Houston, Texas

Houston publishes the owner of every parcel in Harris County free, as a 212 MB download anyone can take — and, like the rest of Texas, records no sale price anywhere, so the city's towers have names on them but almost never a number.

Can you find out who owns it?

Texas has no state title register that the public searches for ownership; the working public record is the county appraisal district. The Harris Central Appraisal District (HCAD) names the owner of record, mailing address, building area, land and improvement value and ownership-transfer date for every one of 1.63 million real-property accounts, and publishes the whole roll as free unauthenticated downloads; its interactive property search, by contrast, sits behind a Cloudflare challenge. Deeds are recorded by the Harris County Clerk, whose index is free to search online with images from 1960. What no public record holds is a price: in HCAD's own words, 'Texas does not have mandatory sales disclosure', and sales it obtains privately are confidential under Government Code Sec. 552.149. Houston also has no zoning — 'The City codes do not address land use' — so private deed restrictions, which the City Attorney can enforce, do the work zoning does elsewhere.

The core land

The most valuable ground in the city, and what the public record says about it.

Downtown Houston is a grid of 250-foot-square blocks, and HCAD prices almost every full downtown block the same: the land under Wells Fargo Plaza, Pennzoil Place, Heritage Plaza and 1100 Louisiana is each 62,500 sq ft at $23,437,500. The value is in the buildings, and the two most valuable accounts in the city are both new Hines-developed towers. All figures are 2026 certified values from HCAD's own bulk file (updated 11 Oct 2026), summed by this research.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Within the City of Houston the largest holders are public: the City itself, the flood-control district, the county and the school district hold tens of thousands of accounts, most of it the airports, bayous, parks and schools. The biggest private holders are utilities and railroads with their rights-of-way, and Chevron, which owns two downtown towers outright. Farmland is almost all outside the City, on the Katy Prairie to the west, where a ranch, a conservancy and a master-planned-community developer hold the largest agricultural-valued tracts. Acreages are HCAD's own land-area and acreage fields; the roll contains evident keying errors elsewhere (single farm accounts of over a million acres), so only plausible figures are used.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Houston is the single largest market for new houses in the United States. In Census Bureau permit data for 2025, the Houston–Pasadena–The Woodlands metro issued 46,219 single-family permits — first in the nation — and 65,075 units in all, second only to Dallas–Fort Worth (66,179). Harris County permitted 30,909 units and the City of Houston 11,878. Almost all of it is built by national public builders and a few large private Texas firms on master-planned land outside the city limits — which is why most builders below hold few or no accounts inside the City itself. No Houston-level builder league table is published: Pro Builder's 2026 West South Central ranking says only that D.R. Horton, Lennar and Meritage led the region and that Texas led the nation with 114,325 closings, and its table is an image. The figures below are accounts held in each builder's own name on HCAD's 2026 roll (land, lots and unsold homes), Harris County-wide.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Houston's largest landlords split cleanly in two. Industrial and apartment REITs hold in their own names and report Houston as a market in their 10-Ks, so their size is a stated figure. Office towers are held through single-purpose entities, so the HCAD roll names an LLC and the sponsor appears only where a filing or press release says so — Brookfield is the exception, because its entities route tax bills 'c/o Brookfield Properties'. Hines, the Houston developer behind Texas Tower, 609 Main and 600 Travis, is privately held; its listed vehicle Hines Global Income Trust is the only part with a filing.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The sponsors behind the single-purpose owners. The HCAD roll names Block 58 LLC, HCG Block 69 LLC and 600 Travis Owner LLC with Hines' office as their mailing address, but no filing opened here states Hines' equity share in any of them; Hines' role rests on Realty News Report and a 2020 Form D.
  • Wells Fargo Plaza's current partners. The only source is a 2011 report of MetLife selling 50% to the New York State Common Retirement Fund.
  • Pennzoil Place's partners — no filing opened names them.
  • Hess Tower, 1501 McKinney: HCAD shows a new owner of record, Longhorn Propco LP (San Francisco), dated 19 Feb 2026, at $357,194,450 of 2026 value. No press release or filing establishing the seller or a price was found, so it is not in the marquee.
  • Distress sales. The brief asked for foreclosures among the marquee towers; none was found for these eight. The Williams Tower sale was below Invesco's reported 2013 price, and 600 Travis is on the roll at about half its 2019 price, but neither is a foreclosure.
  • HCAD's licence. The Public Data page states only 'HCAD does not provide technical support for the usage of this data.' No licence, fee or restriction is stated; republish stays false because the absence of a prohibition is not a grant. Single facts are cited here; no rows are reproduced.
  • The statutory text. statutes.capitol.texas.gov serves a JavaScript shell, so Government Code 552.149 is cited through HCAD's 2026 Mass Appraisal Report, not the code itself.
  • Builder figures are accounts on the roll in each builder's own name — land and inventory, not closings — and Harris County only. Fort Bend, Montgomery and Brazoria counties have their own appraisal districts, and much of Houston's new housing is there.
  • 38,257 accounts (20,398 inside the City) carry 'CURRENT OWNER' instead of a name — owners whose details are confidential under Texas law. Holdings by protected owners cannot be counted.
