Laredo, Texas

Laredo's owners are named, free, on a City map service that republishes the county appraisal roll: it shows the City holding the three international road bridges, the arena, the ballpark and the airport, CBL owning Mall del Norte and the struggling outlet centre by the old bridge, and two school districts holding more exempt property than the City - but no public record states what anything sold for.

Can you find out who owns it?

Texas keeps no public title register; ownership is read from the county appraisal district. In Laredo that is the Webb County Appraisal District (Webb CAD), whose own site is a JavaScript property-search portal - but the City of Laredo's Utilities Department republishes Webb CAD's 2025 parcel roll as a free, unauthenticated map layer naming the owner of record, mailing address, legal description, state class, exemption, acreage and 2025 value of some 86,000 parcels in and around the city. Deeds are recorded by the Webb County Clerk, whose online index sits behind a login: copies cost $1 a page and $5 to certify. What no record holds is a price. Texas has no mandatory sales disclosure, and sales an appraisal district obtains privately are confidential under Government Code Sec. 552.149.

The core land

The most valuable ground in the city, and what the public record says about it.

Every figure is computed from Webb CAD's 2025 roll as the City of Laredo Utilities Department republishes it, restricted to accounts carrying the City's taxing-unit code C1 (accounts in Rio Bravo carry C2 and unincorporated county land neither). The layer gives one market value per account for value year 2025. In Laredo the most valuable ground is institutional - a university, a college, a hospital and a prison lead the list - and the downtown grid by the bridges is worth little.

Value on the roll, City of Laredo$31.5 billion
Sum of 2025 market values on 83,511 accounts with taxing-unit code C1, of which $4.49 billion on 2,674 exempt accounts. Webb CAD 2025 roll via City of Laredo Utilities GIS, read 2026-10-14.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Inside the City limits, public bodies hold the most valuable ground and one family company group holds the most land. The two school districts alone carry $1.9 billion of exempt property - more than the City itself - while the Killam companies hold about 8,500 acres, more than the City's 6,000. The border infrastructure is split three ways: the City owns the road bridges, the federal government the inspection compounds, and CPKC (through Kansas City Southern's Mexrail) the northern half of the rail bridge. Figures are for accounts carrying the City's taxing-unit code (C1) on Webb CAD's 2025 roll as the City republishes it. Name variants are merged only where stated.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Laredo builds starter homes on its own terms. The Census Bureau counted 1,340 new units permitted in the City in 2025: 1,029 single-family homes worth $288.9 million on permit (about $281,000 each), 8 in duplexes, 46 in 3-4 unit buildings and 257 in buildings of five or more. The builders are local. On the 2025 roll no national public builder (D.R. Horton, Lennar, LGI Homes, Pulte and the like) and no single-family rental REIT holds a single account under its own name; the two 'LGI Group LLC' accounts are industrial lots. Figures below count accounts each builder held on 1 January 2025 inside the City - vacant lots (state class C1) and houses (A1), many still under construction - grouped by entity name, not homes built.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Webb CAD's own terms of use, data downloads and any licence. www.webbcad.org is a JavaScript portal that renders nothing to a script, and the City's republished layer carries no licence, copyright or access text. republish is false throughout.
  • What the taxing-unit codes mean. The layer does not expand them; C1 is read as the City of Laredo because every City-owned account carries it, Rio Bravo accounts carry C2 and unincorporated land carries neither. S1/S7 are consistent with Laredo ISD/United ISD and J2 with Laredo College, but none of this is stated on the layer.
  • Why the IBC headquarters block (1200 San Bernardo, Block 216 WD) carries land value only and no building, when International Bancshares' 10-K says the bank owns and occupies a building there.
  • The use of the 77.73 acres held by the United States of America within the 'Laredo Northwest International Bridge' plat. They are presumably the World Trade Bridge inspection compound, but the layer does not say so and no GSA or CBP page was opened.
  • The Juárez-Lincoln and Gateway to the Americas bridge structures do not appear as City accounts in the layer; their City ownership rests on Wikipedia (each page says 'owned and operated by the City of Laredo and the Secretaría de Comunicaciones y Transportes'), since the City's own bridge-system pages could not be read (Akamai).
  • Who stands behind the Majestic Port Grande, TW Laredo, Laredo Portfolio, 35N and Exeter-named companies, and behind the PO Box 450169 group (ASA, SKG Homes). No filing or company page opened here names them, so they are grouped by mailing address and no parent is asserted.
  • Sale prices. Texas has no sales disclosure and the County Clerk's deed index is closed to scripts. The only stated prices are CBL's combined $249.4M for Mall del Norte and Northpark Mall (2004) and project costs from Wikipedia (arena $36.5M, stadium $18M).
  • Border Patrol (CBP) holdings beyond the accounts named here, and any federal land outside the City's taxing unit.
