov's robots.txt disallows ClaudeBot, so it was not read.
