Hagerstown, Maryland
Hagerstown's owners of record are open: Washington County republishes the State's SDAT roll, with owner and the last three sale prices of all 63,370 county parcels, as a public map layer. That roll shows a city whose most valuable private ground is now warehouses on its edge, while its mall, outlets and hospital sit just outside the city limits.

Maryland records title by deed in the land records of each county's Circuit Court; Hagerstown's deeds are filed with the Washington County Circuit Court. The State Department of Assessments and Taxation (SDAT) assesses every property and says its Real Property Search gives 'publicly available assessment data at no charge'. Washington County republishes the SDAT roll, with owner, assessed value and the last three sale prices, as a public ArcGIS layer. Deed images are on MDLandRec, run by the Maryland State Archives, which charges $0.20 a page for records under 100 years old.

The core land
The most valuable ground in the city, and what the public record says about it.
The County's SDAT layer carries each account's current land and improvement values. Hagerstown's 14,047 accounts (town code 030) total $5.52B: $1.03B of land and $4.49B of buildings. The single most valuable parcel in Washington County is the Meritus Medical Center campus outside the city ($371.3M, exempt). Inside the city it is a 2023 warehouse, not anything downtown. The dearest land is the retail pads on Garland Groh Blvd, not the historic core.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Inside Hagerstown's limits the biggest holders are public: the City (157 accounts, about 500 acres), the Board of Education (319 acres and $259M of schools) and the City's Housing Authority (1,203 dwelling units). Two railroads, Norfolk Southern and CSX, hold 260 acres of track and yards. The most valuable private ground is a new ring of warehouses on the west and south edges: four distribution centres built since 2021 are assessed at $345M between them. Several of Hagerstown's best-known sites (Meritus Medical Center, Valley Mall, the Premium Outlets, the junior college campus) carry Hagerstown addresses but sit outside the city's taxing area. Beyond the city, Washington County's land is farms, orchards and federal parkland. Figures are SDAT accounts in the owner's name on the County's parcel layer, keyed by district and account, with 'city' meaning SDAT town code 030 (14,047 accounts). Acreage is the layer's calculated polygon area.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Hagerstown builds very few new homes. The Census Building Permits Survey counts 22 single-family permits in the city in 2025 ($4.55M of construction) and one 12-unit building, down from 66 single-family homes in 2023 and 40 in 2024, all with 12 months reported (s11). Washington County as a whole permitted 182 single-family homes and 172 units in three large multifamily buildings in 2025 (s12). The national builders are present but small. Most new lots in the city are held by local development LLCs rather than builders: Brook Meadow LLC holds 120 lots on Wagoner, Pennington and Security streets, bought in November 2021, and PB Hagerstown Owner LLC holds 105 lots on 68 acres, bought in January 2021. Builder figures are SDAT accounts held in the builder's own name, which are lots and unsold homes, not closings.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Hagerstown has no office towers to speak of. Its largest private landlords own warehouses, apartment complexes and retail on the Garland Groh Blvd and Wesel Blvd corridors. Since 2021, distribution centres on the edge of town have overtaken everything else: the two largest, each over 1.2 million sq ft, are worth more than any school or the hospital's in-city holdings. The national single-family-rental companies are absent: no Progress Residential, American Homes 4 Rent, Tricon or Invitation Homes entity appears anywhere on the county roll. Rental housing is held instead by local LLC networks. Counts are SDAT accounts in the owner's name inside the city (town code 030); 'units' is the roll's dwelling-unit count.

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Who owns Meritus Park: the County SDAT layer names 'HAGERSTOWN MULTI USE SPORTS EVENTS' (deed from the State of Maryland, 2 Dec 2024), while the City's page says the facility is 'owned and operated by Hagerstown-Washington County Industrial Foundation (CHIEF)'. No deed or Stadium Authority agreement was read to reconcile them.
