Jackson, Mississippi

Hinds County's own parcel map names the owner of every parcel in Jackson free and in bulk, and shows a capital whose ground belongs above all to the State of Mississippi, its universities and the City; sale prices, though, are not on the public record.

Can you find out who owns it?

Mississippi records title by deed with the Chancery Clerk of each county; there is no state title register. Hinds County publishes its current parcel layer, behind the County's own web map, with the owner of record, location, true and assessed value and acreage of every parcel, free and without registration, and its Land Roll Query searches the same roll by owner name, street or parcel. Sale prices are effectively not public: the roll has a sale-amount field, but it is empty for all but three Jackson transfers after 1999, and no public sales file was found. Jackson spans Hinds, Madison and Rankin counties; this record covers the Hinds part, nearly all of the city, plus the airport land in Rankin.

Mississippi State Capitol
400 High St (roll: Mississippi St)
11.48 acres (parcel)
Civic State of Mississippi
Parcel 35-1 is recorded as 'STATE OF MISS', second name line 'NEW CAPITOL', 11.48 GIS acres, exempt with no true value. The roll names other state buildings the same way: the Woolfolk Building (82-1, 4.81 acres), the Old Capitol, the Governor's Mansion (300 E Capitol St, 2.34 acres), Highway Patrol headquarters and the Museum of Natural Science, plus about 20 parcels around N West, N Jefferson, George and North streets under 'Dept of Finance & Admin'. In all, 1,970 Jackson parcels stand in the name 'STATE OF MISS', about 1,394 acres. A separate 914 are in the name 'STATE OF MISSISSIPPI' with former owners on the second line, which appear to be tax-forfeited lots (see landowners).

University of Mississippi Medical Center
2500 N State St (main parcel on Lakeland Dr)
138.9 acres (main parcel)
Institutional University of Mississippi (State of Mississippi, Institutions of Higher Learning)
Parcel 5-25, 'UNIVERSITY OF MISS', Lakeland Dr, 138.9 GIS acres, exempt, is the campus block between N State St and Lakeland Dr; the roll gives no building name, so the match is by location (tier B). A further 28 parcels stand as 'UNIVERSITY OF MISS MEDICAL CENTER' (e.g. 46-1-7 on N State St, 6.13 acres; 764 Lakeland Dr), and the State itself holds 2601 N State St (46-1, 19.0 acres) with parcels leased out to restaurants as 'STATE OF MISS LESSOR'. Outside the campus UMMC holds an apartment complex at 802 Lakeland Dr. Mississippi Baptist Medical Center, next door, is a separate owner on the roll.

Jackson State University
1400 John R. Lynch St
49.09 acres (main parcel)
Institutional Jackson State University (State of Mississippi, Institutions of Higher Learning)
Parcel 156-1, 'JACKSON STATE UNIVERSITY', J R Lynch St, 49.09 GIS acres, exempt. The university holds 272 parcels under its own name (about 104 acres) and the State a further 93 recorded 'STATE OF MISS / INSTITUTIONS OF HIGHER LEARNING' (about 87 acres, among them 19.26 acres on Florence Ave and 17.29 acres on J R Lynch St). Many of the small JSU parcels are residential lots around the campus. Mississippi Veterans Memorial Stadium, where JSU plays, is a separate State parcel (46-5, 'MEMORIAL STADIUM-JACKSON STATE', 56.32 acres).

Mississippi Coliseum and State Fairgrounds
1207 Mississippi St / High St
about 43 acres (28 parcels)
Civic Mississippi Fair Commission (State of Mississippi)
28 parcels stand as 'STATE OF MISS FAIR COMMISSION' between High St, Mississippi St, N Jefferson St and E Pearl St, about 43 GIS acres, all exempt; the largest are 1028-1 (Mississippi St, 5.2 acres), 1029-11-2 (975 High St, 5.17 acres) and 1030-32 (N Jefferson St, 4.3 acres). The roll names no building, so the Coliseum is placed on these parcels by location, not by a document naming it (tier B). The parcel total is smaller than the fairgrounds as usually described; some of the ground may sit under other State names.

Jackson–Evers International Airport
100 International Dr (Rankin County)
about 3,021 acres in City of Jackson parcels
Land City of Jackson
The airport lies in Rankin County. On the Rankin roll, 17 parcels inside the Jackson city limits stand as 'CITY OF JACKSON', about 3,021 acres, including 963 acres on Airport Rd; the Jackson Municipal Airport Authority, which runs the airport, holds little land in its own name. The Mississippi Free Press states the area 'is owned by the City of Jackson' (s6). A 2016 state law, S.B. 2162, would move control to a mostly state-appointed regional board; the City and authority have fought it in federal court; in May 2025 the court refused the State's motion to dismiss (s7). In June 2026 a chancery court approved Jackson, Pearl and Flowood annexations around the airport, Jackson keeping the land.

1,250,000 sq ft (Wikipedia, whole mall) · 2 floors

the jurisdiction does not disclose owners
Split across owners on the County roll. The City of Jackson holds parcel 824-548 (W Highway 80, 9.61 acres, 59,202 sq ft base area, exempt); in December 2009 the council voted 6-1 to buy the former Dillard's space, 'more than 170,000 square feet', for $39,500 (Jackson Free Press, s8). Matching that purchase to this parcel is by location. The former Belk anchor (824-547, 13.36 acres) is held by Retro Metro LLC, which bought it in 2010 for City offices; the City left in 2024 (s9). The main mall parcel (824-546, 9.43 acres, $1,008,870) is held by a charitable foundation whose name is a private person's full name, not reproduced here. The mall closed in 2018.

Jackson water system (JXN Water)
J.H. Fewell and O.B. Curtis water treatment plants and distribution network
Civic City of Jackson
EPA describes it as 'the city of Jackson's drinking water system', with more than 71,000 connections. Since a federal court's Interim Stipulated Order of 29 November 2022, agreed by EPA, the Justice Department, the State Department of Health and the City, an Interim Third-Party Manager 'operating through JXN Water, Inc.' manages and operates it and carries out a Priority Projects List; EPA reports over $148 million in its own grants and nearly $300 million of state revolving funds approved for JXN Water. The manager runs the system; title stays with the City. The treatment-plant parcels were not identified on the roll by name.

The core land

The most valuable ground in the city, and what the public record says about it.

From the County's current parcel layer, 71,082 distinct parcels inside the city limits (Hinds County part). Mississippi assesses at a fraction of 'true value' (the roll's assessed total is about 13% of true value); exempt public land, which is much of the core, carries no true value at all.

Highest true value in the city$40,141,025
1850 Chadwick Dr, hospital campus, 26 acres, Jackson HMA Inc lessee / Hinds County lessor. Next: 1254 Eastover Dr apartments $22.1M; 1300 Echelon Pkwy (Entergy Services) $19.5M; 802 Lakeland Dr (UMMC) $18.9M; 407 S Congress St hotel $18.8M. County layer, data edited 1 Oct 2026.

Jackson parcels, Hinds County71,082
True value about $5.68 billion, assessed about $734 million, about 81,966 GIS acres. Parcels selected by intersecting the CMPDD municipal-limits polygon and excluding tax districts that belong to neighbouring towns.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Jackson's ground belongs above all to public bodies. The City holds about 4,900 acres in Hinds County and about 3,000 more in Rankin County at the airport; the State holds the Capitol complex, the universities, the fairgrounds and nearly a thousand tax-forfeited lots; the school district, the County, the housing authorities and the redevelopment authority follow. The largest private holders by acreage are the utility and the railroad. Counts are distinct parcels on the County's current layer that fall inside the city limits, matched on the owner's spellings; acres are the layer's GIS acres. Exempt public land carries no true value on the roll.

Government 1,970 parcels, about 1,394 acresA
State of Mississippi (tax-forfeited land)

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Jackson builds very few new homes: only 137 single-family parcels inside the city carry a building year of 2018 to 2026 on the County roll. No league table of Jackson homebuilders was opened. What the roll shows instead is who owns the rented houses: national single-family-rental vehicles and local LLCs hold hundreds of houses each, while the one national builder present, D.R. Horton, holds a few dozen lots. Counts are parcels in each name inside the city on the October 2026 roll; they are holdings on one date, not starts or sales.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

No REIT or institutional office landlord dominates Jackson. The largest private holdings by true value are a hospital campus the County owns and leases out, apartment complexes held by Delaware statutory trusts, the Echelon Parkway office park, the farm-bureau insurers, and the Westin hotel block downtown. Figures are the County roll's true value for parcels inside the city. Who stands behind each LLC or trust was not established, except where the name is a listed company.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Mississippi as a 'non-disclosure' state: widely stated, but no statute or Department of Revenue page saying so was opened. The record rests on what the roll shows: sale amounts essentially stop after 1999.
  • Chancery Clerk land records: the Hinds County Chancery Clerk's online deed index and its fees were not found on an official page, so titleSearchFee does not state a deed-search price.
  • Jackson–Evers airport litigation: the federal bench trial reported to have begun in June 2026 and any ruling since were not read on a source we could open; Mississippi Today, which covered it, bars AI crawlers.
  • Building names for the Regions Plaza, Capital Towers, UMMC, Coliseum and Metrocenter City parcels: the roll gives addresses, not names; matched by address or location (tier B).
  • Distress at the downtown towers: 190 E Capitol St changed owner name and fell from $15.2M to $4.4M true value between the 2024 and 2026 layers, and other Capitol Street towers were revalued lower, but no sale price, foreclosure filing or loan record was opened.
  • Who stands behind 210 East Capitol Jackson MS LLC, Mattiace Office Co LLC, the Hertz LLCs, the VB LLCs and Jackson HMA Inc: no SEC filing or state business record was opened.
  • Canadian National / Kansas City Southern: the roll's 'I C RR CO' and one 'Kansas City Southern RW Co' parcel were found, but whether rail right-of-way is assessed by the State rather than the County, which would explain how little appears, was not confirmed.
  • The Madison County part of Jackson and the Rankin County part outside the airport land: not covered beyond the 41 Rankin parcels.
  • The CMPDD municipal-limits polygon may predate the June 2026 airport-area annexation; parcels are selected with it.
  • New-home builders by starts or closings: no league table or permit-by-builder source was opened.
