Knoxville, Tennessee
KGIS, the joint City, County and KUB mapping agency, shows the owner of record and owning deed of every Knox County parcel free, but its terms forbid reproducing its databases and the county's deed images and assessor search are closed to automated reading, so Knoxville's owners come one parcel at a time.

Tennessee records title by deed with the county Register of Deeds; there is no state title register. In Knox County the owner of record of every parcel, its mailing address and the deed that made it owner are shown free, with no account, in KGIS Maps, run jointly by the City of Knoxville, Knox County and the Knoxville Utilities Board. KGIS reserves all rights in its databases and sells bulk property data under a licence that forbids passing it on, so facts are quoted here one parcel at a time and nothing is republished. Prices reach the record because the state taxes each conveyance at $3.70 per $1,000 of the price sworn on the deed, but the deed images and the Assessor's sales history were not open to us.

The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.
| Building | Use | Owner | Owner type | Last price paid |

| First Horizon Plaza (First Horizon Building) 800 S Gay St, Knoxville |
Office | Tennessee Holdings I LLC KGIS parcel 095ID005 (1.9 calculated acres, site name 'FIRST HORIZON BUILDING'): owner of record TENNESSEE HOLDINGS I LLC, mailing address 143 Division Ave, Brooklyn NY. The owning deed is instrument 20201208-0046393, a deed dated 17 Nov 2020 and recorded 8 Dec 2020. The deed image sits under a path KGIS's robots.txt disallows, and no other document we opened states the price, so none is given. The bank in the building's name is a tenant, not the owner of record. No filing we opened names the LLC's members. |

| TVA Knoxville Office Complex (West Tower and UT Tower, formerly TVA East Tower) 400 W Summit Hill Dr, Knoxville |
Office | United States of America (title entrusted to the Tennessee Valley Authority) KGIS parcel 094LD018 (2.95 acres, site name 'UT TOWERS'): owner of record UNITED STATES OF AMERICA, by a deed recorded 31 Dec 1992 (book 2093, page 533). TVA's FY2025 10-K explains why: TVA 'typically acquires real property in the name of the United States', with legal title 'entrusted to TVA as the agent of the U.S.', and it names the Knoxville Office Complex, its head office, as one of its two significant buildings. The University of Tennessee System's own release of 25 Aug 2020 records the East Tower's conversion into the UT Tower, with UT on the top six floors and the rest leased to Knox County Schools. Occupancy is not ownership; no sale price exists. (UT release is s9.) |

| Sunsphere and Knoxville Convention Center (World's Fair Park) 810 Clinch Ave and 701 Henley St, Knoxville |
Civic | City of Knoxville KGIS returns the same parcel, 094MC006 (subdivision '2ND CREEK REDEVELOPMENT UNIT 2 RESUB'), for both the Sunsphere's address (810 Clinch Ave, site name 'SUNSPHERE') and the Convention Center's (701 Henley St, site name 'KNOXVILLE CONVENTION CENTER'). Owner of record: CITY OF KNOXVILLE, 400 Main St, by a deed recorded 1 Feb 1980 (book 1699, page 394), before the 1982 World's Fair. KGIS shows no calculated acreage for the parcel. Management of the Convention Center by the Public Building Authority was not confirmed from a source we could open; the title is the City's. |

| Neyland Stadium (University of Tennessee, Knoxville) 1300 Phillip Fulmer Way, Knoxville 47.50 acres, stadium parcel (KGIS calculated) |
Institutional | University of Tennessee KGIS parcel 108DA011 (47.50 calculated acres, site name 'NEYLAND STADIUM', subdivision 'UNIVERSITY OF TENNESSEE'): owner of record printed as SCHOOL UNIVERSITY OF TENN, by a deed of 7 Jun 1967 (book 1365, page 306). The University of Tennessee is the state's public university system, so the stadium is state-institution land, exempt from tax. No sale price exists; the rest of the campus is held in similar 'UNIVERSITY OF TENN' names (see landowners). |

| Knoxville Civic Auditorium and Coliseum 500 Howard Baker Jr Ave, Knoxville 5.89 acres (KGIS calculated) |
Civic | City of Knoxville KGIS parcel 095IB003 (5.89 calculated acres, site name 'CIVIC COLISEUM'; KGIS's place index also calls it the General James White Memorial Coliseum): owner of record CITY OF KNOXVILLE, by a deed of 25 May 2000 recorded 31 May 2000 (instrument 20000531-0036649). Opened in 1961 per KGIS's historic-structure index. No price is stated in any source opened, and no source we opened settled who now operates it. |

| Covenant Health Park (Knoxville multi-use stadium) 500 E Jackson Ave, Knoxville |
Civic | Sports Authority of the County of Knox and the City of Knoxville KGIS parcel 095HB002 (subdivision 'KNOXVILLE MULTI-USE STADIUM RESUB', site name 'SMOKIES STADIUM'): owner of record SPORTS AUTHORITY OF THE COUNTY OF KNOX AND THE CITY OF KNOXVILLE, care of Visit Knoxville, by a warranty deed dated 19 Dec 2023 and recorded 28 Dec 2023 (instrument 20231228-0032113); the deed's consideration was not readable. The Wikipedia article (CC BY-SA) gives the cost as $114 million, Boyd Sports as operator, the authority's sale of $65 million in bonds, and an opening on 15 Apr 2025 on the site of a disused meat-packing plant. A construction cost is not a purchase price. (Wikipedia is s11.) |

| The Regas Building 318 N Gay St, Knoxville |
Mixed use | Regas Building LLC KGIS parcel 094EF001 (subdivision 'REGAS SQUARE LLC', site name 'THE REGAS BUILDING'; 15 address points, mostly suites): owner of record REGAS BUILDING LLC, mailing to the building itself, by a deed dated and recorded 13 Mar 2015 (instrument 20150313-0049092). Related LLCs on the roll are Regas Property LLC (7 address points) and Regas Brothers LLC (3); the roll does not tie them together. No price was stated in a source opened, and nothing we opened describes a current Jackson Avenue redevelopment by these entities. |

Retail | West Town Mall LLC (Simon Property Group joint venture) Simon 50.0% KGIS parcel 120KA001 (44.83 calculated acres): owner of record WEST TOWN MALL LLC, mailing PO Box 6120, Indianapolis, by a deed dated 1 Nov 2007 and recorded 6 Nov 2007 (instrument 20071106-0037685). Simon Property Group's FY2025 10-K lists West Town Mall, Knoxville, as 'Fee and Ground Lease (2042)', Simon's interest 50.0%, a joint venture accounted for under the equity method, acquired 1991, 99.4% leased, with Belk, Dillard's, JCPenney, Regal and Dick's House of Sport. The partner is not named in the table. West Town Point LLC (4 address points) and West Town Hospitality LLC hold neighbouring parcels. (KGIS is s1.) |

The core land
The most valuable ground in the city, and what the public record says about it.
The single most valuable parcel cannot be named from the public record we could reach: KGIS's parcel service carries owners and deeds but no values, and the Assessor's value search is behind a click-through disclaimer that bans automated collection. The city-wide figures below come from the state Comptroller's 2025 Tax Aggregate Report, which totals each county's and city's roll. Knox County last reappraised in 2022, and the report puts its appraisal ratio at 0.7167. That means 2025 appraisals sit about 28% below the Comptroller's estimate of current market value, and the estimated values below are already adjusted for it.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Knoxville's largest named holders are public: the City, Knox County, the state and its university, the Knoxville Utilities Board, the public-housing corporation and the federal government through TVA. Public conduits also hold private buildings. The Industrial Development Board of the City of Knoxville has more address points under its name than any other owner searched, and holds tax-abated (PILOT) apartment blocks, such as the two Hub Knoxville student towers on Cumberland Avenue, whose private lessees the record does not name. These figures are what KGIS's public owner search returns: address points (each apartment or suite counts once), across all of Knox County, and only parcels that carry an address. Unaddressed land such as rail corridors does not appear, so they are lower bounds, not acreages. KGIS returns at most 400 rows, so where a total exceeds that only the total is given. Individuals and family trusts are left out.
| Name | Type | Address points under the owner's name, KGIS owner search, Knox County, Oct 2026 |
|---|---|---|
| Industrial Development Board of the City of Knoxville The search for 'INDUSTRIAL DEVELOPMENT BOARD' returns 2,466 address points. The first 400 fall on four parcels, chiefly 1801 and 1915 Cumberland Ave (site name 'HUB KNOXVILLE'; 133 and 265 units), conveyed to the Board by quitclaim deeds in June 2023, with the plat for one named 'CORE KNOXVILLE CUMBERLAND'. Both mail to 901 N Broadway, Knoxville. An industrial development board holds title so that a private lessee pays under a PILOT agreement instead of full property tax; the roll does not name the lessee, and no lease was opened. |
Government | 2,466 address points (Industrial Development Board names)A |
| Knoxville's Community Development Corporation (KCDC) Knoxville's public-housing and redevelopment agency. Its apartments are counted one by one, so the address count runs far ahead of its parcels: the first 400 points of the first spelling fall on 13 parcels and the first 400 of the second on 33. No acreage is given because KGIS's search does not return it. |
Government | 1,222 address points, plus 477 as 'Knoxville Community Development Corporation'A |
| City of Knoxville The first 400 points fall on 366 parcels. City-owned sites include the Sunsphere and Convention Center parcel at World's Fair Park and the Civic Coliseum (see marquee). Three points are held as 'KNOXVILLE CITY OF SCHOOL PROPERTY'. Separately, three address points name 'UNITED STATES OF AMERICA LSD TO CITY OF KNOXVILLE SUB LSD TO VOLUNTEER LANDING DEVELOPMENT LLC', federal riverfront land leased to the City and subleased to a private developer. |
Government | 763 address points as 'CITY OF KNOXVILLE'; 18 more as 'KNOXVILLE CITY OF'A |
| Knox County (including the Board of Education) The first 400 'KNOX COUNTY' points fall on 249 parcels. The Board of Education's 69 points (29 parcels) include single schools named in the owner field, such as Carter High School and Karns High School. How many school sites are titled to the county itself rather than the Board was not checked, so Knox County Schools' own holding is not separated here. |
Government | 551 address points as 'KNOX COUNTY'; 34 as 'KNOX COUNTY TENNESSEE'; 69 as Knox County Board of EducationA |
| State of Tennessee All held as STATE OF TENNESSEE. University land is held separately, below. |
Government | 397 address points on 113 parcelsA |
| University of Tennessee SCHOOL UNIVERSITY OF TENN (147 points, 34 parcels, including Neyland Stadium's 47.5-acre parcel), UNIVERSITY OF TENN (89 points, 15 parcels) and UNIVERSITY OF TENNESSEE (51 points, 22 parcels). The University of Tennessee Medical Center's operator, University Health System Inc, holds 4 parcels (5 points) in its own name; the hospital campus's title was not traced. |
Government | 289 address points on 71 parcels (three spellings)A |
| Knoxville Utilities Board (KUB) Held as KNOXVILLE UTILITIES BOARD, with two variant spellings. KUB is one of the three bodies, with the City and the County, whose departments supply KGIS's data. |
Government | 262 address points on 234 parcels; 4 more as 'UTILITY KNOXVILLE UTILITIES BOARD'A |
| United States of America (including TVA, GSA and USPS) UNITED STATES OF AMERICA (38 points), the U.S. Postal Service (16), the General Services Administration's Public Buildings Service (11), and TVA in four spellings (15 points), including the Knoxville Office Complex. TVA's 10-K explains that TVA acquires real property in the name of the United States. Telephone companies whose names begin 'United States Cellular' (15 points) are private and excluded. (TVA 10-K is s8.) |
Government | 112 address points under 'UNITED STATES' namesB |
| Covenant Health (Fort Sanders Regional, Parkwest and the parent) Held as FORT SANDERS REGIONAL MEDICAL CENTER (91 points, 77 parcels, plus one misspelt), PARKWEST MEDICAL CENTER (28 points, 21 parcels) and COVENANT HEALTH (21 points, 6 parcels). The roll does not itself say that the two hospitals belong to Covenant Health; KGIS's place index lists 'Covenant Health Parkwest Hospital' on Park West Blvd. Parkwest Pediatric Properties LLC is a separate name and is not counted. |
Institution | Fort Sanders Regional Medical Center 77 parcels; Parkwest Medical Center 21; Covenant Health 6B |
| Metropolitan Knoxville Airport Authority KGIS returns two: 2701 Spence Pl and 2670 Vucrest Ave. The Authority's main airfield, McGhee Tyson, lies in Blount County, outside KGIS and outside the city, so its holdings are not counted here. |
Government | 2 addressed parcels in Knox CountyA |
| Railways: Norfolk Southern (Southern Railway), CSX (L&N) Rail corridors carry no street address, so KGIS's address-based owner search barely sees them: no result under 'NORFOLK SOUTHERN' or 'CSX TRANSPORTATION'; one under SOUTHERN RAILWAY COMPANY; four under L N / L&N / Louisville & Nashville Railroad names; one under Knoxville and Holston River Railroad. Corporate parents are not tied by filing here, and rail acreage is not established. |
Public company | Southern Railway Company 1 addressed parcel; L&N / Louisville & Nashville names 4A |
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Knox County permitted about 5,000 homes in 2025, half of them in apartment blocks. The Census Building Permits Survey for 2025 puts Knox County at 2,566 single-family homes ($774.0M) and 2,437 units in 64 buildings of five or more units. For the City of Knoxville it estimates 407 single-family homes and 1,026 units in 16 large multifamily buildings ($185.8M), but the city reported only 4 months and the rest is imputed (87 single-family permits reported). The national builders hold little in Knox County under their own names. The largest builder on the roll is Berkshire Hathaway's Clayton, which has its head office near Knoxville. Builder figures are what KGIS's owner search returns across the whole county: parcels held in the builder's own name, which are lots and unsold homes, not closings.

Private company | 105 parcelsA |
| Clayton Properties Group, Inc. (Berkshire Hathaway) Held as CLAYTON PROPERTIES GROUP INC (44) and CLAYTON PROPERTIES GROUP, INC (4). Berkshire Hathaway's 2025 Exhibit 21 lists Clayton Properties Group, Inc. (Tennessee) as a subsidiary. Its 10-K calls it Clayton's site-built division, with nine builders in 17 states, about 300 subdivisions and about 67,300 homesites owned or controlled, and puts Clayton's head office near Knoxville. Clayton shipped about 10,000 site-built homes in 2025 company-wide. (KGIS is s1.) |
Public company | 48 parcelsB |
| D.R. Horton, Inc. Held as D R HORTON (3) and DR HORTON (4), in the parent's own name. Shown to make the point that the largest US builder holds almost nothing in Knox County under its own name; any land held through subsidiaries or land bankers would not show up in this search. |

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Few listed landlords own much in Knoxville, and those that do are spread thin: a half share in the main mall, one shopping centre, three warehouses and several hundred rented houses. Downtown towers are held by single-purpose LLCs (First Horizon Plaza, the Regas Building), and the largest new apartment blocks sit under Industrial Development Board title on PILOT terms (see landowners), so their private owners do not appear on the roll. The figures below come from each landlord's FY2025 SEC filing, using the filer's own market label, which can include land just outside the city limits.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Sale prices for every marquee building. Tennessee deeds carry a sworn consideration, but KGIS's deed images sit under a robots-disallowed path, the Register of Deeds is on knoxcounty.org (which bars AI agents), and the Assessor's sales history is behind a click-through. No news or filing we opened gives a price for First Horizon Plaza's 2020 transfer to Tennessee Holdings I LLC.
- The members or parent of Tennessee Holdings I LLC (First Horizon Plaza; Brooklyn mailing address) and of Regas Building LLC. No filing we opened names them.
- The private lessees behind the Industrial Development Board of the City of Knoxville's 2,466 address points, including the two Hub Knoxville towers at 1801 and 1915 Cumberland Ave. The plat name 'CORE KNOXVILLE CUMBERLAND' suggests a developer but is not proof of the lessee; no PILOT lease or board minutes were opened.
- Whether the Public Building Authority manages the Convention Center, Civic Coliseum or UT Tower. KGIS names the City of Knoxville and the United States as owners, and the PBA holds only 4 addressed parcels in its own name. A UT web page reported by search as saying PBA manages the UT Tower could not be found on the page we opened.
- Knox County's lease of the TVA East Tower (UT Tower) and UT's sublease. Search results describe the County as head lessee, but the WBIR report returned 403, so the structure is not recorded as fact.
- West Town Mall's joint-venture partner: Simon's 10-K gives its own 50% share but not the partner.
- The highest-valued single parcel and downtown land values: KGIS carries no values and the Assessor's value search was not used.
- Acreage for every landowner. KGIS's public search counts address points, not parcels or acres; rail corridors (Norfolk Southern, CSX) and other unaddressed land are invisible to it. A licensed KGIS property file would answer this, but its licence forbids redistribution.
- The ownership of Ball Homes and the business of the large lot-holding LLCs on the roll (for example Homestead Land Holdings LLC, 217 address points, and Mesana Investments LLC, 48), which were not identified as builders by any source we opened.
- The University of Tennessee Medical Center campus title (University Health System Inc holds only 4 parcels in its own name) and McGhee Tyson Airport (Blount County, outside KGIS).
