Hayward, California

Hayward's biggest holdings are public (the City's 527-acre airport and CSU East Bay's 355 acres), while Southland Mall's 2025 sale to a Namdar affiliate cut its roll value from $271.5M to $70.0M; owners stay off the County's open record and a deed costs $3.50 a page.

Can you find out who owns it?

California has no public register of title and keeps owners' names off the open record. Alameda County publishes every parcel as open map data with its assessed land and improvement values, use code and latest recorded document, but no owner name and no sale price. Finding the owner means buying a copy of the deed from the Clerk-Recorder at $3.50 a page. Each sale pays the County's documentary transfer tax of $0.55 per $500 plus Hayward's own real property conveyance tax of $8.50 per $1,000 (Ord. No. 92-26).

Hayward Executive Airport
20301 Skywest Dr, Hayward, CA 94541
527 acres
Civic City of Hayward
The City's airport page (s3): built by the U.S. Army in 1942 as Hayward Army Airfield; 'The City of Hayward assumed operational control of the airport in 1947'; 527 acres; run as a self-supporting Enterprise Fund. A July 2021 staff report (s4) says the Skywest Golf Course 'was located on the property of Hayward Executive Airport' under a long-term ground lease assigned to the Hayward Area Recreation and Park District in 1975, and that on 30 Sep 2020 'the 126-acre parcel of land was returned to the City', which is now planning hangars, open space and light industry on it. Airport parcels on Skywest Dr carry $0 values on the County layer (s2).

25800 Carlos Bee Blvd, Hayward, CA 94542
354.68 acres; 1,858,905 sq ft of structures
Institutional State of California (California State University)
The Department of General Services' Statewide Property Inventory (s5) lists 'CSU, EAST BAY', 25800 Carlos Bee Blvd, agency 'CAL STATE UNIVERSITY', with 354.68 fee acres and 1,858,905 sq ft of structures - by far the largest State holding in Hayward. The inventory records State-owned real property. The privately held apartment parcel next door at 25200 Carlos Bee Blvd ($74.6M on the roll, s2) is not part of the campus record.

Chabot College
25555 Hesperian Blvd, Hayward, CA 94545
94-acre campus
Institutional Chabot-Las Positas Community College District
The District's 2019 Facilities Master Plan for Chabot College (s6) says 'Today, the Chabot College campus consists of 94 acres' and plans new buildings of 50,000-100,000 gross sq ft on it, funded by the District's Measure A and Measure B bonds. The plan treats the campus as District property but does not use the word 'owns', hence tier B; no deed was read. The 25555 Hesperian Blvd situs does not appear on the County parcel layer (s2).

St. Rose Hospital
27200 Calaroga Ave, Hayward, CA 94545
Institutional Hayward Sisters Hospital (dba St. Rose Hospital), a California nonprofit corporation
A notice to the Attorney General dated 7 Aug 2024 (s7): Hayward Sisters Hospital, dba St. Rose Hospital, and Saint Rose Medical Building, Inc. would pass control to Alameda Health System, a public hospital authority, as sole corporate member; 'the assets of St. Rose and SRMB will continue to be the assets of St. Rose or SRMB'; no sale proceeds; Alecto Healthcare Services Hayward LLC's management and asset-purchase agreement would end and Alecto would waive any purchase option. The notice does not itemise real property, hence tier B. The County layer (s2) carries 27200 Calaroga Ave at $1.45M land + $11.2M improvements and $2.69M net.

Retail An affiliate of Namdar Realty Group
Wikipedia (s8), citing KTVU (4 Nov 2025): owned by Namdar Realty Group and its partner Mason Asset Management as of November 2025; the previous owner was Brookfield Properties. The County layer (s2) is consistent: three mall parcels share one document recorded 24 Oct 2025 (2025-133870), and their land and improvements now total $70.0M. The City's FY2025 ACFR (s12) had listed 'Southland Mall LP' at $271.5M before that sale. Tier B: owner from a secondary source; the KTVU report was not opened (Fox terms forbid automated use), so no price is recorded. The Sears anchor stands empty.

The City's FY2025 ACFR (s12), from the County Assessor's rolls, lists Russell City Energy Company, LLC as Hayward's fourth-largest property taxpayer at $210.8M taxable value, down from first place at $480.1M in FY2016. Wikipedia (s13) gives the plant's owners as Calpine (75%) and GE Energy Financial Services (25%), with Calpine as operator, commissioned 8 Aug 2013. Those stakes come from Wikipedia alone and may be out of date. The plant has no situs on the County parcel layer.

Hayward Regional Shoreline
West of Hayward, along San Francisco Bay (Winton Ave shoreline)
1,841 acres
Land Not established
a paid title search would answer it
The East Bay Regional Park District's page (s11) says Hayward Regional Shoreline 'consists of 1,841 acres' of salt, fresh and brackish marshes, including Cogswell Marsh (250 acres, restored 1980), Hayward Marsh (145 acres, 1985, fed by treated effluent) and Oro Loma Marsh (364 acres, 1997). The District runs the park, but its page does not say who holds title, and running a park is not owning it. The Hayward Area Shoreline Planning Agency's pages on the City site could not be opened (relaunch 404s). Deeds would have to be bought from the Clerk-Recorder.

BART's completed-TOD page (s9): two buildings 'built on a former BART rider parking lot' - Alta Mira, 151 affordable homes 'Developed and managed by Eden Housing', and Cadence, 206 market-rate apartments 'Developed and managed by AMCAL', completed 2017. Developing and managing is not owning, and the page does not say whether BART sold the land or ground-leased it. At Hayward station, by contrast, BART says it 'sold and transferred land to the City of Hayward' for City Hall and 160 townhomes (1998).

The core land

The most valuable ground in the city, and what the public record says about it.

Alameda County's open parcel layer carries every parcel's assessed land and improvement values and its latest recorded document, but no owner. Under Proposition 13 a value resets to the purchase price on a change of ownership and then rises at most 2% a year, so a long-held site is carried far below market and a sale shows up as a jump or a drop. Figures were read from the layer in October 2026 (2025-26 roll values).

City-wide assessed value (parcel layer)$31.63B land + improvements
39,731 parcels with situs city HAYWARD: $10,499,978,580 land + $21,127,494,665 improvements; $30,971,555,314 net taxable. The City's ACFR (s12) gives total assessed valuation of $35.57B for FY2024/25 on the combined rolls (secured and unsecured), up from $18.89B in FY2015/16. Parcels layer (s2), read Oct 2026.
Highest taxable parcel$189.7M net
25801 Industrial Blvd (APN 441-45-5-4): $55.2M land + $134.5M improvements, about 20 acres, latest document 23 Jun 2021. Next: two parcels at 22301 Foothill Blvd ($141.8M and $101.4M, apartments use code) and 25800 Clawiter Rd ($139.8M). The layer names no owner. Parcels layer (s2).
Southland Mall reset by its 2025 sale$271.5M (FY2025) to $70.0M
The ACFR (s12) carried 'Southland Mall LP' at $271.5M taxable in FY2025; after the deed recorded 24 Oct 2025, the three mall parcels carry $70.0M land + improvements on the County layer (s2). The main parcel is $44.0M land + $11.8M improvements.
Parcels carried at $02,850 parcels
Hayward parcels with $0 land and $0 improvements, among them the airport parcels on Skywest Dr. They cover about 59% of the mapped parcel polygon area in the city (ratio of polygon areas in the layer's Web Mercator projection). Parcels layer (s2).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Hayward's largest holdings are public. The City owns the 527-acre airport, including the 126-acre former Skywest golf course. The State's university campus covers 354.68 acres. The regional park district runs 1,841 acres of bay marsh, and the community college occupies 94 acres. Of the 39,731 parcels with a Hayward situs on the County layer, 2,850 carry $0 land and $0 improvements, typical of public and exempt land; they make up about 59% of mapped parcel area (s2). Owner names are absent from the layer, so private landholdings cannot be ranked by area. The ACFR ranks taxpayers by value instead (s12): first is 'Lincoln Landing Property Owner LLC' ($262.3M).

Airport facts page (s3) and July 2021 staff report (s4): the golf-course ground lease on airport property ended on 30 Sep 2020 and the 126-acre parcel 'was returned to the City'. Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

New-home building in Hayward has nearly stopped. The Census Bureau's permit survey (s18) counts 1,348 homes authorised in 2019 (695 single-family, 653 in buildings of five or more units), 538 in 2020 (10 months reported), 334 in 2021, 390 in 2022, 170 in 2023 (11 months), 174 in 2024 and just 47 in 2025. Most recent supply has come from small infill projects, many with City funding or under its inclusionary-housing ordinance (s19). There is no builder league table for the city; the builders below are named by the City or BART with their own project counts. Essex is listed as the largest owner of apartments found in a filing, not as a builder.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Hayward's commercial stock is industrial: the flatlands between I-880 and the bay (Clawiter, Industrial Blvd, Arden Rd, Whitesell) are warehouses, food plants and life-science space. The City's ACFR (s12) shows the biggest taxable holdings are now held by single-asset LLCs - 'Clawiter Innovation LLC' ($251.5M), 'Hayward 544 LLC' ($187.9M), 'Gi ETS Hayward LLC' ($167.9M), 'Hayward Point Eden I Limited Partnership' ($121.8M) - whose parents the table does not name. The landlords below are those whose Hayward holdings an SEC filing states. Prologis does not list properties by city in its 10-K.

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who owns the highest-value parcels: 25801 Industrial Blvd ($189.7M), 22301 Foothill Blvd ($141.8M + $101.4M), 25800 Clawiter Rd ($139.8M) and 2701 W Winton Ave ($118.5M). The layer shows no owner, and no filing opened ties them to an ACFR taxpayer name; matching an LLC's name to an address would be inference.
  • Parents of the ACFR's single-asset taxpayers (Lincoln Landing Property Owner LLC, Clawiter Innovation LLC, Hayward 544 LLC, Gi ETS Hayward LLC, Hayward Point Eden I LP, IPT Hayward Logistics Center LLC): not named in any source opened. IPT's FY2025 figure is printed as $11,710,091 at rank 9, out of order with its neighbours and possibly a misprint.
  • The price of Southland Mall's 2025 sale: KTVU and the East Bay Times reported $70M cash, but neither was opened (Fox's terms forbid automated use; East Bay Times not tried). The roll's $70.0M total agrees.
  • City of Hayward's Route 238 corridor lands (ten parcel groups bought from Caltrans; search snippets give about 200 acres and a 2027 reversion deadline): the City pages 404 after its site relaunch.
  • Kaiser Permanente: the old Kaiser Hayward hospital site is not established here. Kaiser San Leandro Medical Center is in San Leandro, not Hayward. Kaiser Foundation Hospitals was Hayward's fourth-largest taxpayer in FY2016 ($153.6M) and is absent from the FY2025 top ten (s12).
