Eugene, Oregon
Lane County publishes the owner of record for every Eugene tax lot free on an open map service, and Oregon deeds must state their price, so this record names owners from the County's own roll and dates prices from the County's sales layer or a dated public document.
12 buildings · 12 with an owner established · 23 sources · 8 tier A · 4 tier B · prepared 2026-10-15
Oregon records title by deed with the county clerk, and every deed conveying fee title must state the true and actual consideration on its face (ORS 93.030), so prices are normally on the public record — though a deed may state '$1 and other good and valuable consideration', as PeaceHealth's 2025 sale to Bushnell University did. Eugene is in Lane County. The County's Assessment & Taxation tax-lot layer, published weekly into the regional RLID database, is served free on a public County map service that names the owner of record for each lot; a companion layer gives the price, date and deed number of each sale for a recent three-year window, without buyer names. RLID itself (Lane Council of Governments) is a subscription service, and the County sells an RLID extract for $117.85. Oregon bars new local transfer taxes (ORS 306.815); Lane County has none.

The core land
The most valuable ground in the city, and what the public record says about it.
Eugene's taxable base is $20.4 billion of assessed value for 2025-26, under half of Lane County's $45.0 billion. Oregon's Measure 50 caps assessed value well below market for older property, so the County's own top-taxpayer list shows owners whose market value is two or three times what they are taxed on. The single biggest taxpayer in the City is a cable network, not a landlord; the biggest landlord is a local investment company with 76 parcels and $277M of market value. The most valuable ground by size is public and exempt: the University, the airport and the City's parks. The County's open map service carries owner names and sales but no values, so no single-parcel value ranking is given here.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Inside the City of Eugene the County's tax-lot layer maps 57,040 lots covering 30,866 acres. The City of Eugene is by far the largest owner of record, with about 3,260 acres in its own name inside the limits and another 4,800 acres outside them, most of it the airport. Public bodies — the City, two school districts, the State and its university, the federal Bureau of Land Management in the west Eugene wetlands, the utility, the County and the transit district — together hold roughly a fifth of the mapped acreage. The largest private holdings are a vacant chip plant, a golf club and a handful of local investment companies. Totals are this research's sums of the roll's owner-name field (OWNNAME) for lots the County codes to Eugene (GEOCITY = EUG), October 2026; variant spellings of the same owner are added together only where the name plainly matches. 775 lots (6,253 acres, mostly rights of way and river) carry no owner name.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
In 2025 the City of Eugene permitted 850 new homes: 234 single-family houses, 24 units in three- and four-unit buildings and 592 units in 19 buildings of five or more units (Census Bureau Building Permits Survey). Apartments dominate; much of the five-plus volume is student and downtown housing such as the Downtown Riverfront buildings. Unlike Boise or Spokane, Eugene has no dominant national production builder: subdivision building at the south and west hills edges is done by Oregon companies working a few dozen lots each. No builder league table exists, and the County's open sales layer carries no buyer or seller names, so new-home sales by builder cannot be counted. The figures below are lots held by each building or development entity on the County roll in October 2026 (inside City limits) — a measure of lots in hand, not homes built.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Eugene has no office towers held by REITs or pensions. Its most valuable commercial holdings are a local investment company's 76 parcels, a mall REIT, student-housing owners and national retailers that own their own stores. The County's own top-taxpayer list for the City (tax year 2025) supplies the market values; the roll's owner names on commercially and industrially zoned lots inside City limits (October 2026) supply the rest. The City's largest taxpayer, Comcast ($140.1M market, one parcel), and the utilities Verizon, NW Natural and Weyerhaeuser's listed holdings are left out: the list does not say what their parcels are.
| Name | Type | Holding (roll acreage; filing floor area where stated) |

| Shepard Investment Group LLC The largest private landlord in the City by value: second among the City's top ten taxpayers for tax year 2025, assessed $107.2M, tax $2.01M; 160 parcels and $381.7M market countywide (second in Lane County). The roll maps 76 lots, 87.2 acres to it inside City limits. Neither source says what the buildings are or who owns the company. |

The mall's Macy's anchor sits on its own 12.6-acre lot owned by 'Macys Department Stores Inc', and a 15.1-acre lot at 300 Valley River Center is held by 'MVRC Holding LLC'; the roll does not say who is behind that LLC. The County's 2025 top-taxpayer list for the City ranks 'Valley River Center' seventh: 11 parcels, $65.1M market, $61.3M assessed. |
REIT | Valley River Center: 813,000 sq ft GLA; 4 lots, 42.0 acresA |

Lookout (1 Aug 2025) reports that Landmark Properties' website lists 'The Standard at Eugene', a 703-bed off-campus student housing community, among its Oregon projects; no source opened here names who owns Standard at Eugene LLC, and none describes Chase Village LLC's holding. |

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The price Landmark Properties' entity paid for the former University District hospital site. Search results attribute '$34 million … the deeds show' (closing 29 June 2026) to a Eugene Weekly report, but Eugene Weekly's terms limit its pages to personal, non-commercial viewing, so the article was not opened and the figure is not used. The County's open sales layer stops at December 2024 and the RLID deed index could not be reached.
- Who stands behind the LLCs that own of record: The Mark at Eugene LLC, Arkham Industries LLC, Shepard Investment Group LLC, Olive Owner LLC, Chase Village LLC, Standard at Eugene LLC, MVRC Holding LLC, the 'ERD Block' LLCs at the Downtown Riverfront and Timberline Hills Development Holdings LLC. Oregon's business registry and the City's riverfront pages were not opened (the City's site is Cloudflare-blocked).
- Whether Arkham Industries LLC is connected to Stratacache, which Lookout (Sept 2026) calls the Hynix plant's current owner. The roll names the LLC; no source opened links the two.
- Assessed and market values for individual marquee parcels. The County's per-account portal (apps.lanecounty.org) forbids all robots, and the open map service carries no values; RLID, which has them, is subscription and was unreachable.
- RLID's own subscription terms and prices from Lane Council of Governments. rlid.org refused connections and lcog-or.gov returned a Cloudflare challenge, so RLID is described only from the County's fee schedule ($117.85 extract) and its GIS sales page.
- The Downtown Riverfront developer agreement terms (the City's 2019 disposition agreement, about 8 acres at $7.95 per sq ft, as search results summarise it) — the City's pages are Cloudflare-blocked, so not used as a price.
- Eugene School District 4J's, Bethel's and Homes for Good's full holdings under project-LLC or variant names; only names that say so on the roll were counted.
- Lane County Deeds & Records' own recording and copy fees: the Clerk's fee page was not located on the County site in this pass.
