Jacksonville, Florida
Florida publishes the owner of every Jacksonville parcel and the price of every sale, read off the deed's documentary stamps, in a free state download — and the roll shows downtown towers worth less today than their last recorded prices, on land valued at about $33 a square foot.
8 buildings · 8 with an owner established · 32 sources · 6 tier B · 2 tier A · prepared 2026-10-13
Florida records deeds rather than registering title, and its public-records law makes the result unusually open. Because Jacksonville and Duval County merged in 1968, one county Property Appraiser keeps the roll for the whole city: owner name and mailing address, land and building value, and recent sales. The state Department of Revenue republishes that roll free each year as downloadable files, and each sale carries 'the sale price indicated by documentary stamps on the deed' — Florida taxes deeds at 70 cents per $100 of consideration, so the price is effectively public. The limits are entity opacity (the roll names an LLC, truncated to 30 characters), and owners such as police officers and judges whose home addresses s. 119.071 removes from the public files.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

The state roll truncates owner names at 30 characters — 'JACKSONVILLE TOWER FLORIDA REA' — mailing address 1 World Trade Center Ste 83G, New York. The Daily Record (18 Dec 2020) names the buyer as Group RMC of New York through Jacksonville Tower Florida Realty LP, with $61.3M financing from Prime Finance Partners; Hertz had paid $88M in July 2014, so it sold 14% below. The roll's value today is 23% below the 2020 three-building price. No sale is on the 2025–26 sales file. |

The Daily Record (24 Apr 2024) reports the special warranty deeds conveyed the building to AREIT RE WFC LLC, led by the CEO of Argentic Investment Management, and that the deed 'expressly excludes any interest in the land … owned by Allegiance Jacksonville LLC' — a split between ground and building that the roll does not show. Regency Centers' 10-K gives its headquarters as One Independent Drive, Suite 114. |

The core land
The most valuable ground in the city, and what the public record says about it.
Jacksonville and Duval County have been one government since 1968, so the Property Appraiser's county roll is the city's roll, less the four beach and rural towns that kept their own charters (Jacksonville Beach, Atlantic Beach, Neptune Beach, Baldwin; tax districts USD2–USD5). Figures are 2026 just (market) values from the state's copy of the final roll (Florida DOR, published 29 Sep 2026), summed by this research. Downtown is cheap ground: office land in the Northbank core is valued at $30–35 a square foot, and the towers on it are worth less on the roll than their last recorded prices.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
The consolidated City is mostly public land and timber. Measured by the roll's land area, the City of Jacksonville, the federal government (the Navy's two bases and the National Park Service's Timucuan preserve), the airport authority, JEA, the state's Internal Improvement Trust Fund and the water management district each hold more than 13,000 acres. Agricultural classification still covers 86,785 acres in 1,405 parcels (DOR use codes 050–069), mostly timberland on the north and west sides, held by private LLCs rather than the big timber REITs: Rayonier, headquartered at Wildlight in neighbouring Nassau County, holds only 383 acres in the City, and Weyerhaeuser 14. Acres are each parcel's land square footage on the 2026 roll ÷ 43,560; family trusts and individuals are left out.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Jacksonville builds houses at scale and almost entirely through national public builders. Census permit data for 2025: the Jacksonville metro (CBSA 27260) issued 9,512 single-family permits — 17th in the country — and 13,455 units in all; Duval County 3,732 single-family and 6,017 units; the consolidated City (Jacksonville-Duval County) 3,611 single-family and 5,890 units, 2,253 of them in 69 buildings of five or more. Much of the metro's suburban growth is south in St. Johns County and west in Clay, outside the City. No builder league table for Jacksonville is published; the figures below are parcels held in each builder's own name on the City's 2026 roll — lots, land and unsold homes — not closings. Dream Finders Homes is the one large builder headquartered in Jacksonville. Finished houses increasingly end up with institutional single-family-rental owners (see commercial).

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Two kinds of landlord dominate. Retail and apartments are held by listed REITs that report Jacksonville as a market, two of them headquartered in the city (Regency Centers at One Independent Drive; FRP Holdings at 200 W. Forsyth St., whose 10-K places its own property mostly outside Florida). The newer story is single-family rental: on the City's roll the largest private holders of houses are institutional rental platforms, led by Progress Residential's borrower entities with about 1,830 homes. Also large on the roll but not in the six below: Kimco (60 parcels in care of Kimco, $386M of 2026 value), EastGroup Properties (13 parcels, 2.43M sq ft of industrial; its 10-K lists Jacksonville properties in Schedule III), and Exeter Property Group's industrial LLCs, bought in 2025–26 for $60.7M–$80.2M apiece.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The Property Appraiser's own terms of use and data-download page. paopropertysearch.coj.net and www.coj.net refused connections throughout, so whether Duval adds any licence condition to its own downloads is unknown; the state's copy carries none beyond chapter 119.
- Who stands behind 1301 Riverplace Owner LLC. The Daily Record reports a Dec 2021 purchase by Acram Group and Oak Hill Advisors but does not name the deed LLC; no filing opened ties them.
- Whether the April 2024 1 Independent sale was a distressed or deed-in-lieu transfer. A search summary described it so; the article opened says only 'special warranty deeds', so it is not claimed.
- Whether the Four Seasons opened by its 30 Jun 2026 deadline. The roll still codes the 4.74-acre site vacant commercial as of 1 Jan 2026; no 2026 opening report was opened.
- Price and date for 121 Atlantic Place's current owner, and any distress — the Clerk's Official Records could not be reached.
- Owner names on the state file are cut at 30 characters ('JACKSONVILLE TOWER FLORIDA REA', 'SHIPYARDS TRUSTEE JACKSONVILLE'); full names rest on the cited reporting or remain truncated.
- Owners protected by s. 119.071, F.S. (law enforcement, judges, prosecutors and other listed officers) are removed from the public files, per DOR — so holdings by protected owners cannot be counted, and the size of the gap is not stated anywhere opened.
- Builder counts are parcels on the City roll in each builder's own name, not starts or closings; much of the metro's building is in St. Johns, Clay and Nassau counties. Builders using land-bank or option entities (Millrose, Forestar, 'DFC' LLCs) hold land under other names.
- Progress Residential's sponsor and its Jacksonville total — not a filer, so only the roll count is given. 'Yamasa Co Ltd' (404 single-family parcels, also Salt Lake City) is not attributed to anyone.
- VyStar Credit Union's 2019 purchase of 76 S Laura St (VyStar Tower; roll owner VyStar Credit Union, $46.8M) — no document with its price was opened, so it is not in the marquee.
- Prices for sales before 2025 are absent from the public state file (it carries only the current and previous calendar year); older prices here come from the Daily Record's reading of the deeds, not the deeds themselves.
