Garland, Texas

Garland's appraisal district names the owning entity and value of every account in the city in free bulk files, and no Texas record states what any of them sold for.

Can you find out who owns it?

Texas keeps no public title register that answers 'who owns this'; the working public record is the county appraisal district. Garland lies almost entirely in Dallas County, and the Dallas Central Appraisal District (DCAD) publishes the owner of record, mailing address, use class, building area and current land and improvement values of every account free, without a login, as bulk ZIP downloads. What no record contains is a price: Texas has no mandatory sales disclosure, and the sales information an appraisal district does obtain is confidential under Government Code Sec. 552.149.

The core land

The most valuable ground in the city, and what the public record says about it.

Garland's most valuable ground is not downtown but along the President George Bush Turnpike in the north: the Lookout Drive data centres, Firewheel Town Center and the new apartment belt around them. Every figure is a current DCAD value (2026 revaluation), not a sale price — Texas records none.

Market value on the roll, City of Garland$30.72 billion
Sum of current DCAD values over the 71,184 real-property accounts coded to the City of Garland (DCAD current-ownership file, read 2026-10-14); business personal property excluded. Residential accounts $20.44B, of which single-family houses $19.17B; commercial accounts $10.28B.
Highest-valued account$177,140,050
The NTT Global Data Centers TX LLC campus at 2060 Lookout Dr, 42.0 acres. The most valuable equipment account in the city is Amazon Data Services Inc's at 2008 Lookout Dr ($791.0M) — business personal property, not land or buildings.
Firewheel Town Center main account$93,521,780
Simon Property Group's 66.6-acre account at 650 Beebalm Ln; Simon's 10-K carries the whole centre at $121.97M gross cost (s3).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Garland's largest landholder by far is the City itself: 561 accounts and about 4,000 acres, most of it landfills, parks, the 695-acre Firewheel Golf Park and the Garland Power & Light substations and power-station lots of the city-owned electric utility (GP&L has no separate entity on the roll; its sites stand in the name 'Garland City of'). Behind the City come Garland ISD and, distinctively for Garland, housing finance corporations: public entities — the City's own and three from other Texas towns — that hold title to apartment complexes. The City of Dallas owns the Lake Ray Hubbard shoreline inside the city limits. Figures are DCAD current market values (2026 revaluation) for accounts coded to the City of Garland; acreages are DCAD land-size fields or, where blank, the acreage in the legal description, and many exempt tracts carry neither, so acreages are floors. Farmland is nearly gone: 67 accounts, about 789 acres in all, are still appraised as qualified open-space (agricultural-use) land, mostly along Ben Davis Rd, Holford Rd and Bunker Hill Rd in the north-east; most of that is held by individuals, who are not named here.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Garland is close to built out, and very few homes are built here. The Census Bureau counts 159 housing units permitted in the city in 2025 (s7): 107 single-family houses (valued at $31.4M), 4 units in two duplex buildings and 48 units in two buildings of five or more. The stock on the roll is 59,830 single-family houses (median current DCAD value $296,410), 2,999 townhomes and 1,455 condominium units; individual homeowners are not named here. No builder league table exists for the city, and the national builders hold almost nothing (D.R. Horton two land accounts, Pulte eight leftover common lots): new housing comes as apartment complexes (many of them titled to housing finance corporations — see landowners) and small infill. What the roll shows instead is investors buying whole blocks of existing homes. The figures below are accounts standing in each company's name on the DCAD roll for the City of Garland — homes and lots held, not homes built.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Garland's commercial roll is $10.3 billion across 4,789 commercial accounts, of which $6.67B is improved commercial property (offices, retail, data centres, warehouses and the newest apartment complexes), $2.81B is 314 accounts the roll classes as apartments (about 23,100 units; several newer complexes are classed as commercial instead), and $0.38B is heavy industry. The money is in three places: the Lookout Drive data-centre cluster in the north (NTT and Stream), the warehouse parks along W Miller Rd, Kingsley Rd and S Jupiter Rd, and apartments. Apartment ownership is unusual here: a large share stands in the names of public housing finance corporations (see landowners), which leaves the private landlords below. Owners are grouped only where the roll names the same entity or the same mailing address; where the roll does not name a sponsor, neither does this record. Figures are DCAD current values for the City of Garland.

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Whether the apartment complexes titled to housing finance corporations (Garland, Pecos, Pleasanton, Edcouch) and to the Garland Public Facility Corp are exempt from property tax, and which private partners operate them: the current-ownership file carries no taxable values for the 2027 roll year and names no partner; no HFC agreement or City document was opened.
  • The sponsors behind the BMEF partnerships, the PO Box 2980 Chicago warehouse entities, Omninet Town Centre LP, TX Parkside Apartments LLC, BTR Land LLC and DRP Odin 15 LLC: the roll names only entities and mailing addresses.
  • Whether FBRT Lake Village Owner LLC's August 2026 title to Republic West and Landmark at Lake Village North (651 units) is the 848-unit Garland loan Franklin BSP lists as non-performing: the investor supplement does not name the property.
  • Who controls NTT Global Data Centers TX LLC and OBOE LLC (the equipment owner at the Stream data centre): no filing about either was opened.
  • Garland's small portions in Collin and Rockwall counties are appraised by the Collin and Rockwall appraisal districts and are not in DCAD's file; this record covers the Dallas County part only.
  • GP&L's generating plants by name: the roll lists City-owned 'POWER STATION' and 'POWER PLANT' lots (3791 Leon Rd, 480 W Oates Rd) without plant names, and no GP&L page was opened to match them.
  • Granville Arts Center: identified only by its address and the roll's 'Performing Arts Center' legal description; the City's arts page was not opened.
  • What any Garland building sold for. Texas is a non-disclosure state, and the roll records deed dates only; DCAD's per-account pages (deed references) are disallowed to robots.
  • Acreage for exempt public land is incomplete: many City and school tracts carry no land size, so landowner acreages are floors.
