Killeen, Texas

Killeen is a garrison city whose owners of record are public and largely institutional: the school district, the City and the federal government hold the most valuable ground, the mall changed hands after its lender took title, and Bell CAD's free roll even carries sale prices.

Can you find out who owns it?

Texas keeps no public title register; ownership is read from the county appraisal district. The Tax Appraisal District of Bell County (Bell CAD) posts its whole certified 2026 roll free on its Data Portal - owner of record, mailing address, situs, legal description, deed date and number, value and taxing units for every account - with no licence or disclaimer on the page. Deeds are recorded by the Bell County Clerk, whose sites bar automated readers. Texas has no mandatory sales disclosure, and appraisal districts must keep privately obtained sale prices confidential; even so, Bell CAD's own export carries a price on about a quarter of its recorded sales, linked to the parcel, though it is far from complete.

Fort Hood (Fort Cavazos 2023-2025)
North of the city; main cantonment adjoins Killeen's northern limit
Institutional United States of America (Department of the Army)
The post was renamed Fort Cavazos in 2023 and renamed back to Fort Hood in 2025 (Wikipedia). Killeen 'is bordered to the north by Fort Hood' and is 'directly adjacent to the main cantonment', so the post itself lies outside the city. On the 2026 Bell CAD roll 'U S GOVERNMENT' holds 493 exempt accounts and 96,183 acres in Bell County (the post's Bell County part together with lake land such as Stillhouse Hollow Lake; the roll does not separate them); only 34 of those accounts, 2,127 acres, carry the City of Killeen taxing unit, one a 100.96-acre Clear Creek Rd tract labelled 'FT HOOD'. The ACFR lists III Corps & Fort Hood as the city's largest employer (32,900).

Killeen Regional Airport (GRK), joint use with Robert Gray Army Airfield
West Fort Hood, off SH 201
Civic United States of America (Department of the Army)
City of Killeen leasehold: joint use of 345 acres, exclusive use of about 76.571 acres, 50-year term
The City's FY2025 ACFR: in 2003 the City moved airline operations from the Killeen Municipal Airport to 'Ft. Hood's Robert Gray Army Airfield as part of a joint use agreement with the U.S. Army', and holds a lease 'with the Department of the Army for joint use of a tract of land containing 345 acres and exclusive use of a tract of land containing approximately 76.571 acres', 50 years plus a 50-year option. 'In lieu of paying rent' the City maintains, protects and improves it. Wikipedia places the airport inside the south end of the Fort Hood Military Reservation. No Bell CAD account for the terminal was found. Skylark Field, the City's older airport, stays City-owned (176.85 acres).

Wikipedia says Kohan Retail Investment Group and Rocky Companies acquired the mall in February 2024; that link to the LLC rests on Wikipedia alone. Anchors sit on separate accounts: Dillard's (Rio Grande Investment Inc; Dillards Properties Inc) and J C Penney (CTL Propco I LP). 'Killeen Mall LLC' was a top-ten taxpayer in 2016 (ACFR).

The core land

The most valuable ground in the city, and what the public record says about it.

Computed from Bell CAD's certified 2026 roll as of the last supplement (condensed export dated 22 Sep 2026), restricted to accounts carrying the City of Killeen (TKI) taxing unit. Values are market values for tax year 2026, not prices. Exempt public property is valued far below cost, so the ranking of public owners is a floor.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Public bodies hold the most valuable ground in Killeen, and the biggest of them is not the City. Killeen ISD's 80 accounts inside the city ($989M) outweigh every private owner many times over; the City holds more land (2,143 acres, mostly parks, landfill and Skylark Field) but values it at $129M. The federal estate is mostly outside: Fort Hood adjoins the city, and only 2,127 of the 96,183 acres in 'U S Government' on the Bell County roll carry the City taxing unit. Figures are 2026 certified market values (Bell CAD, 22 Sep 2026) for accounts carrying the City of Killeen taxing unit; exempt property is appraised far below cost.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Killeen permits about 900 homes a year, half of them single-family houses. The Census Bureau counted 490 single-family units ($145.9M), 68 two-unit buildings (136 units) and 20 buildings of five or more units (284 units) permitted in the city in 2025. One national builder, D.R. Horton (as Continental Homes of Texas), works here alongside Stylecraft and a field of local firms. Figures count accounts held in each builder's name inside the city on the 2026 roll - lots and unsold homes - not homes built; no league table of Killeen starts by builder was found. Builders whose company names are a person's name are left out.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Killeen has no office market to speak of; its private commercial wealth is apartments, big-box retail, car dealerships and two chemical plants. A single-family rental company is the second-largest taxpayer. Figures are 2026 market values on Bell CAD's roll for accounts inside the City taxing unit; the ACFR's 2025 taxpayer table uses taxable values.

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who stands behind Killeen Mall Realty Holding LLC. Wikipedia names Kohan Retail Investment Group and Rocky Companies as the February 2024 buyers; the Killeen Daily Herald (robots bars Claude) and traded.co (Cloudflare) articles it cites were not read, and no filing opened names the LLC's members.
  • Whether the 6 Feb 2018 conveyance of Killeen Mall to Credit Suisse First Boston Mortgage Securities Corp was a foreclosure. Bell CAD records it under instrument code 7, a code whose grantees on the county roll are lenders in about 10,149 of 14,630 cases, but Bell CAD publishes no code list and no deed was read.
  • A price for the 2024 Killeen Mall sale. Bell CAD's sale file carries none for that conveyance.
  • Who stands behind the 'MFT -' apartment entities (Encinitas, CA), 5002 Thayer Drive LLC (Icon Apartments; $41.075M on 15 Dec 2021 per Bell CAD's sale file), NMP - Killeen LP (The Hudson) and LHCS LLC. No filing opened names their members, so no person is named.
  • Whether Bell CAD's published sale prices are lawful to publish. Government Code 552.149 makes privately obtained sale information confidential; Bell CAD's free export carries a price on 160,197 sales countywide anyway, and the Data Portal states no terms. This record quotes prices for entity-to-entity sales only and reproduces no rows.
  • The Bell County Clerk's deed-copy and search fees; bellcountytx.com and the Clerk's search both bar automated readers.
  • How much of Fort Hood's Bell County acreage the 96,183 acres in 'U S Government' represents. The roll mixes the post with lake land and does not label most tracts.
  • Whether the GRK terminal lies inside Killeen's city limits. The City leases the land from the Army (ACFR) but no Bell CAD account was found for it.
  • Killeen Housing Authority's full portfolio. Only 4 accounts in its name were found (25.7 acres); others may sit in affiliated entities not searched.
