Fresno, California

Fresno will show anyone a parcel's assessed value and will sell anyone the whole roll with owners' names for $48.70 by mail, but it will not put an owner's name on the internet; the city's own financial report names its ten largest taxpayers, and that is where River Park Properties and Macerich surface.

Can you find out who owns it?

California has no public title register. The Fresno County Assessor-Recorder looks up a parcel's current assessed value online but leaves the owner off: its free roll downloads omit the assessee's name under Government Code 6254.21, and the County's GIS page says it is 'unable to provide ownership information on the internet'. The same office sells the full Secured Roll with owners' names as of 1 January for $48.70, a monthly Current Ownership file for $30.94, and a Quarterly Sales list (APN, address, sale amount, dates, document number) for $25.10, sent by post after a cheque arrives. Recorded deeds can be read in the office free or copied at $1.50 for the first page; the documentary transfer tax is $0.55 per $500. Because Prop 13 resets assessed value to the purchase price on a sale, the roll tracks recent prices.

Pacific Southwest Building (Security Bank Building)
1060 Fulton St, Fresno, CA 93721
Mixed use Not established
a paid title search would answer it
Fresno's tallest building: 15 storeys, about 67 m to the roof, completed 1925 for the Pacific Southwest Trust and Savings Bank (Wikipedia). It has gone from bank to offices to residential lofts with ground-floor food and drink. Every account we opened names private individuals as the owners and no owning company. So the owner is left blank: the name is not online, and it would cost the Assessor's $30.94 ownership file to see the vesting entity. The address resolves to APN 466-172-12, 0.40 acre, 'regional commercial', zoned DTC (City parcel layer). No sale price is stated in any document read.

Fresno County civic centre: County Plaza and Hall of Records / Courthouse Park
2220 Tulare St and 2281 Tulare St (Courthouse Park, 1100 Van Ness Ave / 1155 M St), Fresno, CA 93721
2.94 acres (Plaza Building); 14.55 acres (Courthouse Park)
Civic County of Fresno
The County's own property inventory lists the 'Plaza Building', 2200 Tulare St (APN 468-214-10T, 2.94 ac), and 'Courthouse Park', 1155 M St (APN 466-160-01T, 14.55 ac), neither flagged as leased. In the City's address layer 2220 Tulare St resolves to the first and 2281 Tulare St, the Hall of Records, to the second, which the City classes 'public facility/court house (central area)'. Tier B: the inventory is a facilities list whose 'isCountyOwned' flag is set on only one of 445 records, so it describes County occupation and control rather than citing a deed.

Chukchansi Park
1800 Tulare St, Fresno, CA 93721
4.97 acres (parcel)
Civic City of Fresno
The City's FY2025 ACFR runs a Stadium enterprise fund for 'the City's baseball stadium', with revenue 'derived from the leasing of the facilities, supplemented by General Fund support' ($3.67M transferred in FY2025). Chukchansi Park, 1800 Tulare St, is pledged as collateral for the 2017A lease revenue bonds to 1 April 2031. Stadium debt at 30 June 2025: 2001 A/B lease revenue bonds $8.655M and 2017A Stadium Project $6.925M. The parcel is APN 468-284-44T, 4.97 ac (City layer). The team's lease terms were not read from a primary document.

Fresno Convention & Entertainment Center (incl. Saroyan Theatre and Valdez Hall)
848 M St / 700 M St, Fresno, CA 93721
13.76 acres (700 M St parcel)
Civic City of Fresno
The ACFR's Fresno Convention Center Fund 'accounts for the operation and maintenance of the City's convention center', supplemented by General Fund support ($3.94M in FY2025). Its collateral table pledges the Fresno Convention Center, 848 M Street (1998 B Exhibit Hall Expansion bonds, to 1 Sep 2028), Saroyan Theater, 730 M Street (to 2031) and Valdez Hall, 702 M Street (to 2039). FY2025 revenue $5.3M; net position $5.7M. The City's parcel layer classes 700 M St (APN 468-400-54T, 13.76 ac) as 'convention center'. The operator's contract was not read.

The ACFR's Airports Fund 'accounts for the City's two airport operations', Fresno Yosemite International and Fresno Chandler Executive, with 2,050 acres, three runways (longest 13,165 ft), 303 hangars and 193,364 sq ft of terminals combined. A $150M terminal expansion of over 116,000 sq ft is under construction, funded partly by $70M of Series 2023 Airport Revenue Bonds. The terminal address resolves to APN 494-071-78T, 574.4 ac, land use 'airport'; the City layer classes 28 parcels inside the city, 1,112 ac, as airport.

Retail Macerich (Macerich Fresno Limited Partnership)
100%
Macerich's FY2025 10-K lists the centre at 100%, 95.5% leased, with Macy's as a non-owned anchor and JCPenney and Macy's as company-owned anchors. It is held in fee, not on a ground lease. Footnote 4 says it has a vacant anchor owned by the company. The mortgage was $324.9M at 3.67%, maturing 1 Nov 2026. CMBS 10-Ks show the loan was split into seven pari passu notes. Exhibit 21 lists Macerich Fresno Limited Partnership, and the City's ACFR ranks that entity Fresno's 4th-largest property taxpayer, $155.2M taxable assessed value (FY2025). Whether the Nov 2026 maturity was met is not established.

River Park (The Shops at River Park, The Marketplace, River Park Plaza)
71 E Via la Plata and Blackstone Ave at Nees Ave, Fresno, CA 93720
475,000 sq ft (The Marketplace, per the manager's history page)
Retail River Park Properties
Lance-Kashian & Company manages the centre: its About page calls River Park Properties the 'developers of the Shops at River Park, Market Place, and River Park Plaza and several office buildings', and the centre's own site lists Lance-Kashian. The City's FY2025 ACFR, from County tax data, ranks River Park Properties, 'Commercial', Fresno's 3rd-largest property taxpayer at $197.6M taxable assessed value. It was not in the 2016 top ten. Tier B: the ACFR names the taxpayer but no parcels, and the developer link comes from the manager's page. Not Regency Centers: Regency's FY2025 10-K does not mention Fresno.

2500 Tulare St, Fresno, CA 93721
2.99 acres (parcel)
Civic United States (General Services Administration)
H.R. 724 (109th Congress, 2005) refers to 'the United States courthouse located at 2500 Tulare Street in Fresno, California' and would name it after Judge Robert E. Coyle. The address resolves to APN 468-181-45T, 2.99 ac, which the City's parcel layer classes as 'government offices'. That GSA is the custodian is taken from Wikipedia's infobox. No GSA inventory page could be read, so tier B. Tenants include the Eastern District of California's district and bankruptcy courts and the US Attorney's Fresno office.

The core land

The most valuable ground in the city, and what the public record says about it.

There is no free public file of owners or of values with owners. The free roll download has no names, the online lookup goes one parcel at a time, and the City's parcel layer carries land use but neither value nor owner. Totals below come from the City's audited ACFR, which reprints the County's roll figures and the ten largest taxpayers. That list is the only free public document that names private owners of Fresno property with values.

City of Fresno total taxable assessed value, FY2025$52.15B
$49.01B secured + $3.14B unsecured. Up 5.8% from $49.29B in FY2024 and from $31.53B in FY2016. City ACFR, statistical section, source County of Fresno.
Largest private property taxpayer with real property: River Park Properties$197,550,270
Taxable assessed value, rank 3, 0.38% of the total; ranks 1 and 2 (Gap Inc., Amazon.com Services) are unsecured. Next: Macerich Fresno LP $155.2M, Meganova LP (apartments) $132.6M, DPML Orange LLC $129.5M and RPI Fig Garden LP $104.1M. City ACFR, FY2025, from MuniServices/Avenu.
Ten largest taxpayers' share of the roll2.91% (FY2025) vs 13.93% (FY2016)
$1.52B for the top ten in FY2025. In FY2016 PG&E alone was $2.26B (7.17%) and the list was utilities and energy. City ACFR, FY2025.
Parcels and land inside city limits148,531 parcels, 60,450 acres
City Parcels GIS Hub layer, Oct 2026: parcels flagged inside the city, with summed lot area. Medium and medium-low density residential make up 19,872 acres. 3,084 vacant parcels cover 3,760 acres. The ACFR gives the City's total area as about 73,400 acres, including streets and rights of way. County-wide: 309,837 assessable parcels as of 1 Jan 2026 (Assessor).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Fresno's biggest landholders are public: the City's two airports, parks and wastewater lands; the County's downtown civic centre; Fresno State; school districts; and the flood-control and irrigation districts. The City's parcel layer gives land use but no owner, so a holding is counted only where a public body's own document names it; otherwise only the land-use total is given. Agricultural land inside the city is small: 174 parcels, 2,344 ac classed 'open space/ag'. No document read names who farms or owns it, and no company holder is named.

NameTypeHoldings as stated
City of Fresno
ACFR capital-asset statistics, FY2025: 2,050 acres across Fresno Yosemite International and Chandler Executive airports, 1,327 acres of parks, a zoo and 39 neighbourhood parks. Also the convention center, Chukchansi Park, City Hall, 2600 Fresno St, and the Municipal Center, 1325 El Dorado St, all pledged as bond collateral. The City layer classes 23 parcels, 3,247 ac, as 'public facility/waste water'; no document read names their owner.
Government 2,050 ac of airports; 1,327 ac of parksA
County of Fresno
The County's facilities inventory (445 records county-wide), joined by APN to the City's inside-city flag: 105 properties fall inside Fresno, 82 not flagged as leased, 271 ac by the inventory's own acreage. They include Courthouse Park (14.55 ac), the Plaza Building, Hamilton Yard (48.08 ac) and the DBH Olive Campus. It also lists the Fresno Fairgrounds (93.6 ac), whose title was not checked. The 'isCountyOwned' flag is unreliable, so this measures County use, not proven title.
Government 82 inventory properties inside city limits, 271 ac (not flagged leased)B
California State University (Fresno State)
The campus address, 5241 N Maple Ave, resolves to APN 420-020-34T (265.2 ac). The City parcel layer classes six parcels on assessor page 420-020 as 'college', 803.5 ac in all. The layer names no owner, and the university's About page gives no acreage, so the attribution rests on the address match: tier B. City-wide, 80 parcels and 1,528 ac are classed 'college', which includes Fresno City College at 1101 E University Ave.
Government 803.5 ac classed 'college' on the campus map pageB
School districts (Fresno Unified and others)
City parcel layer, inside city limits: elementary, middle, high and combined school land uses. Fresno Unified is the largest district, but parts of Clovis Unified, Central Unified and Washington Unified also lie within the city. The layer does not separate districts or name owners.
Government 283 parcels, 2,183 ac classed as school land usesB
Fresno Metropolitan Flood Control District
City parcel layer: 'ponding basin' and 'ponding basin/park' land uses inside the city. These are the storm-water basins of the flood-control district's system, but the layer names no owner, and FMFCD's own site returned a Cloudflare challenge. The holding is therefore given as a land-use total, and the district is not shown on the record as the owner of every parcel.
Government 395 parcels, 1,398 ac classed as ponding basinsB
Fresno Irrigation District
FID's own page: it serves over 200,000 acres of farmland in Fresno County and delivers surface water to Fresno's and Clovis's treatment plants through 'nearly 700 miles of canals and pipeline', and has built 'about 980 acres of groundwater recharge facilities'. These are district-wide figures. Inside the city, the City layer classes 101 parcels, 98 ac, as 'open space/canal'.
Government nearly 700 miles of canals and pipeline; about 980 ac of recharge basins (district-wide)A
Railroads (Union Pacific, BNSF) and High-Speed Rail corridor
City parcel layer, inside city limits. The layer does not say which parcels are Union Pacific's, BNSF's or the California High-Speed Rail Authority's. The Authority's site returned a bot challenge, and no railroad filing read gives Fresno acreage, so no split is claimed.
Public company 332 parcels, 682 ac classed 'rail road' (owners not named)B

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Fresno builds mostly detached houses. Census permits for the city in 2025 were 1,037 single-unit homes, 18 units in two-unit buildings, 40 in 3-4 unit buildings and 205 in six buildings of five or more units, about 1,300 in all (the file shows 11 months reported, the rest imputed by Census); in 2024 there were 983 single-unit and 132 in 5+ buildings. Fresno County permitted 2,271 units in 2025. The City's final-map layer records 1,050 lots on 10 final maps in 2024 and 618 on 8 in 2025, but names no subdivider. The roll's owner names are sold, not published, so builder holdings were not counted parcel by parcel. National builders report only regional segments, and the local family builders publish community lists rather than counts.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Fresno's commercial landlords are mostly local partnerships, not REITs. The one listed REIT with a Fresno asset in its 10-K property table is Macerich. Regency Centers' FY2025 10-K does not mention Fresno. The best free ranking is the City's list of its ten largest property taxpayers, which names the assessee entity and its taxable value but not the buildings. Unsecured taxpayers (Gap, Amazon, Gallo, Comcast, Lyons Magnus) are business personal property, not land, and are left out.

Macerich (Macerich Fresno Limited Partnership)

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who owns the Pacific Southwest Building through which entity. Reports name private individuals, whom this record does not name, and the vesting entity is only in the Assessor's paid ownership file.
  • Whether Macerich repaid, extended or refinanced the $324.9M Fresno Fashion Fair loan due 1 Nov 2026. The FY2025 10-K predates the maturity.
  • Which parcels River Park Properties holds. The ACFR gives only its total ($197.6M), and parcel-level owners are not online.
  • The properties behind DPML Orange LLC, Meganova LP and RPI Fig Garden LP, the 5th to 9th largest taxpayers.
  • GSA's own inventory entry for the Coyle courthouse: no gsa.gov page was read, so GSA custody rests on Wikipedia.
  • California High-Speed Rail Authority right-of-way and station-area holdings in Fresno: hsr.ca.gov returned an Incapsula challenge.
  • Fresno Metropolitan Flood Control District basin counts and acreage from the district itself: Cloudflare challenge.
  • Union Pacific and BNSF acreage in Fresno: the City layer classes 682 ac as railroad without naming owners.
  • Agricultural land holders inside and around the city. No company holder was established from a document, so none is named.
  • Whether Trumark Homes acquired Wathen Castanos Homes. Only a domain redirect was observed.
  • Builder parcel counts on the roll. These would need the $48.70 Secured Roll with owners' names, which is sold by post and whose redistribution falls under the County's website terms.
  • Recent sale prices from the Quarterly Sales file ($25.10). It was not purchased, so no Fresno transaction price is quoted.
